“POSTINGS IN SCALE-I TO II PROMOTION PROCESS
We are reproducing hereunder communication sent to the Management of our Bank, for your information:
“From the large scale tele calls being received from different parts of the country and the information sent by our Units, we are shocked to note that the Management has done serious and unacceptable violations of the Policies of Posting of the Promotees of Scale-I to II officers.
Path of Chain transfers have been adopted in Bhopal Zone, and the retainables have been thrown out of the Zone and the Officers are being treated like dirt. 38 Officers from Agra and Lucknow are posted to Bhopal Zone to complete Rural whereas 25 Officers of Bhopal Zone have been shunted out to Kolkata and Nagpur Zones to complete Rural stint.
Lady Officers on Promotions are to be retained within the Zone on preferential basis. But, from Bhopal, Hyderabad & Patna, they are shunted out to Kolkata, Chennai and Guwahati Zones respectively.
In some of the Zones like Lucknow, the officers higher in age have been transferred out.
The officers whose orders have been released in the promotional postings have not been given clear notice of 3 weeks time from the date of receipt of placement order as per policy.
The Officers working in Guwahati Zone since last more than 2 years have not been considered as per their choice even on Promotions, whereas in all other Banks the Officers working in NE States are being motivated by extending the Govt. of India scheme even on Promotions. When as per the scheme, the management is under obligation to provide the postings to the Officers who have completed the requisite period of stay in NE states at the place of their choice, we thought our management would consider their request on promotional placement. In short our management failed to recognize their sufferings in the most difficult situations in that area. To put illogical and unjustified restrictions is nothing but an attempt to create serious harassment to these officers.
The promotion itself is subject to the completion of the R/SU stint and if the Officer refuses to undertake such postings or shows his unwillingness to complete the requisite R/SU stint, promotion itself is treated as nullified. But, contrary to this stipulation some of the promotee officers of the last batch are on deputation other than Rural branches. You will appreciate that not granting equal treatment to the hundreds of other officers is bound to adversely affect not only the performance of the Bank but also the morale, enthusiasm and career opportunities of the officers.
Some of the Officers in Muzaffarpur Zone, who have already completed their Rural stint, have been shunted out and placed on promotion to Mumbai and Ahmedabad. It clearly shows that such officers are being punished by placing them out of the zone, for having completed their Rural stint.
We therefore request you to please review the posting orders issued to Promotee Officers of Scale-I to II, to remove injustice done to such large number to render justice to the Policies and to the Officers of the bank”

10TH BIPARTITE NEGOTIATIONS ON THE ANVIL
Friends, you are aware that the 9th Bipartite Settlement is to expire on 31st Oct 2012.The entire workforce in the Banking industry is therefore eligible for a fair salary revision from 1.11.2012.
Each and every officer in the country takes pride in his contribution by undertaking the responsibility of ameliorating the living conditions of millions and millions of the population in the country. Such contribution should reflect in the forthcoming compensation which should be a comprehensive and comparable with the peers in the economy of the country and above one should have a pride of his /her profession through the compensation package.
The Draft charter prepared by our Confederation (A I B O C) contains the hopes and aspirations of our rank and file across the country. The Working committee of AIBOC, which met at Mumbai on 14TH Aug 2012,( wherein your General Secretary and President in their capacity as Vice-President and Dy. General Secretary of AIBOC participated) deliberated the draft charter and gave further suggestions to improve the monetary areas, Welfare facilities, issues concerning Lady officers and superannuation benefits as well as non-monitory issues.
As per the tradition, AIBOC WHICH IS HAVING ABOUT 90 % OF MAJORITY OFFICERS IN THE INDUSTRY, will hold a meeting with the other Officers’ Organizations to find out their view point. In case there are any difficulties in having a common charter, the CONFEDERATION ( A I B O C ) will proceed alone and submit the charter to IBA shortly.
