AIBOC issued its circular No. 101 dated 23.11.2011 on UFBU meeting held on 16.11.2011. We are placing the same here for our readers.
CIRCULAR NO.101 DATE: 23.11.2011
TO ALL AFFILIATES /MEMBERS:
UFBU MEETING HELD ON 16.11.2011- UFBU GIVES CALL FOR CONTINUED AGITATION - OPPOSE KHANDELWAL COMMITTEE RECOMMENDATIONS TOOTH AND NAIL
A meeting of UFBU was held at Mumbai on 16.11.2011 and Com.P.K.Sarkar, President, AIBOC presided over the Meeting.
The Meeting deliberated at length on the developments in the wake of the strike action on 05.08.2011.
The Meeting observed that the Banking Law (Amendment) Bill, 2011 was not taken up during the monsoon session of the Parliament as wanted by the Government. Kudos to all our affiliates and members as the strike action of 5th August, 2011 was a strong protest against the move and the Govt. retraced its steps. However, the Indian Bank’s Association as well as the Government response to our other demands remained totally negative. Their apathy towards the issues raised by us is exhibited in their vigorous pushing of their agenda on banking reforms. The meeting took serious note of the Government accepting the retrograde, recommendations of the Khandelwal Committee Report and advising the Banks to implement the recommendations.
In view of these unpleasant developments, the Meeting has decided to continue and intensify the agitational programmes.
The following decisions were taken:
Ø To meet the IBA Chairman in a delegation and impress upon him to expedite the resolution of the issues.
Ø To meet the Government (Ministry of Finance) to make similar representations to draw their attention to our issues and demands and to find amicable solutions.
Ø UFBU to write a letter to RBI Governor against their proposal to give license to the industrial house / corporate houses to start their own Banks. - All unions of the constituent units of UFBU to write similar letters.
Ø UFBU to address a letter to the Standing Committee of the Parliament on the various amendments that are proposed in the Banking Laws (Amendment) Bill, 2011 - All Unions of the constituent units of UFBU to address similar letters to the Standing Committee
Ø UFBU to write a letter to the IBA against the proposal to implement the recommendations of Khandelwal Committee Report - All UFBU constituent units and their affiliated unions to write similar letter to the IBA.
All the Employee / Officer Directors to express their strong protest if any proposal is brought to the Board meeting for approval. They would also submit a Dissent Note.
On the day of the Board meeting, protest demonstrations should be held by the UFBU constituents before the Head Office of the Bank or in the centre where the Board Meeting is held.
Similarly, whenever the Khandelwal Committee would visit any Bank for discussing with the managements on implementing their recommendations, demonstrations should be held by the UFBU constituents.
State-level morchas – Already these programmes have taken place in places like Uttar Pradesh, Kerala, Gujarat, Tamilnadu, Assam, Delhi, etc. This should be got completed in all other states.
National Seminar at Delhi on 13.12.2011
A national Seminar would be organized in Delhi on 13.12.2011 on our issues and demands. Prominent political and trade union leaders would be invited to this seminar.
Massive Dharna before Parliament on 14.12.2011
A massive Dharna would be held before Parliament on 14.12.2011. All constituents of UFBU should mobilise their members for this important programme.
UFBU meeting on 13.12.2011
UFBU meeting will be held on 13.12.2011 to take stock of the developments and fix up and decide further course of agitational programmes and strike actions.
In the backdrop of the Government mounting their attacks on the Banking Industry and bank Officers/Employees and the IBA’s apathy to resolve our issues, we have no other go than intensifying our struggles.
Please note that Khandelwal Committee Recommendations are anti-officers/employees, anti-trade unions, and aim to scuttle collective bargaining, sabotage our trade union rights. Hence, with one voice we have to reject the report and fight back.
Comrades, arise, awake, sleep not till the goal is reached and be in readiness to intensify our struggles.
With greetings,
Sd/-
(G.D. NADAF)
GENERAL SECRETARY
