AIBOC issued its circular No. 146 dated 27.10.2010 on disturbing industrial relations in Dhanalakshmi Bank Ltd.

DISTURBING INDUSTRIAL RELATIONS IN DHANALAKSHMI BANK LTD.,


One of the issues that came up for discussion in the Special Executive Committee meeting of the Confederation held on 23rd October, 2010 at Delhi, was disturbing industrial relations climate in Dhanalakshmi Bank. The leadership of our affiliate, DBOO and Secretary of State Unit of Kerala, shared the concern on the situation prevailing in Dhanalakshmi Bank. After threadbare discussions, the Executive Committee has passed a resolution, seeking intervention of the Chairman of the Bank in resolving the grievances of the officers in an amicable manner. Accordingly, we have sent a copy of the resolution to the Chairman today.

A copy of the communication addressed to the Chairman is enclosed for your information.

Dear Sir.

INDUSTRIAL RELATIONS CRISIS IN DHANALAKSHMI BANK LTD.,

This is in continuation of our letter No.1033/340/10 dated 20.10.2010, wherein we have brought to your kind notice some of the disturbing developments taking place in your bank are vitiating the hitherto cordial IR atmosphere. Some of the steps initiated by you have led to widespread disenchantment and deep-rooted frustration among the officers, especially those under IBA pattern Salary and Allowances. Hence, we had suggested you to initiate suitable steps to arrest escalation of frustration, which certainly will have adverse impact on the overall performance of the Bank.

We wish to inform you that, the matter came-up for discussion at Special Executive Committee Meeting of All India Bank Officers’ Confederation held  at Delhi on 23.10.2010 and the members of the Committee decried the negative attitude and high handedness of the Management; and have unanimously passed a resolution, urging upon the Management to restore the congenial working atmosphere  in the Bank, by restoring payment of increments, bonus, perquisites of IBA salaried officers. The Committee has also expressed its unhappiness over the Management’s apathetic approach to the repeated pleas made by AIBOC Kerala State Unit for holding a meeting with the Officers’ Organisation to sort out the issues. Through these insensitive postures, the Management is provoking the rank and file which may lead to unrest and agitation.

We have enclosed a copy of the resolution passed by the Special Executive Committee of AIBOC held at Delhi on 23.10.2010.

We once again request you to exhibit a sense of pragmatism and call the office – bearers of our Kerala State affiliate for discussions for resolving the simmering issues. 

We have the confidence that the Management of the Bank, in its quest for achieving excellent performance, will not ignore the legitimate demands of the IBA Salaried Officers, whose contribution for the healthy growth of the Bank is immense. Please remember there is no substitute for experience and your steps have affected the morale of the experienced officers.

RESOLUTION

The Special Executive Committee of All India Bank Officers’ Confederation, which met at Delhi today the 23rd October, 2010, has taken serious note of some of the very disturbing developments in Dhanalakshmi Bank Ltd., including deepening industrial relations crisis,  leading to very low morale of the Officers’ Community, especially the officers under IBA salary structure who have been subjected to discrimination in payment of bonus, grant  of increments, curtailment of perquisites, shifting of officers from operations side to marketing etc. The Management has also shown scant regard to the bipartite forum in the Bank, creating an impasse in resolution of the burning issues, lack of positive response to the letters written by the AIBOC, Kerala State Unit and turning down State Unit’s proposal for a meeting with the Management of the Bank, smacks of all decency and negation of the well-established structured forum at the Bank level.

Taking a serious note of these unsavory  developments the Executive Committee of All India Bank Officers’ Confederation, has resolved to urge upon the Management of Dhanalakshmi Bank Ltd. to resolve all the issues through negotiation with our affiliate Dhanalakshmi Bank Officers’ Organization  in a  spirit of give and take and stop discriminatory treatment to IBA Salary Officers and usher in an era of cordial Industrial Relations atmosphere in the Bank, which is in the best interests of the Bank.

If the Management fails to respond to the call of AIBOC, suitable steps to break the ice should be initiated, including agitational programmes.
