­­­9TH TRIENNIAL GENERAL COUNCIL OF AIRRBOF AND SILVER JUBILEE CELEBRATIONS - KARNATAKA STATE UNIT AND RRB AFFILIATES TO MAKE IT A GRAND SUCCESS - SENIOR LEADERS OF THE CONFEDERATION TO ATTEND

The 9th Triennial General Council meeting of All India Regional Rural Bank Offices’ Federation, the largest officers’ organization amongst the Regional Rural Banks, a wing of the All India Bank Officers’ Confederation, is all set to achieve another major milestone in the history of Bank Officers’ movement under the banner of the Confederation. The occasion also gets importance for the reason that, the RRB Officers’ Federation is celebrating its Silver Jubilee Year on this historic occasion and will enthuse the rank and file across the country for further strengthening the movement under the banner of the Federation.  The RRB Federation at the request of the Regional Rural Banks organizations functioning in the State of Karnataka as well as under the guidance of the State Unit of AIBOC, Karnataka has agreed to hold the Triennial Conference for 2 days on 21st and 22nd January 2012, at Dharwad (Karnataka) in a grand manner.

The Reception Committee is headed by Shri.Pralhad Joshi, Hon’ble Member of Parliament as the Chairman. The other members of the Committee are  Com.S.A.Neeralagi, President of KVGBOF, Com.M.V.Karer, General Secretary of KVGBOF and Com.H.S.Krishnamurthy, Co-ordinator, AIRRBOF Units of Syndicate Bank, have taken all the care and interest supported by the Head quarters of the Confederation and also the State Unit of AIBOC under the guidance of Com.B.S.Ravindra, Secretary of Karnataka State Unit. The Conference will be inaugurated by Shri.Jagadish Shettar, Hon’ble Minister for Rural Development and Panchayati Raj, Government of Karnataka on Saturday the 21st January, 2012 at 5:00 p.m at Dr.Annjirao Sirur Auditorium, Dharwad. Com.G.D.Nadaf, the General Secretary of the Confederation will be delivering Key Note Address on the occasion.  The other dignitaries who will be participating on the occasion and enlightening the audience through their deliberations are Dr.K.G.Karmakar, Former Managing Director, NABARD & Professor, S.P.Jain Institute of Management & Research, Sri.C.Sambasiva Reddy, Chairman, KVGB. Com.S.K.Bhattacharjee, General Secretary, AIRRBOF, Com.Dinakar Punja General Secretary, Syndicate Bank Officers’ Association.

The Conference will be presided over by Com.B.P.Singh, the President of All India Regional Rural Bank Officers’ Federation.

There will be a colourful procession of the enthusiastic comrades of the RRB Federation ably supported by the members of the affiliates of the Confederation, at 3.00 p.m. from the historic Kadapa Maidan before commencement of the Inaugural Session.

The Conference will provide an opportunity to our comrades working in the Regional Rural Banks under the Federation, a wing of the Confederation, to discuss threadbare several issues confronting the Regional Rural Banks. During the last triennial Conference held at Lucknow, our members in the Regional Rural Banks had a major challenge before them, the challenge of the process of consolidation amongst the Regional Rural Banks sponsored by the same banks all over the country. The diversity in the perquisites and the facilities that were available to the officers working in the Regional Rural Banks in different centers and their regrouping on the basis of the convenience of the sponsor bank had thrown several issues before the Federation. The Federation had the challenge of implementation of the provisions of the 9th Bipartite settlement in RRBs. These issues could be resolved in an amicable manner with the support and guidance of the Confederation as well as the effective follow-up by the Federation.

The current issue would be further regrouping of these RRBs with a view to reduce its present number from 82 to 46 which would result in the cross merger of the RRBs already consolidated under different banks, thereby creating further practical difficulties. The Govt. has initiated moves already in this direction.  The Conference will have a major debate on these aspects and the final position will be arrived as far as structure of the RRBs is concerned. It was the desire of the rank and file across the country under the banner of the RRB Federation that the RRBs should ultimately be taken over by the sponsor Banks in order to avoid the overlapping competition and also for a better exposure of the existing branch net work and the resources that the Regional Rural Banks are able to mobilize in the interior parts of the country.

As far as the service matter is concerned, the big issue that would be debated at length is the Pension Benefits to the Offices working in the Regional Rural Banks. The Government is unnecessarily delaying the issue despite continuous follow up by both the Federation and the Confederation from time to time.  This will be yet another burning issue to be debated in the conference.

Comrades, we are happy to note that, a large number of members from the Regional Rural Banks from all over the country are coming to the Conference with lot of expectation and their commitment to maintain unity and solidarity of the Bank Officers’ movement both under the banner of the Federation and the Confederation. It is the RRB Federation, which is apolitical and independent, able to contribute a lot to the welfare and the consolidation of the RRBs Officers under its banner for the last 25 years.  We are confident that the 9th Triennial Conference shall be yet another opportunity for the entire rank and file across the country to rededicate themselves for the cause of the Bank Officers’ movement under the Banner of the Confederation.

We appeal to all our comrades in the State of Karnataka and also the leadership of all other centers to actively take part in the 9th Triennial General Council as well as the Silver Jubilee Celebrations and make it a grand success.
