“MEETING WITH OUR CHAIRMAN AND MANAGING DIRECTOR

Our Federation leaders met our CMD on 19th Jan 2013.  In this meeting both of our EDs Sri Malay Mukherjee & Sri R K Goyal and GM (HR) also participated.

Eventhough this was not a formal meeting to raise various issues and problems, we mainly concentrated on the aspects like conveyance facility on petrol reimbursement scheme, conveyance on monetary basis and rent free accommodation which are necessarily to be dealt with on priority basis for creating an atmosphere to develop the desired confidence and peace of mind for the officers, so that they can put in their best for the growth of the Bank.  The officer community spends a majority of their lifetime working for our Bank and our administration have the moral responsibility to consider their welfare and other benefits as stated above which are extremely sensitive and have a strong bearing upon the performance of the officers.

Ø  We reiterated our demand of upward revision in the existing conveyance ceiling on petrol reimbursement scheme to all officers including Probationary Officers even during their probation.

Ø  The existing conveyance facility on monetary basis to the officers which was fixed 3 decades back with Rs.166.65 pm is to be enhanced substantially.  Whereas our administration have extended this scheme of claiming Rs.250 to Rs.700/- pm on monetary basis to the award staff friends for which we appreciate the stand of the management in extending the scheme to all our award staff friends. How this anomalous situation is allowed to be continued by the present empathetic HRD department in extending trivial to the officers?

Ø  On hearing the discrimination, our CMD directed the Department to look into the anomaly immediately.

Ø  With regard to the conveyance scheme on Petrol reimbursement, our CMD has assured to consider our request for upward revision shortly within a reasonable time.

Ø  We have also pointed out the urgency of enhancing the rent reimbursement ceilings for Officers. The rent reimbursement ceiling of our bank is nowhere comparable to the comparable banks. The officers are being forced to pay big chunk of their salary for rent due to very low ceiling of rent reimbursement being continued in our bank. On the one side the officers are expected to perform exceedingly well and on the other side they are being forced to bear the burden of the rent and remain busy in commuting long distances and searching the accommodation year after year. Our CMD has directed the department to examine for taking the decision at the earliest.

We are very much thankful to our Chairman & Managing Director and Executive Directors for reacting in a positive and constructive manner.

Friends, we are following up the issues very seriously to protect the status of the officer community and at the same time a lot more is required to be done by all of us.

Ø  There is a need to accelerate the total business of our Bank to the level of Rs.400,000 crores with more emphasis on mobilizing low cost deposits to the level of 36.

Ø  Please concentrate more for the recovery of Bad Debts.

Ø  More importance has to be given to avoid slippage of PA to NPA.

Ø  Our CMD expects more commitment from the Branch Managers and other Officers working in Rural Branches for the growth of Farm Sector by staying together with rural masses.

We are confident that all of us are capable of achieving the goals.  Let us achieve our Goal of bringing the Bank to its Premier Position and make it a Reality.”

WITH FRATERNAL GREETINGS,

Yours Sincerely,
Sd/-

“INITIATION OF PROMOTION PROCESS - REQUEST FOR RELAXATION IN ELIGIBILITY

We reproduce hereunder the communication to the management in respect of PPO, for the information of all officers.

"We are thankful to the administration for taking steps to initiate the career advancement process well in time as stipulated by the PPO, for all scales/keeping in mind to provide the required number of Officers strength more particularly to the Branches. No doubt it is desirable that the processes are to be carried out as early as possible but without violating the Policies.

With a view to give opportunities to the maximum number of officers for moving up in their career tracks and to infuse high level of morale among officers, we suggest the following potential points for your considerations:

1.      We understand huge number of Scale-II vacancies are lying vacant. Even most of the vacancies declared last year have been left unfilled because of the less number of applicants participated which caused unbearable hardship and mental agony to the officers mainly in branches.

2.      The Scale-II vacancies are the scarce commodity.  Managers have not been provided adequately to the branches even as per the unilaterally amended staffing pattern. Relaxation in eligibility is the only solution to provide opportunity to more number of Officers to appear in the promotion process who are completing the period within a few days/month from the cut-off date fixed as per the uniform PPO.  The PO batch of the year 2011 may please be considered for the ensuing process so that required number of applicants would be made available.

