SUB-COMMITTEE ON REVIEW OF DISCIPLINARY PROCEEDINGS
             
The Executive Committee of All India Bank Officers’ Confederation which met on 30th and 31st July, 2010 at Mumbai had an occasion to deliberate on the various issues relating to the Disciplinary and Vigilance Proceedings in the Banks.  In the course of debate on the subject, the members brought out several issues into focus, in particular the attitude of the Managements in dealing with the Charge-sheets, imposition of punishments etc. in various banks.  The members were also concerned to note that the Managements of the banks have been pressurising the officers’ community for completion of the target through aggressive marketing without looking into the infrastructure that is necessary to service the new business booked by the banks.  The Banks are also encouraging the Managers and other officers of the banks to go for lending in a big way through the use of outsourcing agencies available while they have no accountability as far as the end use and repayment of the loans are concerned.

The Officers are also affected due to acute shortage of staff at branches in particular the interior parts of the country. The Government departments are insisting for the fulfillment of their targets under various schemes including priority lending. As a result, the quality of lending, follow-up is getting diluted resulting in a large number of charge sheets to the Officers’ community.

The members were also concerned to observe that the charge sheets irrespective of the gravity of the irregularities are resulting in major punishments.  Some of the banks have been resorting to a large number of suspensions without looking into the gravity of the allegations, which is yet another agonizing aspect as far as the officers are concerned.  The Managements of the banks have been insisting for aggressive competition with the new generation private sector banks while the disciplinary procedures are with the same old archaic and of conservative outlook, without providing adequate cushion to the risks and responsibilities that the officers are undertaking while going for mass lending with a view to ensure performance and profitability of the banks.

As far as the vigilance proceedings are concerned the members were very much constrained to bring to the notice of the Committee that the attitude of the Vigilance Departments and CVC has been highly hostile. The Banks are not able to deal independently and are heavily dependent on the guidance and advice of the CVC causing a serious heartburn and frustration to several charge sheeted officials in the banks. The CVC guidelines on fixation of accountability, treatment to anonymous complaint, time norms, classification of charges etc. are not followed at Bank level.

After detailed deliberations, it was decided that, the Confederation should take up the issue with the Indian Banks’ Association to ensure appropriate relief on each and every aspect of the disciplinary proceedings which is in practice at present keeping in tune with the changing times and environment in the Banking Industry.  The Committee has unanimously decided to set up a sub-committee to go into all these aspects and come out with a detailed report within two months, for further action on part of the Confederation.
