“We are reproducing hereunder communications sent to the Management of our Bank for the information of all officers.

PROMOTION PROCESS & REQUEST TRANSFERS OF ELIGIBLE OFFICERS

The Promotion Process to Scale II,III & IV was initiated by our Bank on 15/02/2013 and even after 5 months’ time, we are not in a position to complete the process.  Nearly one fourth of the officers’ strength of the Bank are involved in this process and naturally they would have concentrated their precious time in these intervening period in dreaming to their career advancement only.

Even though our Bank has introduced on line examination for the process, the reason for delay in the announcement of result was reportedly due to various reasons.  We request your good selves that at least in future, time bound plan of action should be evolved for completion of promotion process so as to avoid the resentment in the officers and also the precious time of the officers would be allowed to concentrate in the development of the Business.

In all probability, the date of reporting of all the promotees would be in the 1st week of August 2013.  If such is the case, 31st July 2013 should be fixed as the cut-off date for considering the request transfers.

The Promoted Officers of Scale II & III of 2010 batch would be completing their tenure in October 2013 and they are eligible to apply for their transfer during July 2013.  Hence we request your good selves to consider the request transfers of 2010 batch of Scale II and Scale III as they have already applied, by extending the cutoff date as 31st July 2013.

CAREER PATH CUM PROMOTION POLICY

We are surprised to note the recent amendments in the PPO in respect of the Performance Appraisal ratings for immediate 5 years (instead of 3 years) would be taken and average of the same to be considered for Promotion in respect of all scales for all channels of Promotion for both Mainstream & Specialist categories.

Amending the PPO without discussing the Majority Officers’ Organisation shows that the management is not only adopting the path of unilateralism but also trying to rush through the things and create a situation of fait accompli for the organisation.

For promotion to Scale II, III & IV, the service eligibility in the existing scale is relaxed to 2 to 3 years but the amended PPO directed that the rating of Performance Appraisal should be taken for 5 years.  How the management is expecting the officers to submit Performance Appraisal for the previous scales? We demand for the improvement in the PPO and the removal of the above anomaly.

We will keep you posted of the developments in due course.

MEETING OF EXECUTIVE COMMITTEE OF THE FEDERATION

The Executive committee of the Federation met on 28th & 29th June 2013 at Mumbai. In this meeting besides regular agenda, the situation prevalent in the Bank & the Banking Industry, the issues concerning the officers, the organisation & the Bank were analysed and deliberated at length. The house unanimously expressed its concern over the pending issues like revision in transfer policy, the long pending demand of upward revision in the ceiling of petrol reimbursement on conveyance scheme and other issues concerning the officers. The following office bearers of the affiliate state units were co-opted as office bearers of the Federation.

  2. Sri. Atul Kr Srivastava, GS of Lucknow unit co-opted as Deputy Gen Secretary
  3. Sri. V.K. Gosai, President of Gujarat unit co-opted as Joint Secretary
  4. Sri. S. Parameswaran Iyer, GS of Kerala unit co-opted as Joint Secretary
  5. Sri. Anil Kr Saxena, GS of Agra unit co-opted as Joint Secretary
  6. Sri. Sudir Jha, EC of our Fedn. co-opted as Organising Secretary
  7. Sri. Mukesh Kr Sinha, EC of our Fedn co-opted as Asst Secretary
