AIBOC CIRCULAR NO. 12 DATED 23.02.2010

AIBOC issued its circular No. 13 on Silver Jubilee celebrations of our Confederation. The same is reproduced here for our readers.

CIRCULAR NO.12                      23rd FEBRUARY, 2010
TO ALL AFFILIATES/MEMBERS:

SILVER JUBILEE CELEBRATIONS OF OUR CONFEDERATION
EXECUTIVE COMMITTEE DECIDES TO MAKE IT AN EPOCH MAKING EVENT

The Executive Committee of All India Bank Officers’ Confederation met at Goa on 17th February 2010, had an occasion to discuss the organisational developments with particular reference to the completion of 25 years of the foundation of the All India Bank Officers’ Confederation during the current year. The members deliberated on the successful journey of our Confederation during the last 25 years with the sole purpose of making the Bank Officers’ movement a vibrant and strong trade union movement in the country.  The members referred to the current trade union environment and the challenges that are confronted by the Officers, not only in the banking industry but also in the Public Sector undertakings as a whole, the impact of the reforms on the working conditions of the Officers and also on their trade union activities.

The members appreciated the stubborn approach of the Confederation in consolidation of Officers in the entire Banking Industry, despite the pressures that were created during the last 2 decades in the name of the reforms in the financial sector.  The Confederation not only helped in the consolidation of the Bank Officers’ movement but also ensured that the entire managerial staff is inspired through our efforts to get themselves organised as trade unions to pursue their welfare in their respective areas.

The Confederation is crossing the mile stone of 25 years.  It is necessary to acknowledge the contributions it has made towards the improvement of the Bank Officers’ service conditions and as also in establishing bilateral rights of the supervisory cadre on par with the workmen unions, despite the absence of the statutory support they enjoy under the patronage of the Government.  The bilateral relations are structured in a systematic manner in almost all the banks with the experience of each other and also by the efforts of the Confederation at the IBA level.  The Confederation emerged as a Natural Leader as far as the bipartite settlements at the industry level are concerned taking almost the front line leadership. The leadership of the Confederation could take along all other officers’ organisations and they were to follow the line of the Confederation due to its size and stature in the industry.  Thus it enabled us to get a better deal in the bipartite settlements.  Each and every settlement used to have a special place for the leadership of the Confederation due to its visionary approach in ensuring a better deal to the Bank Officers.

The Confederation has also seen several ups and downs.  It has also faced greater challenges such as technology initiative, the VRS exodus, the dilution of equity, the threat of merger and acquisition, posing a danger to the smaller banks including the attack of the Government in the name of weak performance on some of the banks.  All of these problems have been tackled in an effective manner due to the enlightened approach of the leadership of the Confederation. It also provided leadership to the UFBU for over a decade during which we have come across several turbulent situations.

It is the responsibility of the current leadership to see that the success of the Confederation is carried forward and the occasion of the Silver Jubilee is utilised for rejuvenating our movement, so that we can stand together and face the challenges ahead of us both in banking sector as well as the country as a whole with the sole intention of serving the common man of our country.  We should therefore, chalk out appropriate programmes to inspire our rank and file across the country to rally round the Confederation and make the unity as the sole purpose of our entire movement.

After detailed deliberations on the issue of conduct of the Silver Jubilee Celebrations of the All India Bank Officers’ Confederation, it was unanimously decided to constitute a Steering Committee consisting of General Secretaries of all the affiliates of the Confederation. The Steering Committee will be meeting shortly to finalise the programmes to be conducted from the 1st of April 2010 to 6th October 2010, culminating in the completion of the 25 years of our movement.

Com.B.S.Ravindra, the Asst. General Secretary and the State Secretary of Karnataka State Unit of the Confederation will be the Convener of the Steering Committee. The President and General Secretary of the Confederation will provide all possible assistance to the Steering Committee. The details will be advised in due course.
Comrades, the Silver Jubilee Year of the Confederation is a land mark and a mile stone in the history of managerial cadre trade union movement in our country.  The Bank Officers’ fraternity has a long way to go in ensuring a total unity amongst the members of the entire financial sector and also other sectors of the economy in our country. It will be the responsibility of the current leaders to continue the efforts of our predecessors in carrying forward the banner of the Confederation with the same spirit and zeal of camraderie and hand it over to the posterity in-tact. Let us therefore march together hand in hand to make the Silver Jubilee of our Confederation a grand success.  Any suggestions from the membership in this regard will be much appreciated.
With greetings,
Sd/-
(G.D. NADAF)
GENERAL SECRETARY
