Banks can use unique identification numbers (UINs) for opening bank accounts in rural India. Banks were directed to put in place “know your customer (KYC)” guidelines, which involve a vetting of customer details before lenders can open accounts for them, in the wake of the US terror attack in 2001. The KYC guidelines require prospective customers to provide, among other things, proof of identity, residence, PAN card, voting card or ration card.
The government set up Unique Identification Authority of India (UIAI) last year with the mandate to issue UIDs to all the citizens in the country. The decision to facilitate account opening with UIDs in rural India is in line with RBI’s drive to ensure banking services at affordable costs to the weaker sections of society or the unbanked segment which does not have any access to the formal banking system.
