“CATEGORIZATION OF BRANCHES- APPROACH OF UNILATERALISM
We append the text of communication sent to the management on the captioned subject. The contents of the communication are self explicit.
QUOTE
“After our joint discussion with your good self in the month of April2012, we had felt assured that the Management would maintain sanctity of bilateralism and no steps would be taken to revise the business criteria norms for categorization of Branches.
We understand that keeping aside the aforesaid comments which was minuitised in the joint discussion note dated 9th July 2012, the Management have gone ahead in issuing a circular announcing the categorization of branches. In this respect, we would like to state that:
1. Attempts are being made to adopt unilateral methods to give a feeling as if the Management is trying to present a fait-accompli to the Federation, the Majority Officers Organization in our Bank.
2. Last year, the categorization of Branches was done vide circular No. 387 dated 19.09.2011 of MPP&T of Central Office, where the category of Small branch was removed and accordingly there were 3142 medium branches and 375 large branches based on the business criteria of up to Rs.30 Cr MB and above Rs.30 Cr to Rs.100 Cr including Rs.15 Cr credit as LB.
3. Now, one more exercise of branch categorization was carried out that too by the P&D Dept.?????? vide their circular No.521 dated 27.08.2012, with re-introduction of small branches and the stipulated norms are as under,
Small Branch - Below Rs.7 Cr Business
Medium Branch - Rs.7 Cr to Rs.30 Cr Business
Accordingly 675 SB and 1768 MB were categorized based on the revised business norms as stated above.
4. In the re-categorization circular dated 27.08.2012, a mention was made that Rural Branches did not have sufficient business growth scope and viability, which is very much against the social objectives as well as inclusive growth.
5. Frequent changes at short intervals do not augur well for any growing institution.
6. By carrying out the re-categorization exercise and reintroducing 675 small branches, Management is causing serious apprehensions in the minds of the Scale-I Officers about their promotions.
7. Your good self would appreciate that such actions on the part of the management affect the confidence levels and may unnecessarily result in conflicting Situation.
8. We are flooded with Officers’ protests from all over the country against such yearly exercise of categorization of branches and we convey our strong protest over the frequent exercise which will surely curtail the career advancement of Officers.
9. We would like to convey that our Federation would not be able to sit as silent spectator if the Management chooses the path of Unilateralism in respect of the matters and policies concerning the Officers.”
