We are reproducing hereunder communications sent to the Management of our Bank for your information:

“PROMOTIONAL POSTINGS

On going through the promotional posting lists of Scale VI and Scale VII, We have observed that:

1.    The Management has apparently adopted unprecedented benevolent approach in posting the promotee officers at the same centre, same building and even on the same seats.

2.    Many of the promotees of a centre have been retained at the same centre but a few have been shifted out.

3.    As against the above liberal approach, the promotee officers in the lower scales are being made to go on promotional postings at a distance of hundreds of kilometers.

Keeping in mind the complete change in the posting norms adopted for higher scales, we request you to adopt at least a similar, if not a better procedure for the postings and placements of the officers in all lower scales. This is very essential to avoid hardship, frustration and heart burning to the officers in the lower scales.

Therefore we request that:

a.    For promotees to Scale II & III, the change in Region/Zone criteria should be withdrawn.

b.    The request for transfers of officers in Scale I, II, III and remaining officers in Scale IV should also be considered without insisting for minimum period of stay.”



“REQUEST TRANSFERS OF OFFICERS IN SCALE I, II & III

We are thankful to the administration for the series of discussions held with our Federation, in respect of Officers friendly amendments proposed in the transfer policy and accordingly our suggestions were also forwarded to the department two months back.  Keeping in mind the amendments proposed and the procedures adopted by the management in posting the promotees of Senior scales as well as the posting of specialized category officers recruited recently by giving option for branches /offices and without insisting for posting outside the centre/Regions/Zones,

it is desirable that

1.    In the last promotion postings of Scale I to II and II to III, large number of officers were posted to long distances on their promotions.  They were not given any options/choices for their postings.

2.    The existing officers in Scale I, II and III should be allowed to record their options for the branches in view of the large number of vacancies that have arisen in all scales.

3.    Restrictions of minimum time/stay fixed earlier for recording the request transfer should be removed.

4.    The request transfers of the existing officers should be considered for the branches in scale I,II and III instead of Zone.

5.    The Regional Managers/Zonal Managers should be advised to obtain the request transfers of Scale I, II and III officers for the office/Branch before making any postings/placements on rotations/promotions.
We, therefore request you to please advise the department to take immediate steps in the above mentioned areas so as to provide justice to the large number of Officers who are feeling frustrated and demotivated.

The above important issues are being followed up for its logical conclusion. We shall inform you the developments in due course.
