CHARTER OF DEMANDS SUBMITTED TO IBA

We have great pleasure in advising all our friends that the Officers’ organizations have submitted a common charter of demands for 10th Bipartite salary revision negotiation to IBA on 30th October, 2012. The common charter of demands, being a comprehensive document, covers the issues of great concern to officers’ community, so that we succeed in meeting the ambitions and aspirations of all the officers.

The important issues covered in the charter of demands include:

1.    Merger of scales to reduce number of scales to 2 from the present 7 scales in tune with the 6th pay commission and there should be automatic movement to the pay of immediate next higher scale. Introduction of Grade pay for taking care of higher responsibilities.

2.    DA neutralization should be increased to 125% from the present level of 100%.

3.    Existing average consumer price index of 4876 of Sep 2012 should be taken for the purpose of merger for construction of basic pay.

4.    PQP, FPP and CCA should be reviewed.

5.    Payment of HRA should be correlated to the prevailing leased rentals. HRA on capital cost should be enhanced to 200 % of HRA.

6.    Incentives should be provided to those officers posted to serve in Rural and Sensitive areas.

7.    Closing allowance equal to 15 days of salary once in a quarter and DA & TA should be revised.

8.    Post allowance should be introduced to BMs/RMs and Risk allowance should be introduced. Disturbed area allowance of 20% of BP to be paid to officers working in disturbed areas.

9.    Existing medical reimbursement should be reviewed. Foreign Travel to be allowed within the entitlement up to the maximum distance permissible in India.

10. Commercial Banking allowance prevailing in RBI should be extended.

11. Preference to Lady Officers in Transfers. Flexi-time and Flexi-place should be extended to all Lady Officers. Provision of CRECHE facility and child care leave should be extended to them. Paternity leave of 30 days should be introduced for officers.

12. Updation of Pension at periodical intervals should be available. Commutation is to be revised to 40%.

13. Encashment of sick leave should be permitted and OL should be enhanced to 360 days.

14. Non-monitory issues like Five days week, introduction of leave bank are also emphasized. Disciplinary & Vigilance proceedings and other issues of Bilateral relationship are also covered.

We are confident that under the leadership of ALL INDIA BANK OFFICERS’ CONFEDERATION, the charter of demands submitted to IBA would be taken to a logical conclusion so as to meet the aspirations of all officers. We shall keep you posted of the developments about the progress of the negotiation on charter of demands from time to time.
