“IMPROVEMENT IN CONVEYENCE SCHEME

We are reproducing hereunder communication sent to the Management of our Bank for the information of all officers:

“The issues of conveyance reimbursement on monitory basis and the relaxation in norms for additional reimbursement of petrol in the name of incentive scheme for branch manager, raised by our federation in the last joint discussion held on 26 and 27th April 2012 are still pending and we are unable to understand the stoic silence of our administration in the revision of these issues.

CONVEYENCE REIMBURSEMENT SCHEME:-  As you are aware the aggressive competitions as well as business profile have made the Officers to be more active in the market rather than being tied up at branch premises.  The officers are today required to discharge multifarious responsibilities with greater mobility in the market which calls for additional burden on account of conveyance.  The outings are not preplanned as the market is environment driven and hence there is a greater need to review the existing conveyance reimbursement scheme.

In this connection, we request you to take pragmatic view in assessing the requirement of conveyance by comparing the scheme operating in other peer banks. Apart from conveyance reimbursement, the cost of annual comprehensive insurance of the vehicle as well as maintenance and repair charges of the vehicle of the officers are also being reimbursed in other banks. Under the circumstances, we request you to kindly review the scheme for reimbursement of conveyance expenses and other additional expenses as stated above incurred by the eligible officers in discharging the official duties.

CONVEYENCE SCHEME ON MONITORY BASIS: The Scheme on monitory basis which was introduced long back have not been reviewed whereas in almost all banks this issue was reviewed with substantial increase.

ADDITIONAL PETROL REIMBURSEMENT FOR BRANCH MANAGERS: To encourage the officers to accept the responsibilities as branch heads, allowing additional petrol reimbursement was introduced in the year 2009. Para 4 of circular no.548 dated 25.09.2009 issued by GAD Department reveals that the additional reimbursement of cost of petrol to the branch manager would be considered as an incentive to accept the responsibility as branch manager and another contradictory clause was also included in that circular that the scheme would be extended /reviewed based on the performance.

Most of the field functionaries are not entertaining the claim of branch managers for additional petrol reimbursement as it is being   linked with performance and thus demotivating the branch managers, which is one of the main reasons for the officers showing their displeasure in taking up the responsibilities as branch head.

In view of the above, we request you:-

1.    To kindly review the scheme for reimbursement of existing scheme of conveyance with upward revision.
2.    To review the conveyance scheme on monitory basis with substantial increase.
3.    Kindly issue a revised guideline to all the field functionaries that the incentive of additional petrol reimbursement will be extended to the officers  only for taking up the responsibilities of branch manager by delinking the performance clause.

We are confident that our administration will extend its motivational steps for resolving these important issues”

                      REIMBURSEMENT OF COST OF BRIEF CASE

The management had agreed in our last joint discussion held on 26th & 27th April 2012 for the enhancement of the ceiling for reimbursement of the cost of the Brief case purchased by the eligible officers. We are happy to inform you that after constant follow up the increase in ceiling have been suitably revised upwards as detailed below, with effect from 1st Oct 2012.

--Officers in S.I  -  Rs 1200/-
--Officers in S.II - Rs 1400/-
--Officers in S.III- Rs 1600/-
--Officers in S.IV –Rs 2000/-

A circular of the Bank to this effect has been issued."

“CATEGORIZATION OF BRANCHES- APPROACH OF UNILATERALISM

We append the text of communication sent to the management on the captioned subject. The contents of the communication are self explicit.

QUOTE
 “After our joint discussion with your good self in the month of April2012, we had felt assured that the Management would maintain sanctity of bilateralism and no steps would be taken to revise the business criteria norms for categorization of Branches.

We understand that keeping aside the aforesaid comments which was minuitised in the joint discussion note dated 9th July 2012, the Management have gone ahead in issuing a circular announcing the categorization of branches.  In this respect, we would like to state that:

1.    Attempts are being made to adopt unilateral methods to give a feeling as if the Management is trying to present a fait-accompli to the Federation, the Majority Officers Organization in our Bank.

2.    Last year, the categorization of Branches was done vide circular No. 387 dated 19.09.2011 of MPP&T of Central Office, where the category of Small branch was removed and accordingly there were 3142 medium branches and 375 large branches based on the business criteria of up to Rs.30 Cr MB and above Rs.30 Cr to Rs.100 Cr including Rs.15 Cr credit as LB.

3.    Now, one more exercise of branch categorization was carried out that too by the P&D Dept.?????? vide their circular No.521 dated 27.08.2012, with re-introduction of small branches and the stipulated norms are as under,

Small Branch                                   - Below Rs.7 Cr Business
Medium Branch                   - Rs.7 Cr to Rs.30 Cr Business

Accordingly 675 SB and 1768 MB were categorized based on the revised business norms as stated above.

4.    In the re-categorization circular dated 27.08.2012, a mention was made  that Rural Branches did not have sufficient business growth scope and viability, which is very much against the social objectives as well as inclusive growth.

5.    Frequent changes at short intervals do not augur well for any growing institution.

6.    By carrying out the re-categorization exercise and reintroducing 675 small branches, Management is causing serious apprehensions in the minds of the Scale-I Officers about their promotions.

7.    Your good self would appreciate that such actions on the part of the management affect the confidence levels and may unnecessarily result in conflicting Situation.

8.    We are flooded with Officers’ protests from all over the country against such yearly exercise of categorization of branches and we convey our strong protest over the frequent exercise which will surely curtail the career advancement of Officers.

9.    We would like to convey that our Federation would not be able to sit as silent spectator if the Management chooses the path of Unilateralism in respect of the matters and policies concerning the Officers.”

CENTRAL BANK OF INDIA BAGGED ‘INDIRA GANDHI RAJBHASHA SHIELD’


Central Bank of India has been awarded prestigious “Indira Gandhi Rajbhasha Shield” for the Implementation of Official Language Policy of Government of India in a function, held on the occasion of ‘Hindi Day’ on 14th September, 2012 at Vligyan Bhawan, New Delhi. H.E. President of India Shri Pranab Mukharjee presented the Shield to Shri Mohan V.Tanksale, Chairman & Managing Director, Central Bank of India.


CENTRAL BANK OF INDIA AWARDED ‘CERTIFICATE OF EXCELLENCE’


Central Bank of India has been awarded ‘Certificate of Excellence’ for the proactive Role in establishing Rural Self Employment Training InstituteS (RSETI) across the country during the year 2011-12. The award has been handed over by Hon’ble Union Minister, Rural Development Shri Jairam Ramesh at the function held at Vigyan Bhawan, New Delhi.

Central Bank of India has established 46 RSETIs across the country. The objective of establishing RSETIs is to promote Self employment as also up gradation of skills of Rural Youth for gainful employment.

CENTRAL BANK OF INDIA APPOINTS CHIEF CUSTOMER SERVICE OFFICER


Central bank of India is the first Nationalised Bank to appoint a Chief Customer Service Officer.  Mr. U. Sangekar ( Ex GM HRD, Bank of Baroda) has been appointed as the Chief Customer Service Officer of the Bank – another giant step to tone up customer services in the Bank.  His prime function is redressal of dispute between Bank & its Customer before it is referred to Banking Ombudsman. By his appointment redressal of grievances will become faster and focused as the aggrieved customer can approach his office directly who will act as an Internal Ombudsman.
