ORGANIZATIONAL ACTIVITIES – HOLDING STATE CONVENTIONS
The State Units in our structure is an important organ in ensuring the continuous campaign and mobilization of our activities to project the organizational goals and philosophy all over the country. The Confederation has a rich tradition of getting the mandate periodically renewed at all levels to instill a sense of participation in the running of the organization at gross root level. The State Units are meant to implement all the activities and programmes of the Confederation, in particular the activities connected with campaign work as well as the conduct of agitation programmes etc.,
One of the issues that comes up for discussions at a periodical intervals, both in the Executive as well as the Working Committee of the Confederation, is the delay in holding the State Conventions all over the country. There are States, which holds the State Convention at a regular interval and to get the mandate renewed as and when it is due. However, there are number of State Units, which are not holding the State Conventions as required by them. The failure to hold the periodical State Convention affects the organizational activities in those States.
The Confederation issued directions that all the State Units should hold their State Conventions wherever it was due. The issue was discussed in the last General Council meeting held at Bhubaneshwar. A number of difficulties were expressed by the grass root level members that in view of the delay in holding the State Convention it will affect the units at Town and District level. The mobility of the leaders from one place to another and their failure to hand over the reigns of the organization to the next leaders or to make necessary arrangement for the new leader to be elected etc., the State Unit almost becomes defunct once the senior leaders are transferred from the State Head Quarters, thus creating a sort of vacuum in the functioning of the organization.
The State Units wherever the State Conventions are due must take immediate steps to organize the State Convention and also where the mandate is due for renewal should also make arrangements for the smooth conduct of elections etc., if required. The leadership of the State Units should therefore keep in touch with the General Secretary of the Confederation at the Head Quarters and fix up the programme to enable him or the other senior leaders to participate and guide the deliberations. The activate should be taken up on top priority keeping in view that the year 2012 will be an important year from the point of view of the challenges that are ahead of us, and more importantly, the 9th Bipartite is to come to an end and the preparations will have to be made for the purpose of commencing negotiations on the 10th Bipartite. The issue will be debated in the ensuing Executive Committee at Kolkata and further view will be taken in the matter.
In the meanwhile, our leadership at State level should take necessary steps to organize the State Convention and more particularly the State Units where the Convention is overdue.
