AIBOC issued its circular No. 141 dated 15.10.2010 on Sehore Declaration, Presidents’ conclave. We are reproducing the same here for our readers.

TO ALL AFFILIATES/MEMBERS:

SEHORE DECLARATION, PRESIDENTS CONCLAVE

The first ever Conclave of the Presidents of Affiliates of All India Bank Officers’ Confederation was held at Sehore, Madhya Pradesh on 4th & 5th October 2010, to review the path traversed by the AIBOC since its Foundation from 6th October, 1985 at New Delhi and to chalk out action points to take the Confederation to its newer heights. The participants appreciated the meaningful existence of AIBOC and its service to the Country as a whole and membership in particular. They upheld the vision of the Founders, the ideology of AIBOC and the Resolutions adopted in the foundation conference. They lauded, proactive role played by the AIBOC, in evaluating governments’ economic policies and struggles launched against them and the efforts made to improve the conditions of its members in Public, Private, Co-operative and RRBs sectors.  The stand taken by the AIBOC against the ill advised economic policies of the government has saved the Indian Banking Industry from the global financial crisis. The 2.5 lakhs membership of AIBOC feel proud about its service to the underprivileged and downtrodden people of the Country.

The Conclave after due deliberations, reaffirmed its faith in the policy declaration of the Confederation.  AIBOC, with its relentless struggles, ups and downs, moved forward and grow further in strength.  Today AIBOC is darling of the Bank Officers’ in the Country. The participants involved themselves wholeheartedly in reviewing the 25 years of selfless service and resolved to proceed further with same zeal and enthusiasm in the service of the Nation. They have conveyed their warm greetings to over 2.5 lakhs members spread across the country on the occassion of AIBOC celebrating its Silver Jubilee.  After 2 days intense deliberations, the following declarations were adopted at Sehore Conclave:

Ø       Endorsed the “Vision-Mission and Value Statement” adopted by the National Conclave of General Secretaries of AIBOC affiliates held at Vagamon, Kerala on 15th and 16th May, 2010.
Ø       Endorsed the “Vagamon Declaration” adopted by the General Secretaries at their Conclave held at Vagamon on 15th and 16th May, 2010.

1)       To reaffirm our faith on the Policy Resolutions, Ideology and Declarations of the Confederation adopted in the Foundation Conference.
2)       To Continue as an Independent Trade Union for supervising staff in Banking Industry, without being affiliated to any political party or any Central Trade Union, but to seek their support as and when required.
3)       To not to seek any affiliation with foreign Trade Unions but to maintain co-ordination with global unions in order to oppose the LPG policies of Governments’ across the World.
4)       To continue tobe led by the Internal Leadership.
5)       Expressed its happiness about the role played by the AIBOC in resolving the Industry Level issues like Wage Revision, 2nd Option on Pension etc.
6)       Felt that AIBOC should effectively intervene in resolving the issues relating to the attack on Trade Union rights of the Affiliates by respective managements.
7)       To advise AIBOC Central Office, to strengthen the State Units, by activating them and holding regular State Council/Committee meetings and by providing financial assistance to the State Units to carry on their activities. It was suggested that, the responsibilities of activating each State Units may be assigned to Senior Office Bearers of the Confederation.
8)       Stressed the need to define and the role/responsibility of the Sectoral Federations and their relationship with the Confederation.
9)       Expressed the need for greater and effective co-ordination with peoples representatives without compromising our basic philosophy of being politically not affiliated, to espouse the cause and objectives of AIBOC.
10)   Resolved that, AIBOC should continue to fund its activities through internal resources only.
11)   Expressed its concerns about the various challenges faced by AIBOC from within and outside as under:

a. Challenges from within.
(i)                                           Dilution in Organisational discipline. Policies and programmes                      finalised by AIBOC should be implemented meticulously at the Affiliate/State Sectoral Federation Levels.
(ii)                                         Dilution of commitment and involvement at membership level which is leading to complacency and convenience.
(iii)                                        Need for identifying and grooming youngsters to take up the responsibilities of leadership at different levels.
(iv)                                        Need for adequately involving and integrating the new recruits who are coming with diverse, educational and cultural backgrounds.
(v)                                          Need for meeting the talent gap caused by large-scale retirements.
(vi)                                        To prescribe uniform/model bye-laws for affiliates of AIBOC.
(vii)                                       To ensure unified leadership command at Affiliate level.
(viii)                                     Lack of uniformity in perception amongst the Affiliates on the concept of internally led leadership.
(ix)                                       To improve trust amongst the leadership.
(x)                                         Various issues emerging from and relating to appointment of Officer Directors on the Banks Boards.

b) Challenges from Outside.
i)                     Change in political perception and lack of Govt. support to the trade union causes.
ii)                   Shift in judicial approach.
iii)                  Lack of Statutory support to the professional workers trade unions.
iv)                  De-unionisation attempts by the Managements and the Government.
v)                    Threats of mergers and acquisitions, particularly of old generation Private Sector Banks.
vi)                  Lack of liaison with print and visual media and the public in general.
vii)                 Problems arising out of policy of financial inclusion.
viii)               Issues arising out of  performance linked incentives.
ix)                 Threat to the future Industry Level Wage Negotiations.

