CBOA issued its circular No,. 02 on the absolute majority claimed by the Minority Officers' organisation in the state of Andhra Pradesh. We are reproducing the same here for our readers.

Dear Friends,

Recently, we have come across with a circular issued by the Central Bank Officers’ Union, which is affiliated to the All India Central Bank Officers’ Association, a minority organization not only in our Bank but also in the Banking Industry. Through the circular, the Union has attempted to create an impression that a large number of officers in Andhra Pradesh joined their Union, attracted by their ideals and dedicated work done by them. They were also delighted to report that they have become the absolute representative for the Officers’ community in the state of Andhra Pradesh and hoped that the remaining officers also would join them soon to realize the aspirations of officers. The Union also stated that they would claim their right for Union Office Premises and they were confident of achieving the facility of Union Office and functioning from our Bank Building within a short period. They also mentioned that this spectacular achievement could be achieved only with their TWIN BANNER Unity.

Friends, you are aware that they have been in the habit of issuing such circulars now and then that they claim to have become the majority organization now. The NOW has been told umpteen times and the Majority Status for their Minority Organisation is elusive even now. To overcome the boring repeated claim of majority status, they have now come out with absolute representation. As far as our knowledge goes, there are only two types of Trade Unions in the bank – Majority Organisation and Minority Organisation. Certainly we fail to understand the usage of new term absolute representative by the Union affiliated with the Minority Organisation considering the fact that neither the management recognizes the absolute representation nor there has been any precedence in the Banking Industry for any such absolute representation.

You are very well aware that AICBOF, to whom we are affiliated, is the recognized majority Organisation representing officers working in Central Bank of India. AICBOF is the only recognized officers’ organisation in our bank having the power to negotiate and discuss with the management on the matters, polices concerning with the officers working in the Bank.  No need to say about our apex organisation - AIBOC, which has been the driving force behind all Industry Level negotiations. The status of apex level organisation of the so called absolute representative in our State, be in the UFBU or in the signing of the industry level negotiations, is very well known to all of you.

The Union has also enclosed the list of Officers joining them in January 2010 along with the circular. All of you might have observed that most of the officers appearing in the list have not joined afresh their Union by switching over from our Organisation but continued their affiliation upon their transfer from other Zones/States. At the same time, we have also to agree that a few members of our Organisation have joined their Union in January 2010.

All of you are aware that these officers have changed their loyalties, though it is a miniscule of our numerical strength, not because of the unstinted fighting spirit of the Union for the cause of officers and finding right solutions to the problems of officers but because of the management sponsored trade union activities and the fear psychosis created in their minds. Since washing the dirty linen in the public has never been on our agenda and would not be at any point of time, we would not like to comment more on the subject here. At the moment, we would also not stress upon the same as we are at the fag end of the financial year and we should concentrate our energies and strengths for the growth of the bank.

However, we honestly wish these loyalty changers that their aspirations are realized with the Union, as they are our officer brothers and they have been our members till recently. At the same time, we also feel proud of our committed members who have withstood the pressures exerted by the other Union along with their sponsors.

As regards their claim for Union Office Premises, it is very funny to note that the signatories are not even aware of the policies prevalent in the Bank on allotment of Union Office Premises.

With all said and done, we are very much confident that our loyal and dedicated members will not fall prey to the mischievous propaganda unleashed by the rival Union and fight with their might against the trade union activities sponsored by the management. Let us congratulate all of our loyal and dedicated members who have withstood the pressure exerted by the Union with the active support of their Sponsors. They have demonstrated their faith in CBOA/AICBOF/AIBOC in unequivocal terms despite the severe pressures exerted on by them.