3.      In the last promotion process, due to unacceptable long distance placements, large number of Scale-I officers have refused to take up the promotion.  Such Scale-I officers may be allowed to participate in the ensuing process keeping aside the debarment clause.

4.      Large number of Scale-I/II/III specialist officers have given their option for conversion to general category.  All these cases can be considered/ allowed to participate in the ensuing promotion process.

5.      Most of the Scale-I officers have not been given opportunity to work in Rural, which is a pre-requisite for promotion as per the PPO.  All such officers should be allowed to participate in the process.

6.      Due to recategorization of Branches, based on the revised business criteria, the number of medium branches were reduced from 3142 to 1768 which caused serious apprehensions in the minds of Scale-I officers about their promotions and also affected the confidence level. We request the administration for the proper identification of vacancies and filling of all the vacancies to avoid frustration.

7.      As there is no difference between WT & FT channel in respect of eligibility and placement for Scale-I to II, we request for the discontinuation of the FT channel.

8.      In the last process, some of the Officers were given special consideration by exempting from R/SU stint, we have already pointed out and still no corrections were made.  When management is showing such special consideration for a selected few, the officers who were made to refuse the promotion due to their posting for R/SU stint should be allowed to participate in the ensuing process.

9.      As the high age of Scale-III officers is not  permitting them for the preparation of any exam, we request for the introduction of normal channel for Scale-III to -IV, which should be purely based on the seniority.

10.  Promotion process for some of the specialist category officers like AFO and RBO have not been taken place recently. It is not proper and is a great injustice to the officers working in such categories. We once again request the management to initiate the process for the remaining specialist officers.

We request you to consider the above mentioned important points and demand for the improvement in the PPO and the removal of anomalies should be made effective from the ensuing processes."

We shall inform you the developments in due course.”

Kind Regards.

SUGGESTIONS FOR IMPROVEMENT IN HR INITIATIVES

We reproduce hereunder our communication to the management for the information of all officers.

"The inspiration infused by our Chairman and Managing Director with compassion, exuberance and elan in the rank and file are the guiding factor for the significant improvement in HR functions in our Bank.  Introduction of various pro active HR initiatives have enhanced the industrial relations image of our Bank. To meet the growing challenges, to enhance the commitment level amongst the work force and to motivate the officers to improve the performance for achieving the corporate goal, we bring to your kind notice the suggestions for strengthening the system.

1.    Man Power Planning:
Despite intermittent officers recruitment over the years the officer strength is not improving. The officer strength composition for the last 4 years as detailed below reveals that the man power planning is not scientifically carried out taking into considerations of optimum man power requirement to handle the scale of business, staffing pattern, planned promotions, future business objectives and also attrition and retirements.

As On                         No. of Officers

                        Mar-2009                    12441
                        Mar-2010                    12535
                        Mar-2011                    12883
                        Mar-2012                    12414
                        Sep-2012                    12512

Of course, recently 1500 promotees were inducted as Asst. Manager that too belatedly due to various reasons. Another batch of 1000 Pos are also to be inducted shortly.  But, we understand that their services would be available to the branches only after 6 months training.  We are of the opinion that these additions would not be sufficient to manage the attrition rate of 5% and also the revised staffing pattern.  Any how, we are extremely thankful to the administration for continuous recruitment.

2.    Recruitment Process: The recruitment process requires great deal of insight and patience especially where worker retention and employee satisfaction are critical to the growth and success.  We understand in some banks the State wise hiring process is being carried out with the main intention of employee satisfaction. The existing conventional selection norms and procedures will have to be revisited to ensure that the people we take in are those from the local area so that the talent hired can be engaged properly to the expectations of the customers since the language plays a vital role in banking industry where customers contact and inter personal relationship are inevitable part of the profession.

3.    People Soft HRMS:  Only recently, the people soft HRMS have become staff friendly being operated via intranet. Our request is that it should allowed to be operated through internet so that staff members can leisurely operate any time after office hours.

4.    Business development Meeting: In spite of instructions from our corporate office, Regional office and Zonal Offices are reluctant to convene business development meeting.  Our Central office also has not convened the business development meeting for this year.

