TRADE UNION VICTIMIZATION BY THE MANAGEMENT OF DHANALAKSHMI BANK - DHANALAKSHMI BANK OFFICERS’ ORGANIZATION ON AGITATION –
AIBOC TO OBSERVE DEMONSTRATIONS ALL OVER THE COUNTRY

One of the subjects which came up for a focused debate at the Executive Committee meeting of AIBOC held at Lucknow on 6th of April 2011, was the current unsavory developments that are taking place in the Dhanalakshmi Bank with the sole aim of de-unionization of  officers’ fraternity and finally paving way for the union free atmosphere in the Bank, so that, the Management under the present Managing Director can function in unilateral manner against the interest of the institution and the employees of the Bank. Our members in Dhanalakshmi Bank are on virtual battle with the whimsical behaviour of the Management under the present leadership of Shri.Amitabh Chaturvedi a former official of ICICI Bank, who was responsible for the victimization of our members in Bank of Madura during its merger with ICICI Bank.

Our members in Kerala are highly agitated over some of the developments in the last few months in the Dhanalakshmi Bank which are aimed at attacking the recognised officers’ organisation and also to wean away the members from the organization including preventing the new members from enrolling as the members of the trade union with a view to weaken the Bank Officers’ movement in the Bank. The Management is also unilaterally deciding on all the major issues with a view to belittle the efforts of our affiliate. The Association has been on frequent struggle and agitation since August 2010, with a view to protect the hard earned trade union rights of the members of the Bank and to oppose all the initiatives of the present Management which intends to encourage the recruitment on the basis of CTC.

Some of the recent developments as reported by our affiliate are:-

a)      Soon after joining the Dhanalakshmi Bank, the MD hiked the salary of all officers (30%) in January 2009, to lure the employees and, a part of which was adjusted in the IBA settlement.
b)      Recruited laterally about 3000 CTC employees (Junior Officers to President) with very high salary and perquisites. The present strength of IBA officers is around 600 only as against 3000 CTC officers. When DBOO objected to CTC recruitment, the MD assured that CTC officers could become members in Officers trade union movement on confirmation. Now, he is not permitting them to join DBOO.

c)      The Bank announced an ESOP (Employees Stock Option Scheme), with an intention to play to the gallery. It was clearly mentioned in the circulars that, ESOP is introduced to recognize the services of the staff members who were with the Bank for years together.  The ESOP distribution was skewed and, not transparent for all employees.  While the senior most Scale III officer got 3000 shares,  the Managing Director of the Bank, who with less than one  year service in the Bank at that time grabbed 10,50,000 shares, and his exclusive circle of new executives, who joined just months back got 3.50 lakhs shares each.  Out of the total 40 lakhs shares issued, 35 lakhs shares were grabbed by new entrants with less than one-year service in the Bank.
d)      Bonus was denied to few officers who are the members of DBOO.
e)      2nd Option of Pension denied to those joined the Bank after 2003.

These developments resulted in alround protest from the members of the AIBOC in the State. Massive demonstration was held on 19th January 2011 at the Headquarters of the DBOO and Com.G.D.Nadaf, the General Secretary of the Confederation addressed the participants. In view of the pressure building up against the Bank, the Managing Director agreed to hold a meeting with our affiliate.  However, he came out with certain provocative suggestions.  They are:

a)      Undertaking from the GS of DBOO in writing that, NEVER to solicit CTC membership.
b)      Letter to be given to the National General Secretary, AIBOC Com. G.D Nadaf, not to interfere in Dhanalakshmi Bank affairs; and copy of this letter to be endorsed to MD.
c)      Cooling period for 3 months during which period DBOO is expected to observe silence and inactivity after which settlement may be thought of.
d)      “Otherwise you may go on agitation” –that was MD’s final words.

It is in this background the Executive Committee had a thorough debate on the issue and decided to launch a massive agitation against the attack of the Management on our members in Dhanalakshmi Bank. AIBOC has planned demonstrations by officers at major cities like Mumbai, Delhi, Bangalore, Chennai & Kolkata on different dates.

Under the banner of State Unit of Kerala, demonstrations were held at different parts of the State. In the second phase of the agitation, we may boycott the cheques of Dhanalakshmi Bank in clearing and also hold Dharana before the head office of the Bank and RBI, including a day’s country wide strike.

Friends, the issues involved in the current agitation in Dhanalakshmi Bank are very important and it is the question of protecting the interest of our affiliate as well as their trade union rights.  Hence, we seek your wholehearted participation in all activities and impress upon all of you the need for readiness to jump into further action in case the issue remains unresolved in due course.”

Wherever the demonstrations and other programmes are held by AIBOC in support of the officers of Dhanalakshmi Bank Ltd., our units should actively participate in all such activities to express our unity and solidarity with the officers of Dhanalakshmi Bank.”
