AIBOC issued its circular No. 163 dated 16th December 2010 on Fixation of Pay to Ex-Service Men discharged from services after 01.01.2006 and re-employed in Banks thereafter. We are reproducing the same here for our readers.

FIXATION OF PAY TO EX-SERVICE MEN DISCHARGED FROM SERVICES AFTER 01.01.2006 AND RE-EMPLOYED IN BANKS THEREAFTER

We have today sent a communication to the Indian Banks’ Association vide our letter No.1452/466/10 and to the Hon’ble Finance Minister Government of India, Delhi vide our letter No.1452/467/10 on the captioned matter, the contents of which are self explicit.

Dear Sir,

FIXATION OF PAY TO EX-SERVICE MEN DISCHARGED FROM SERVICES AFTER 01.01.2006 AND RE-EMPLOYED IN BANKS THEREAFTER

As per the Government guidelines, the emoluments of Ex-servicemen drawn by them at the time of discharge from the services are protected when they join the Banks and accordingly their Basic pay is fixed in the Banks.

In the wake of the Central  II Pay Commission, the emoluments of Government Employees the defence personnel have been revised and new concepts like grade Pay have been introduced. However, in the case of Ex-servicemen who were discharged from the services after 01.01.2006 and re-employed in the service of banks, the government has not revised the guide lines on the emoluments to be protected while getting re-employed in Banks on or after 01.01.2006 and re-employed in the Service of Banks.  As a consequence fixation of Basic pay protecting the emoluments drawn by the Ex-servicemen at the time  of their discharge from the services is not being extended by the Banks and such Ex-servicemen and deprived of their legitimate emoluments, grade pay etc.

As more than 4 years have elapsed after implementation of the recommendations of the VI Pay Commission, we request you to take –up the  mater with the Ministry of Finance, Government of India to take-up the matter with the Department of Personnel and Training Department of Expenditure and the Defence Ministry to revise the Government guidelines on the emoluments of Ex-servicemen so as to protect their emoluments drawn by them at the time of discharge from the services.

We request you to take-up the issue with the Government immediately  to issue revised guidelines on the issue so as to provide relief to the Ex-servicemen. Who have joined the service of Banks, after discharge from the services on or after 01.01.2006.

FIXATION OF PAY TO EX-SERVICEMEN DISCHARGED FROM SERVICES AFTER
01.01.2006 AND RE-EMPLOYED IN BANKS THEREAFTER.

We wish to bring to your kind notice the fact that as per the Government guidelines, the emoluments of Ex-servicemen drawn by them at the time of discharge from the services are protected, when they join the service of Banks. Their Basic Pay is fixed by the Banks on the guidelines issued by the Government.

You are aware of the fact that in the wake of the 6th Central Pay Commission, there were substantial improvements in the emoluments of Ex-servicemen and new concepts such as grade pay have been introduced. The government guidelines in this connection need to be revised to provide relief to the Ex-servicemen, re-employed by the Banks. As more than 4 years have elapsed after implementation of the recommendations of the VI Pay Commission, we request you to issue revised guidelines to include items like grade pay for protection while fixing the pay in Banks to those Ex-servicemen, who left their services after 01.01.2006 and joined the service of the Banks thereafter.

We request you to revise the guidelines at the earliest to provide relief to the Ex-servicemen, as indicated herein above and advise Indian Banks’ Association to implement the  revised guidelines as the earlier guidelines issued way back in 2000 are made applicable, despite improvements under the 6th Pay Commission.

hello...what is the status for ex servicemen who have retired from service before 2006 and joined the bank after 1-1-2006. They are covered under the dopt circular of april 2012.however nothing has been specified in this circular. kindly help
