AIBOC issued its circular No. 148 dated 29th October 2010 on 100th programme of national academy of trade union research and education (NATURE). We are reproducing the same here for our readers.

100TH PROGRAMME OF NATIONAL ACADEMY OF TRADE UNION   RESEARCH
AND EDUCATION (NATURE)

2 DAYS’ NATIONAL WORKSHOP ON DISCIPLINARY AND VIGILANCE PROCEDURE ON 12TH AND 13TH OF DECEMBER 2010, AT BANGALORE

It is a golden milestone in the history of Bank Officers’ movement.  The 100th Programme of NATURE, a wing of AISBOF will be recorded in golden letters in the history of Bank Officers’ movement and will be cherished by the members across the country.  The National Academy of Trade Union Research and Education, popularly known as NATURE took its birth on the 28th of April 1991, when the Executive Committee of the All India State Bank Officers’ Federation which met at Varanasi, accepted the report submitted by the Sub-Committee on Welfare Activities,  recommending the establishment of a Trade Union Center which should look after the Research and Education activities for the Trade Union workers.  The Executive Committee set up the Academy and entrusted the responsibility to the Board constituted for the purpose. 

The Center was initially functioning from the City of Hyderabad with the support and co-operation of the Hyderabad, Circle Association. The First Leadership Development Programme was held from 2nd to 4th October 1991, at Hyderabad.

The NATURE’s activities thereafter, shifted to Bangalore during the year 1992 under the direct administration of the Federation Office.  Since then we have travelled a long way and have so far conducted over 99 programmes and the 100th shall now be held on 12th and 13th of December 2010.

The NATURE has an excellent track-record and has attained its own standards and reputation, being the Center exclusively set up for the Trade Union Education and Research, and administered purely on the principle of supporting the trade union cause.  The Academy of this nature and standards run by a Trade Union is the first of its kind in the entire country.  The different category of areas covered and the education imparted through this Center have received acclaim and acknowledgement of appreciation from majority of the Trade Unions including the Central Trade Unions of the country.

It was during the year 1994 that, the NATURE had its dream come true when it was provided with infrastructure by the Federation as a part of its service to the Trade Union fraternity.  The “Gandhi Nilaya” which was built and dedicated to the service of NATURE on 27th October 1994, has inspired several trade unions to take up similar cause and look for the establishment of their own in different parts of the country.

Another glorious occasion was the production of a documentary on Disciplinary Procedure titled “MODEL ENQUIRY”, a memorable event for the entire trade union fraternity in the Banking Industry. The documentary became a popular visual presentation of the disciplinary proceedings to the trainees for the last several years. 

Yet another glorious movement in the history of NATURE is its inspiration to the leadership of the Federation in bringing out a quarterly magazine on “DOMESTIC ENQUIRY”, the first of its kind in the trade union movement in the country. The first issue rolled out during the month of September 1997.  The Federation is the first to come out with such a publication and what is most satisfying to all of us is that the publication is successfully running for the last 14 years, and is now poised to move forward for the 15th year during the year 2011.  Its periodicity and the contents have become so popular that, the publication is much sought after by our Defense Representatives, and other leaders in the Bank Officers’ movement.

The Federation has therefore, set up an Organising Committee to ensure the conducting of the 100th programme in a grand manner. The preliminary meeting of the Committee was held on 29th October 2010 and it was unanimously decided as under:-
a)       The 100th programme should be a unique one and should be yet another landmark in the history of NATURE.
b)       The programme should be for 2 days; involving eminent personalities from different walks of life and exclusively dedicated to the area of Disciplinary and Vigilance Procedure considering the contributions of Nature during the last over 20 years for imparting knowledge in this area.
c)       The participants should be the Presidents and General Secretaries of all the affiliates of the Federation and the Confederation along with the senior Defense Representatives from their organization. Thus, there shall be 3 participants from each affiliates of the Confederation as well as the Federation.  It has been decided not to collect any registration fee from the participants for the programme. The affiliates should meet all the expenditure in connection with their travel and stay arrangements.  The lunch will be provided by NATURE during the 2 days programme.
d)       The programme shall be preceded by a Press Conference on 11th of December 2010. It was also decided that the other organizational meetings such as the Presidents and General Secretaries meeting of affiliates of the Federation/Confederation may also be considered for holding on this occassion.
e)       A special issue of “Domestic Enquiry” should be released to commemorate the occassion.
f)         A special publication on the NATURE activities to be released on the occassion.
g)       The details of the 2 days programme will be circularized once it is finalized and confirmations received in regard to the participation by the eminent personalities.
h)       In the meanwhile, we must receive the full details of the participants, the travel plan etc.,
i)         The participants should reach latest by the evening of 11th December, 2010 and should be available upto 8.00 p.m. on the 13th December 2010 in order to participate in the programme fully.

It has also been decided that, the leadership of the concerned affiliates from the Confederation should ensure that all the arrangements are made to receive and provide the necessary assistance to their representatives. 

Comrades, we will be thus having yet another unique programme at the Head Quarters of the Federation/Confederation.  We are hopeful that the leadership of all our affiliates shall extend total co-operation and make this a grand and a memorable event in the annals of our movement.
