TO ALL THE PROBATIONARY OFFICERS
Dear Friends,
We are indeed very happy to address you once again after welcoming you to our Beloved Bank during its Centenary Year at Hyderabad . We honestly admit that the interaction with you at Hyderabad gave us an opportunity not only to appraise about our Bank and the Officers’ Association but also enabled us to get ourselves better equipped to respond to the genuine needs of the newly inducted CENTRALITE Officers, the representatives of the younger generation.
In order to make you comfortable in the bank and to create awareness about the benefits and facilities available to the Officers, we have also supplied a booklet - Ready Reference to Important Service Conditions, Perquisites, Loan Facilities to Officers- an exclusive publication of our Association. We hope that you must have gone through the booklet and understood the benefits and facilities available to the Officers in our Bank.
We have already brought to your attention that All India Central Bank Officers’ Federation (AICBOF), our apex body at the Bank level, is the only recognized majority organization representing the officers in the Bank. AICBOF is also the only Officers’ organization having the right to discuss with the management on policy issues such as transfers, promotions, benefits, facilities etc. We are proud to inform you that all the benefits and facilities available to the Officers in our Bank are only due to the sustained and dedicated efforts of AICBOF, the exclusive Officers’ organization functioning in the bank.
As already considerable time has been lapsed since your joining in the bank, you might have understood the complexities of the Banking and also the functioning of the trade unions in the Bank. You must have also observed that our Association is the only organization without having any political affiliation and functioning exclusively for the benefit of the Officers. As has been said earlier, we do not have any sister/associate unions in the category of Clerks/Peons/Watchmen, which enables us to function exclusively for the sake of officers without having the necessity to compromise with the conflicting interests of Clerks/Peons/Watchmen, which are generally referred as Award Staff in the banking industry.
While it may take some time for you to differentiate between the trade unions functioning in the bank and their philosophies, we would like to place before you the following issues of the Probationary Officers, which have been taken up with the management by our Association at Zonal level and AICBOF at Central Office, Mumbai.
Restoration of Hotel Expenses Reimbursement / TA / DA:
You are aware that the management has unilaterally and illegally withdrawn the Hotel Expenses Reimbursement / TA / DA to the Probationary Officers during their On Job Training. Keeping in view the interests of the Probationary Officers, we have immediately taken up with the Management at Hyderabad vide our letter No. GS/CBOA/2011/134 dated 04.03.2011 and demanded for restoration of the facilities as per the eligibility of the Officers.
Similarly AICBOF, our apex body, has taken up with Central Office and demanded for immediate restoration of these facilities. We have already issued a circular on the subject along with the communication sent to Central Office vide our circular No. GS/2011/009 dated 07.03.2011. We shall be informing you the further developments during the course of time.
Frequent deputations of Probationary Officers from one branch to another:
Some of the Probationary Officers have been deputed from one branch to another branch very frequently and for shorter intervals. As the Probationary Officers would not be able to find out suitable accommodation with their brief stints at the branches, we have conveyed our protest to the management, vide our letter No.GS/CBOA/AP/136 dated 05.03.2011 and demanded for payment of Hotel Expenses/TA/DA during their deputation to other places.
Allotment of Code and Password:
You are aware that management was not in favor of allotting User Codes and Passwords to the newly recruited Probationary Officers up to 26 weeks of their training in the Bank. As some of the branches have been forcing the POs to work with User Codes and Passwords of existing employees, which has been fraught with serious ramifications to all, we have demanded the management to issue User Codes and Passwords to POs so as to utilize their services in the bank in a systemic manner.
We are glad to inform you that management has agreed to allot User Codes and Passwords to the POs while at the branch for On Job Training, with a capability level of 5.
Payment of salary for the period from 29th January 2011 to 31st January 2011:
It has been brought to our notice that Probationary Officers have not been paid the salary for the month of January 2011 i.e. from 29th January 2011 to 31st January 2011 even after one month from their reporting in the bank. Immediately, we have taken up the matter with the management, vide our letter No. GS/CBOA/2011/137 dated 10.03.2011 and ensured that an amount of Rs.2170.77, being three days salary for the month of January 2011, has been credited to the SB Accounts on 12.03.2011.
Providing Bank’s Identity Card:
As the POs are required to move from one place to another place frequently, either for Class Room Training or On the Job Training, we have requested the management, vide our letter No. GS/CBOA/2011/137 dated 10.03.2011, to issue Identity Cards to all the POs. The matter is still pending and we shall pursue the same with the management for their early decision.
Apart from the above, we have been following up regularly with the management for sorting out the pending issues of POs such as T.A. Bills, Leaves etc. You may appreciate that we have been regularly furnishing the information to all of you from time to time.
Friends, we assure you that being a responsible Officers’ Organization and functioning exclusively for the benefit of the Officers, we shall make every effort to keep the dignity of the Officers HIGH and protect the interests, without compromising for the sake of different class of employees. This Organization has been formed with the motto of “For the Officers, Of the Officers and By the Officers”.
Even with your short stint in the bank, you might have observed the difference between the Officers’ Association, the exclusive Officers’ Organization and the Other Union, which is influenced by the Union of Clerks/Peons/Watchmen and also affiliated to the labour wing of a Political Party. We sincerely request you to analyze our functioning and philosophy with other Union and shape up your decision.
Due to the confusion created by the Minority Officers’ Union , lead by their Award Staff Union, some of you might have signed their subscription forms also unknowingly at the time of your reporting. If you are convinced with the functioning of our Association and intend to be associated with the Recognized Majority Organization of Officers in the Bank and the Banking Industry, we request you to subscribe your signature on the enclosed form, which will supersede all your previous forms.
In order to strengthen the Officers’ movement and to keep the dignity of the Officers high, we earnestly request you to associate with our Organization, which has been functioning exclusively for the benefit of Officers and responding promptly to the genuine needs of the Officers as a bounden duty.
