AIBOC issued its circular No. 91 dated 11.10.2011 on common promotion policy proposed by Govt. of India to the post of Asst. General Managers in Public Sector Banks and Inter Bank Transfers. We are reproducing the same here for our readers.

COMMON PROMOTION POLICY PROPOSED BY GOVT. OF INDIA TO THE POST OF ASSISTANT GENERAL MANAGERS IN PUBLIC SECTOR BANKS AND INTER BANK TRANSFERS

The Ministry of Finance, Govt. of India is contemplating to evolve a Common Promotion Policy for the post of Assistant General Managers in Public Sector Banks and their transfer to other Banks.

The proposed policy is having inherent defects, causing avoidable difficulties to officers. We have addressed a letter to the Chairman, IBA highlighting the problems and negative impact on the above category of Officers.

Text of the letter addressed to IBA is annexed.

Further developments in this regard will be informed.

COMMON PROMOTION POLICY PROPOSED BY GOVT. OF INDIA TO THE POST OF ASST.GENERAL MANAGERS IN PUBLIC SECTOR BANKS AND INTER BANK TRANSFERS

We have come across a press report on the initiative of the Government of India with regard to introduction of Common Promotion Policy for the post of Asst. General Managers in Public Sector Banks and their transfer to other banks; on the line, as is being done in the case of the General Managers in the Public Sector undertakings.

We would like to bring to your kind notice that, when there were similar debate by Dr. Khandelwal Committee in the matter of HR initiatives; the representatives of the All India Bank Officers’ Confederation have made presentation, opposing any such centralised policy being introduced in the Public Sector Banks, considering the time tested policy that is being followed by the individual banks based on their own requirements and business development. It is also a well known fact that, the issue of promotion policy as well as the transfer policy referring to the mobility of the officers is being discussed and notes are exchanged between the Officers’ organizations and the respective Bank Managements at periodical intervals, taking into consideration the hopes and aspirations of the officers who are working hard to make out their career in the individual banks. This is one of the strong reasons for the success of each and every Public Sector Bank since the individual officers were able to develop a brand loyalty and also ensured that, they are able to give their best to the institution, since they would find their career progression as well in their respective banks. The issue being bilateral one; any arbitrary decision to infringe upon the negotiating rights of the Officers’ fraternity be avoided.

The Banking Department should continue to encourage the individual Bankers to develop their own promotion policy and internal transfer policy. This will help to provide confidence to the officers working in their respective Banks, rather dazzling the sword of mobility on the neck of the officers, who would rather jump from one institution to another, if such a threat is hurled at them; ultimately resulting in no benefit to any of the institution.

We are also surprised that, these proposals are released to the press without involving, and discussing with the Confederation, and finding its views before coming to a final decision in the matter. 

We therefore, request you to kindly convene a Meeting between the representatives of the Confederation and the IBA, to make our presentation in the matter.

Please treat the matter as urgent.