5.    Performance appraisal system: In order to make appraisal system more effective, the evaluation should be shared with the officers which is not being done at present, since career advancement is based on the same.  We request transparency in the evaluation is to be introduced.

6.    E-Learning Module: E-Learning Module training program which is available in peer banks is to be introduced to access our business products and to create a source for one-stop training shopping.  Instead of giving more emphasis on class room training, coaching and mentoring which is one of the talent development method may be introduced to attain a certain work behaviour that will improve leadership, employee accountability, team work, goal setting, communication etc.

7.    Leadership training: Enhancing the attitude of the field functionaries to make them realize the need to adapt appropriate changes in their behaviours and mind sets are the need of the hour as some of the field functionaries/RMs are treating the officers particularly the branch managers very shabbily.  We firmly believe that only caring superiors who are part of the team can play significant role in making the staff, involving more for growth.

8.    Officer welfare is a matter of officer relation, building and sustaining good relationship, still some of the very important issues like enhancement in rent reimbursement ceiling, upward revision in conveyance reimbursement scheme and conveyance on monetary, improvement in transfer policy and PPO are yet to see the light of the day.

We are confident that the aspirations of the officers of our bank reflected here in above would be considered favorably”

We shall inform you the developments in due course.”

Yours Sincerely,

AIBOC CIRCULAR NO. 01 DATED 01.01.2013

AIBOC issued its circular No. 01 dated 01.01.2013 welcoming the new year 2013. We are placing the same here for our readers

CIRCULAR NO. 01                                                                DATE: 01.01.2013

TO ALL AFFILAITES/MEMBERS

WELCOME THE NEW YEAR 2013

We bid adieu to a great year 2012 and we are on the threshold of yet another New Year which holds exciting promises.  As the New Year dawns on us, all we need to achieve is there in the beginning, ready to be rediscovered.  The deepest secrets, the greatest opportunities and challenges await us, spurring us to brace up to these evolving trends which will have far reaching impact on our movement, struggles and our well being.

Banking Industry is passing through the hardest phase of its existence in the background of mounting NPAs which have been increasing by leaps and bounds.  With a gloomy prospect of improvement in the GDP and the agrarian crisis coupled with dwindling industrial output, the Banking Industry will be passing through a patchy period.  With the passage of the amendments to Banking Regulation Act, the opening of the Banking Sector to Foreign Investors has been facilitated and thereby the Industrial houses, Corporates will be emboldened to play a major role in the affairs of the Public Sector Banks.

These imminent trends in the Banking Industry will impact the Trade Union Movement in the Banking Industry.  Every effort will be made to implement the Khandelwal Committee Recommendations, with which our efforts to achieve a good salary revision for the industry as a whole will be impeded.  The mounting NPAs will cast their spell on our efforts to bargain for a decent salary revision.  Hence, we have to intensify our struggle to achieve a fair salary revision   As the coming days will be replete with many challenges from various quarters, we have to be in preparedness for meeting the challenges squarely.

Concerted efforts are being made to break the unity among the Officers’ Community, through a reign of terror and intimidation.  The forces inimical to our movement have been making all out efforts to disrupt our unity and solidarity.  During this year of 10th Bipartite Settlement, we should be ever vigilant to guard the movement from the onslaught of the brute forces.

With the opening of the Banking Industry to foreign investors, corporate house in the guise of giving a boost to the capital base of the Banks, the Government of India is already on course to merge and consolidate the Banks into four or five big banks in the country.  We have not learnt lessons from the illusion of “too big to fail” in the USA  and Europe, where big banks   failed in the wake of the great recession of 2008.  With economic slowdown, our Banking Industry will also be affected adversely. The RBI which played a stellar role in insulating our Banking system from the avalanche of global recession of 2008 is expected to play a very crucial role in safeguarding our Banking system and put it on the performance trajectory.

The government of India, has to restrict the fiscal deficit to a very low level and initiate concrete steps to curb inflation, to manage the demand-supply mechanism for food grains, edible oils and essential commodities.  The neo-liberal policies of the government of India, have lead to jobless growth, widening disparities between the rich and the poor, the haves and have not’s, increase in the number of the people below the poverty line, suicide by the farmers etc., The government’s efforts should be focused on generating more and more employment opportunities for the rural poor and educated youth.

