TO ALL AFFILIATES/MEMBERS:

ACTIVATING OF STATE UNITS TO BE IN READINESS FOR CELEBRATION OF SILVER JUBILEE

The meeting of the General Secretaries and the Secretaries of the State Units which was held at Bangalore on 19th March, 2010 in connection with the preparations for conduct of the Silver Jubilee Celebrations, had an occasion to review the organizational structure and the infrastructure that are available with the Confederation for effective implementation of the various activities that have been decided by the Committee for Silver Jubilee Celebrations, had noted with satisfaction that there is an all round jubilation for grand conduct of the celebrations by our members across the country.  However, there are certain pockets in the country where the State Units have not been revamped due to the retirement/transfer of the leadership of the State Units due to non conduct of the General Councils.

The constitution of the Confederation prescribes a clear direction and a detailed guideline as regards the functioning of the State Units including the periodical election of the Office-Bearers.  On several occasions, the Central Office has been issuing instructions as per the directives of the Executive Committee, for holding periodical meetings of the State Council and to elect the new Office-bearers in case of the vacancies caused due to the retirement or transfer of the leaders of the State Unit so that the activities of the State Units are conducted without any difficulties.

The Committee noted with concern that despite these guidelines, there are several State Units which are defunct due to the absence of the top leadership at the State level.  In some States, where the leaders have retired long back, the State Units are yet to be reconstituted.  There are instances, that this uncertainty continues even where our senior leaders are present in the headquarters.  While deliberating on the conduct of the Silver Jubilee of the Confederation, the members were of the unanimous view that the implementation of the activities decided by them cannot be effective unless the State Units are fully constituted and made active.  Hence, the Committee has decided that the State Units and the leaders of the various affiliates should take necessary steps to complete the formation of the State Unit and constitute the same in full strength wherever the State Units have remained defunct and the General Council meetings are held by the first week of April 2010 so that the programmes allocated to the State Units can be conducted in an effective manner.

All our affiliates/state units are requested to take note of these developments and intimate the action taken to the headquarters at the earliest.  The State Units requiring any guidance or further details may keep in touch with the undersigned so that the task given to them is completed in time.
