IBA REQUESTED TO SEEK MANDATE FROM BANKS - PREPARATIONS FOR SUBMISSION OF CHARTER OF DEMANDS ARE ON
Our members have already been advised that the Sub-committee on Charter of Demands met on 13th June, 2012 and had discussed the initial preliminaries as to how to go about the preparation of Charter of Demands, and also to ensure an early resumption of negotiations and conclusion of the 10th bipartite settlement at an early date.
We have been receiving a number of enquiries as to the status of our preparation with regard to submission of the Charter of Demands. The Confederation has already taken necessary initiatives to ensure that the Charter is prepared well in time. The Committee insists for an early commencement of negotiations and regular sittings in order to speed up the entire process of negotiation. We are also happy to inform all our members that there is similar anxiety on the part of the other Officers’ organizations and they are in regular touch with the Confederation for finalization and submission of the Charter of Demands.
The issue also came up for discussion in the last Executive Committee meeting held at Bangalore on 31st May 2012 and the members of the Committee were of the unanimous view that the Confederation should pitch for a good salary settlement, considering the current environment in the financial sector. The Executive Committee also authorized the Sub-Committee to take all necessary steps to initiate the dialogue on the 10th Bipartite as early as possible.
We have to-day sent communication to the Chairman, Indian Banks’ Association, advising them about the change in the incumbency of the General Secretary of the Confederation and also sought their co-operation in ensuring an early settlement of salary revision due with effect from 01.11.2012. A copy of our communication is enclosed.
All our members are requested to await for further developments in the matter.

We have great pleasure in advising you that the Executive Committee of All India Bank Officers’ Confederation which met at Bangalore on 30th and 31st May 2012, on the eve of the superannuation of Com.G.D.Nadaf, the former General Secretary of the Confederation has unanimously co-opted Com.Rishabadas, who is the General Secretary of All India State Bank Officers’ Federation, as the General Secretary of All India Bank Officers’ Confederation for the remaining Triennial Period 2011 – 2014, in terms of the by-law No.6.3(a) of the constitution of AIBOC.
We seek your co-operation in successful completion of the assignment entrusted to the undersigned. In the meanwhile, we wish to remind you that the present bipartite, that is the 9th Bipartite settlement is due to expire on 31.10.2012 and the 10th Bipartite will be due for negotiation and is effective from 1.11.2012. We are taking necessary steps to prepare our Charter of Demands and shall submit the same to the Indian Banks’ Association, for consideration, in a couple of days. We therefore request you to kindly commence the process of obtaining the mandate from the Managements of all the member banks for the purpose of negotiations on their behalf and to speed up the process of negotiations on the 10th Bipartite settlement.
We also request you to kindly furnish the data in respect of the Officers and Workmen as on 31st March, 2012; scale wise, basic wise along with the details in regard to the establishment expenditure that are reckoned for the purpose of negotiations, for our use, at an early date.
Please treat the matter as urgent.

We are running out of time ... hope this time we have early settlement as compared to the 9th bipartite which took its own sweet time