The bygone year was marked by scams of colossal nature and the movements launched by Sri. Anna Hazare and Yoga Guru Baba Ramdev, need to be sustained and supported by all of us, to see that our country emerges as a strong corruption free society.  We hope the Government will pass the Lokpal Bill covering the high and the mighty, with teeth to punish the corrupt with punitive action.  Similarly, the Government should also make an honest effort to bring back the black money siphoned off to foreign banks, by the big corporate houses, politicians, bureaucrats etc.,

The time has come for all of us to strengthen the moral fabric of our society which has been torn asunder, by assault on the women folk, innocent children, the daliths, adivasis etc.,  The recent brutal gang rape of a paramedical student at Delhi has stirred our conscience and the entire country stood up against such atrocities.  We hope the great battle waged by the brave girl will not go in vain.  The perpetrators will be given exemplary punishment; which should act as a deterrent. The social evils such as discrimination on the basis of caste, colour, creed need to be curbed.  The panacea for all this is to impart quality education among our children who remain the only hope of this great country.

We hope there will be peace amity among the nations of the world and the heinous acts of terrorism, invasion will disappear and all the nations and peoples of this globe will enjoy the fruits of peaceful co-existence.  The UNO  has a very important role to play in this process.

With all bright hopes for a globe which will be pervaded by peaceful co-existence, universal brotherhood, we will move on to achieve our dreams for yet another great year 2013, during which our hopes and aspirations for a comprehensively good salary package for all our officers, are squarely met, making 10th Bipartite Settlement yet another golden chapter in the history of our movement, struggles.

Year’s end is neither an end nor a beginning but a going on, with all the wisdom that experience can instill in us.

Comrades, we take this opportunity to convey our Good Wishes for a Happy, Prosperous, Healthy and Wealthy New Year to All Our Members and their Families all over the country during the Year 2013.

WE WISH ALL OUR AFFILIATES, MEMBERS AND WELL WISHERS, A  HAPPY & PROSPEROUS NEW YEAR 2013.

With warm greetings,

AIBOC CIRCULAR NO. 92 DATED 31.12.2012

AIBOC issued its circular No. 92 dated 31.12.2012 bidding goodbye to an eventful year 2012. We are placing the same here for our readers.

CIRCULAR NO : 92                                              Date: 31ST  December, 2012

TO ALL THE  AFFILIATES/MEMBERS:

GOODBYE TO AN EVENTFUL YEAR 2012

We are on the threshold of bidding adieu to another eventful year which was a witness to many scams frauds of gigantic proportions within our country and terrorist attacks, movement for democracy which toppled many dictators and despots in the north African and Arab Nations. The Coalgate, the fraud in allotment of 2G spectrum etc. shock the nation and the totally insensitive approach of the govt. establishment to all these scams, shook the conscience of the nation. The campaign launched by  the Gandhian  Anna Hazare under the aegis of India Against Corruption and Sri Baba Ramadev, the Yoga Guru to bring a comprehensive Lokpal Bill covering all the highly placed politionans within the ambit of the Act, to bring back black money stashed away in Swiss Banks and many other banks abroad. The movement launched by these stalwarts stirred the whole nation and the peoples anger against corruption in all hues and colours was expressed through massive demonstrations sit-in dharna and hunger strike. This movement galvanized the youth of the country who were waiting for an opportunity to express their disenchantment with the governments’ inaction on the issue of corruption which has engulfed all walks of life making the life of the common man miserable.

The government as well as the opposition parties played villainous role in stalling passage of the Lokpal bill in the parliament. The parliament was subjected to logjam due to uproarious scenes in the parliament and no transaction took place in the parliament because of the abjurate stand of the government on some of the issues.

The government hiked the prices of diesel and petrol there by fuelling the inflationary pressure. The government was a mute spectator to the spiraling inflation under essential commodities. The number of people below the poverty line the increased. Opening our doors to FDI in multi-brand retail, insurance and Pension Fund exhibited governments eagerness to push forward the liberalisation agenda. This is done notwithstanding the very unpleasant developments that have taken place in other countries. The exercise of liberlisation has led to jobless growth. The GDP has slumped to a precariously low level. The Governments optimism on the GDP has been shattered. The RBI initiated many remedial measures to keep inflation under check. But the measures were inadequate, and the aam admi continued to suffer. This situation was further aggravated on account of virtual draught condition across the country.

