AIBOC has issued its circular No. 7 on classification of cities on urban agglomeration basis. We are reproducing the same here for our readers.

TO ALL AFFILIATES/MEMBERS: 

CLASSIFICATION OF CITIES ON URBAN AGGLOMERATION BASIS

          We have addressed a letter to the Chairman, IBA urging upon him to pay HRA, CCA and Halting Allowance etc. to the Officers working in all the adjoining Centres of the National Capital Territory of Delhi, on par with Delhi.  A Copy of the letter is annexed to this and is self-explict.

2.       The matter is being pursued by us vigorously and we will keep you posted of the developments.

          Classification of Metro cities on the basis of Urban Agglomeration is being reviewed periodically for the purpose of payment of House Rent Allowance, City Compensatory Allowance etc.  As many centres have undergone changes on account of demographic changes, there is an urgent need to review the classification, so as to extend the commensurate benefits accruing to the Officers.

2.       You are aware of the fact that the Delhi Urban Agglomeration consists of areas falling under the states of Haryana, Rajasthan, Uttar Pradesh and the National Capital Territory of Delhi and the adjoining urban areas of National Capital Region together form the urban agglomeration of metropolitan city of Delhi.  The districts included in the NCR are as follows:

Haryana
Faridabad
Gurgaon
Panipat
Rajasthan
Alwar
Uttar Pradesh
Baghpat, Noida and greater Noida (Gautam Buddha Nagar) Ghaziabad, Meerat

3.       It is pertinent to note here that the adjoining areas of New Delhi as indicated here in above are left out except in case of Gurgaon, which has been treated on par with Delhi for the purpose of payment of HRA, CCA and Halting Allowance.  Though these areas are spread out in three states, they are very much part of the National Capital Territory/Region and logically, payment of HRA, CCA and Halting Allowance should be accorded to the Officers / employees of Banks working in the above Centres.  There is an urgent need to consider the above as a special case, keeping in view the peculiar position of Delhi Agglomeration.

4.       In view of the foregoing, we request you to permit payment of HRA, CCA and Halting Allowance, as applicable to Delhi Urban Agglomeration, including Gurgaon, to all the above centres in tune with the principles of equity and equality.