12)   Opined that the Officers Compensation should be related to the market situation, responsibility, accountability, transferability and prolonged working hours. It should also take into consideration external parity.
13)   Suggested that, if need be AIBOC, may consider delinking itself from the United Forum of Bank Unions for the purpose of Wage negotiations in the next bipartite.
14)   Urged AIBOC to oppose some of recommendations of Khandelwal Committee which are against officers community.
15)   Expressed concern about the impact of technology in widening the gap between membership and leadership.
16)   Expressed its concern on migration of clerical work to officers in computerised environment.
17)   Opined that, while AIBOC is functioning at Central level on well-set democratic principles, the functioning at affiliate/state level need to be reassessed.
18)   Expressed the happiness about the success of AIBOC in handling the critical and contentions issues during the last 25 years.
19)   Suggested that the President and the General Secretary of AIBOC should attend the Central/Executive Committee meeting of affiliate’s atleast once in a year.
20)   Suggested that Affiliates should forward copies of the reports of the General Secretaries of the Executive/Central Committee meetings to Central Office of AIBOC.
21)   Suggested that the tenure and role of convenor UFBU should be clearly defined.
22)   Suggested that all the State Secretaries be made the delegates of AIBOC General Council by amending AIBOC Constitution.
23)   Conveyance and other expenses incurred by the State Secretaries of hardship states of Jammu and Kashmir, Andaman and Nicobar and North Eastern States to attend AIBOC Executive Committee meeting should be shared by the AIBOC Central Office with affiliates. Expenses of other Secretaries may continue to be borne by the respective Affiliates. AIBOC Central Office to issue suitable directions.
24)   Urged upon the AIBOC to reactivate the Research Committee and to expand its membership.  The Research Committee should formulate the responses to the significant developments affecting the AIBOC and should also involve in research work regarding financial, monitory and Banking policies of the Govt.
25)   Urged the Campaign Committee to organise seminars on important issues affecting the AIBOC, at regular intervals, at different parts of the Country.
26)   Suggested AIBOC to arrange for external customized programmes for senior leaders.
27)   Urged the AIBOC to take up the cause of getting improvements in Superannuation benefits of RRB Officers and to join their struggle if necessary.
28)   Urged upon RRB sponsor Bank Officers’ Associations to ensure implementation of service rule on recognition of RRB Associations.  The Rule is that the composite Associations should not be recognised as Officers’ representatives.
29)   Suggested that AIBOC should conduct a seminar for officer-employee to evolve a common approach on issues relating to Officers service conditions and the Banks policies.
30)   Suggested that AIBOC should make efforts to expand its wings in Bank of Maharashtra, Bank of Baroda, Oriental Bank of Commerce and in New generation Private Sector Banks.
31)   Urged upon the Affiliates to establish Women’s Wings and to provide representation for atleast one Women representative in their Executive/Central Committees.
32)   Urged upon the Affiliates to establish a victimisation fund at their levels.
33)   Suggested to all Affiliates to establish libraries containing books on disciplinary and vigilance matters and leadership, at all levels.
34)   Suggested to all Affiliates to establish Research, Training and Development academies on the lines of National Academy and Trade Union Research Education (NATURE) and conduct programmes on leadership/Cadre development, pre-promotional, disciplinary and educational trainings etc. It was suggested that, such academies should also take up publication of books on Trade Union, Banking etc.
35)   Suggested to all Affiliates not to restrict membership to certain scale/grades and amend their bye-laws, if needed.
36)   Suggested to each affiliate to document and publish history of their Organisation.
37)   Urged the Affiliates to further strengthen themselves by involving in continuous organisational activities.  So that, whenever, they are attacked by the Management the Affiliates can squarely meet the situation.

Comrades, the Sehore Conclave is another landmark in our movement. The Vagamon and Sehore declarations are guiding the factors in our future activities. The successes of the Conclaves are clearly expressed by the participants in their feedbacks. It may be necessary that we conduct such conclaves for leadership at regular intervals. Once we reconstitute all our state units, we propose to hold a conclave of state secretaries shortly.