The Government has been successful in getting the amendments to the Banking Regulation Act in both the houses of Parliament, paving the way for hike in the voting rights, foreign direct investment etc., despite stiff resistance from all trade unions and left parties. The Finance Minister is making  all out efforts to see through is reforms agenda including merger/consolidation of Public Sector Banks.

Our country for the first time in the history of Olympic Games came out with flying colours in Medals haul. Our sports persons in athletics, boxing, wrestling, shuttle badminton brought glory to our country. Our cricketer Sri Sachin Tendulkar reached Himalayan heights by scoring one hundred centuries in Tests and ODIs.

The banking Industry continued to be in the pink of its health amidst clouds of gloom all around. The increasing level of NPAs continued to be a matter of concern.

The world was shook by the environmental vagaries in the form of Sandy which ravaged the eastern parts of USA, Tsunami in the eastern coast of Japan, Hurricane Sania in the Eastern part of India etc.,   Time has come for all of us to take the environmental issues seriously.

The American voters gave President Barrack Obama another term to rule the country for a further period of 4 years. The French voters opted for a change by ousting the incumbent President Nicolus Sarkozy and electing Hollande as the new president. China has gone for sweeping changes in the hierarchy of the ruling party, the Communist Party of China. In India there were changes in the political spectrum with Samajawadi Party grabbing power in U.P. Sri Narendra Modi continued to be in the saddle with a repeat performance in Dec. 2012. The Central Government was pushed to the brink by Ms. Mamatha Banerjee’s TMC withdrawing support to the Govt. at the Centre.

The country’s moral fiber is torn with assault, rape, murder, intimidation of women all over the country. These developments have shaken the conscience of the society. What has happened to our people who are steeped in moral and ethical values? Is it degeneration of moral values or the faulty education system which has become a machine to produce graduates without any sense of responsibility to the society and to the country?

The mission to Mars was a feather in the cap for the scientists whose scientific pursuits have lead to the exploration of amazing facts about the planet.

There are number of issues before us, we need to concentrate our struggle on salary revision. We have to avert the threat of Merger and Acquisition amongst the Banks. The Confederation is seized of all these development and will march forward to take care of all the problems. While   bidding adieu to the year 2012, we are confident that our rank and file will rally round the Confederation and carry our movement forward to greater heights in the days to come.

RING OUT THE OLD AND RING IN THE NEW

AIBOC CIRCULAR NO. 91 DATED 17.12.2012

AIBOC issued its circular No. 91 dated 17.12.2012 on the strike on 20th December 2012 to be observed by AIBEA and BEFI in protest against the Govt. move to amend the Banking Laws. We are placing the same here for our readers.

CIRCULAR NO.91                                                        17th DECEMBER, 2012

TO ALL OUR AFFILIATES/MEMBERS:

AIBEA AND BEFI TO OBSERVE STRIKE ON 20TH DEC.2012 - PROTEST AGAINST THE GOVT MOVE TO AMEND THE BANKING LAWS - FRATERNAL SUPPORT BY AIBOC

The Government is initiating moves to amend the Banking Laws with a view to open the banking industry for private and foreign investors despite the opposition by the United Forum of Bank Unions for a long time. We now understand that the Parliament is considering the amendment bills placed by the Government before the current session. It is in this background our colleagues from AIBEA and BEFI have served a strike notice on the Chairman of the Indian Banks’ Association to observe one day protest strike on 20th December, 2012.  The notice served on IBA contains the following issues:-

a)      To protect against the attempts of the Government to hurry up with the proposed amendments to the Banking Laws.
b)      To oppose attempts by the Government in grouping the Banks in the name of functional co-ordination with a view to ultimately merge the Banks.

The AIBOC which also subscribes to the same logic and oppose to these issues have decided to extend fraternal support to our striking comrades from AIBEA and BEFI on 20th December, 2012 by participating in the demonstrations/rallies/meetings organized in this regard in various parts of the country.

All our affiliates/State Units are requested to extend full support and participation in these programmes in their respective areas wherever organized by our striking colleagues from AIBEA and BEFI.

With greetings,
