UNCERTAINTY IN PROMOTIONAL PLACEMENTS OF SCALE II AND III OFFICERS

Recently the bank had conducted a Promotion Process of Scale I to II and II to III. The process was necessitated because of the huge number of Scale II and III vacancies in the branches and offices. Many of the branches were not having the Branch Managers and others Accountant (Second Man). Even Scale IV and above branches have been functioning without the required compliment of Scale III and II officers.

It was expected that with the release of promotional postings, there would be some relief to the branches and offices. But the last minute decision to postpone the postings has added to the miseries of the branches. Also the officers in Scale II and III who had completed their tenure and were eligible for transfer to a Zone of their choice have also been forced to wait for indefinite period. No doubt the management circular in this regard states that it has been deferred upto December 2010. Only time will tell when the actual postings of these promotees and also the request transfers will be effected.

We have sent a detailed communication in this regard to the management requesting for immediate release of the promotional postings.  The same is reproduced hereunder:

POSTPONEMENT OF PROMOTIONAL POSTINGS

We have come across a communication dated 6th August 2010 issued by HRD postponing the promotional placements of Scale II and III officers to December 2010. This has come as a shock and surprise to many of the promotees and also to those officers who were waiting for their request transfers after completion of the required period in Scale II and III. There has been a sharp reaction from the grass-root level officers on this score as no ostensible reason has been given for postponement of promotional posting and consequent request transfers. In this regard, we would also like to bring to your kind attention the following:

1.       The management has already completed the posting of promotees in all scales upto Scale IV. In fact only a fortnight back, the promotees Scale IV officers have been posted.

2.       A number of Scale III branches have now become vacant because of the promotion of the Scale III officers to Scale IV and their posting. In the normal course the Scale III promotees would have been posted to head these branches. With the present postponement, a number of Scale III branches would remain vacant and this will come in the way of business development.

3.       Because of the non-posting of Branch Managers the burden will also come on officers in the lowest categories.

4.       The promotion process was conducted based on the existing vacancies in Scale II and III. The management is also aware that already a number of Scale II and III branches have been without the Branch Managers and the ones in Scale IV and above do not have the required compliment of Scale II and III officers to run the branch effectively. The present postponement has only added to the woes of the branches.

5.       A number of Scale II and III officers who had already completed the requisite period, had been waiting for their request transfers. There was no indication whatsoever about the postponement. As such, many of these officers were fondly hoping for getting back to their home Zones. Many of these officers have retained their family in their home Zones and been away from home front for a long time. Unfortunately the present move of the management has added to their difficulties.

6.       The management is also aware that the response to the Scale II & III promotion  processes were not commensurate with the vacancies. Despite this process, there would have been a number of branches which would not have either a Branch Manager or an Accountant. Keeping this problem in view, our Federation had held discussions with the management and it had been decided to reduce the eligibility period for promotion process of Scale I to II and II to III to make more officers eligible for appearing in the process. In fact during these discussions, there was an indication that immediately after the postings of the present Scale II and III promotees, another process of Scale I to II and II to III would be held to fill up the huge number of vacancies that are existing. The present postponement of posting of promotees will surely come in the way of holding another promotion process of scale I to II and II to III.

7.       Some of the Specialist Category officers who were converted to General Category, were posted outside the Zone on conversion, though in terms of the policy there was no such necessity. Some of these officers have also been found successful in the I to II process in Fast Track Channel. They had been posted to another Zone only in December 2009 and they were expected to be posted on promotion any time now. Since they were to be posted outside the Zone on promotion, these officers have not shifted their family to the present place. With the present postponement of the posting of promotees, uncertainties are looming large about the shifting of families as this would involve serious educational problems of their children and consequent financial burden.

8.       About 150 Scale III officers had been transferred in May 2007 from Zone to Zone in violation of the even unilaterally amended transfer norms in the name of performance. On our taking up the issue, a few of the officers have been transferred back to the home Zone. A few have already retired, voluntarily retired and promoted to Scale IV also. However still there are a sizeable number of officers in Scale III, who have completed more than 3 years now, after being unceremoniously transferred to another Zone. They were hoping to go to their parent Zone after inflictment of such unwarranted punishment without any rhyme or reason. Even their hopes of going back to their home Zone have been belied.

You will observe from the above that the present move of the management to postpone the placement of promotees in Scale II and III is neither in the interest of the bank nor the officers. As such, we request the management to reconsider the issue in its totality and effect the promotional placement immediately.”

We shall follow up the matter with the management and inform you the developments in due course.
