BANKS CAN OPEN ADMINISTRATIVE OFFICES IN RURAL, SEMI-URBAN AREAS


In a bid to encourage banks to expand their branch network in the hinterland, the RBI said it will grant general permission to domestic scheduled commercial banks (other than regional rural banks) to open administrative offices and central processing centres (CPC)/service branches in Tier-3 to Tier-6 centres. The RBI will also give permission to banks to open administrative offices and CPCs/service branches in rural, semi urban and urban centres in the North Eastern States and Sikkim, subject to reporting. These offices and CPCs/service branches will support the functioning of branches in the rural and North-Eastern parts of the country.

According to the 2001 census, those centres with a population of up to 49,999 are classified as Tier-3 to Tier-6 centres. CPCs/ service branches would exclusively attend to back office functions and they should not have direct interface with customers, the RBI said in a notification. In December 2009, the RBI had granted general permission to domestic scheduled commercial banks (other than RRBs) to open branches in Tier-3 to Tier-6 centres and in rural, semi urban and urban centres in the North Eastern States and Sikkim, subject to reporting. In its latest notification, the RBI said that banks have to ensure that the centres where the branches are opened under general permission are not the outgrowth (locality developed around bigger centre) of a bigger centre.
