“SELECTION PROCESS FOR PROMOTION FROM SC- II TO SC-III
MAIN STREAM OF 2012-13 & DEBARMENT

We reproduce hereunder the communication with our Management on the above matter, for the information of all officers, which is self explanatory.

“We are pleased to note that our management have started the selection process for promotion for all scales and are being undertaken on a super fast speed. No doubt it is desirable that the processes are to be carried out as early as possible but without violating the policies. We are also happy to note that our management has announced the exact vacancies in all scales which is a pre-requisite for any selection process. On going through the communication dated 26th May 2012 and other developments, we observe the following:

Ø  The total number of applications reportedly received for the selection process for promotion from Sc- II to Sc- III is around 540 only against the declared vacancies of 915.
Ø  It shows that the Dept has not correctly estimated the availability of eligible officers of Sc II aspiring for promotions to Sc III. As a result of this the vacancies are bound to remain unfilled, because of the less number of applicants. In turn the branches/offices will remain without proper grade/officers which is bound to adversely affect the business growth of the Bank.
Ø  If the management proceeds with the selection process with the less number of applicants for Sc III promotions, it will be a clear violation of PPO. Hence there is a compulsion to reduce the eligibility period.
Ø  In all scales, relaxations in eligibility were given except Sc-II to Sc- III process. If management considers the relaxation of eligibility, the Sc II batch of June 2009 would be eligible for this process.
Ø  Last year our Management amended the PPO with certain provisions and provided opportunity to large section of officers, in respect of debarment which was treated as cancelled as a one time measure (for the reasons like failed to participate in the interview, refusal of promotion when offered etc.). If the management considers the same amendment for this year also, more number of officers would be eligible to participate in the process. Subsequent to their refusal in the last process, our management came forward vide circular of Jan 2012, advised them to forward their choice. Almost all such officers, those who refused to accept the placement of long distance, have again forwarded their choice in the month of Jan 2012.But our Management kept such proposals in cold storage and not acted upon their choice. In view of the above, the applications of such officers should not be treated under debarment clause for this year process.

If what has been stated above is not done, then it will become apparent that the management wants to go ahead unilaterally, violating the PPO.

We are confident that your good self will personally look into this matter and request you to advise the Department to take immediate steps in the above mentioned areas, so as to provide opportunity to large number of officers who are feeling frustrated and demoralized. The immediate steps if undertaken, would result in confidence building and motivation for the officers who are willing to shoulder higher responsibility through the process.”
