15TH TRIENNIAL GENERAL COUNCIL
OF UNITED BANK OFFICERS’ ASSOCIATION - A GRAND SUCCESS

Inaugural Session of the 15th Triennial General Council meeting of the United Bank Officers’ Association was held on 14th January, 2011 at Kolkata University Hall, at 5:30 p.m in a grand manner.  The hall was bubbling with enthusiastic delegates, observers and members of the UBOA. 

The inaugural session commenced with prayer and welcome speech by Shri. Mahapatra, Chairman Reception Committee. Com.Suprita Sarkar, General Secretary of the UBOA in his introducing speech traced the history of the UBOA, and saga of struggles and achievements of parity in service conditions in the Bank.  It is UBOA, who challenged the draconian service rule to retrench Officers with 3 months notice, or salary in lieu of notice in the Hon’ble Supreme Court and succeeded in deletions of the rule.

Shri.Ashim Kumar Dasgupta, Hon’ble Finance Minister Govt. of West Bengal, inaugurated the Conference.  In his inaugural address, showered praise on the Confederation for compelling the then Govt. to keep in abeyance the proposed bill on privatisation of Public Sector Banks. He complimented Bank Unions/Associations, in avoiding financial crisis in India.  He dealt in detail on evil effects of the new economic policy of the Government of India, which is shedding its responsibility in Socio economic fabric of the country.  He also shared the success story of the Govt. of West Bengal in financial inclusion.  He suggested that, all workers in the country and the like minded people should join together in opposing financial reforms and retaining the Socio-economic policy of the Govt. of India. He concluded his speech in repeating his statement that “I salute officers of the Banks in stopping privatisation of Public Sector Banks”.

Shri.Bhaskar Sen Chairman and Managing Director and Shri.S.N.Bansel, Executive Director of the United Bank of India were Guests of Honour. In their address shared the concern of the Bank in achieving the target of covering 1846 villages by the Bank under financial inclusion. They dealt on challenges before the banking industry in general and UBI in particular on adequate capital, expansion, restructuring, NPAs, HR issues etc. The Bank has ambitious plan of recruitment of adequate staff to take care of accelerated retirements in the next three years, bringing transparency in promotion and improving welfare measures to the staff.

Com.S.R.Sengupta, former General Secretary of the Confederation called upon the members to respect the democratic policy and reach out to the society through social welfare activities. He was presented with a cheque by the UBOA towards the social activities of the FUTURE.

Com.G.D.Nadaf, General Secretary of AIBOC, in his keynote address dealt on the challenges before the trade unions in the Banking Industry, He, while sharing the achievements of the Confederation of recent salary revision and 2nd Option on Pension said that “it is not enough for the Confederation in achieving monetary benefits to its members, in the changed scenario the Confederation has to concentrate more on retaining its trade union character, to face the challenges from multiple agencies to de-unionise the officers in the Banking Industry”. He narrated the adverse effects of the policy of the Government of India and threat of implementation of reports of the Dr.Khandelwal and Dr.Raghuram Rajan Committees in the Banking Industry.  The 10th bipartite negotiations with the IBA may pose new demands from the Management on the Unions. We should be well equipped to face those challenges. Therefore, the need of the hour is unity at any cost, said Com.Nadaf amidst thunderous applause.

Com.Deepak Mukherjee, Deputy General Secretary of UBOA proposed vote of thanks.  It was a well organised and largely attended conference.  The business session continued on 15th & 16th January, 2011. We congratulate Com.Pijush Kanti Ghosh and Com. Suprita Sarkar for their election respectively as President and General Secretary of UBOA for the current triennial period. We compliment the leadership of UBOA for success of the triennial conference.
