14TH BIENNIAL CONFERENCE OF DHANALAKSHMI BANK OFFICERS’ ORGANISATION
Our affiliate, Dhanalakshmi Bank Officers Organisation conducted its 14th Biennial Conference on 30th October, 2011 at Thrissur, in a grand manner. The venue of the conference, Thrissur Tower’s meeting Hall was overflowing with enthusiastic members and invitees, well before the commencement of grand inaugural session. The hall was echoing with slogans, DBOO – Zindabad, AIBOC – Zindabad, by the militant membership of DBOO. The session commenced with patriotic song by the members, followed by an invocation song.
Com.P.V.Mohanan, General Secretary, DBOO, welcomed the guests and members. In his speech, he briefed on the eventful and challenging journey of DBOO, during the last 25 years. The DBOO is facing toughest challenges today. The hopes of membership are soaring and their commitment is getting deeper, said Com.Mohanan.
Shri.V.M.Sudheeran, Ex-M.P, and former speaker of Kerala State Legislative Assembly, inaugurated the conference by lighting the traditional lamp. In his highly motivating talk, he enthused the members of DBOO to continue to fight against the injustice and to protect the Bank from vested interests. He expressed his concern for the absence of Management functionaries in the Conference. A responsible Management must satisfy the legitimate demands of the employers, said Sri.Sudheeran, under thunderous applause.
He dealt in detail on the dismal performance of the Bank under the present Management, and the RBI’s warning to the Bank on its downward trend in business and profitability. Sri.K.C.Joseph, the Hon’ble planning and rural development minister, Govt. of Kerala, had also expressed his concern in the Assembly on the dwindling profitability and higher cost to income ratio of the Bank. The steep fall in credit deposit ratio in the state of Kerala, from where major portion of deposits are mobilized and shifting of important departments from Thrissur to Mumbai are classic examples that, the present management is not bothered about the development of the State of Kerala. They are interested elsewhere and are concentrating on personal comforts. He pointed out the Management’s manipulations in the balance sheet. The operating profit as on 30.09.2011 is hardly Rs.57 lacs, which has been further manipulated to show as Rs.4.3 crores net profit with adjustments on receivables and provisions. He was surprised as to why RBI is not initiating appropriate steps to protect the interest of the stakeholders. The Central Govt. should also initiate appropriate steps and order for investigation of the affairs of Dhanalakshmi Bank, at the earliest. The need of the hour is to merge Dhanalakshmi Bank with a Public Sector Bank.
He continued his speech with advice to the staff to seek support for their justified struggle, from the Central / State Govt, political parties, economists etc., and to raise a slogan “Save Dhanalakshmi Bank” and carry the campaign in the State of Kerala. He was also critical of the financial reforms of the Central Govt. amendments to the Banking Law, outsourcing, and encouraging corporate houses through Bank licensing etc.. This is a retrograde step as the then Hon’ble Prime Minister, late Smt. Indira Gandhi, nationalised the commercial Banks in 1969, and today Govt. is encouraging Private Sector Banks. Pandit Jawaharlal Nehru’s theory of encouraging Public Sector Undertakings, which he declared as “Temples of the modern Indian” has been forgotten by the present rulers, said Shri. Sudheeran in his thought provoking inaugural speech.
Com. G.D.Nadaf, General Secretary, AIBOC, in his keynote address complimented the membership of DBOO for withstanding discriminatory treatment from the Management. The Management’s conspicuous absence in the inaugural session strengthens our feeling on discriminatory treatment and they are shying away from the reality. He also complimented the Kerala State Unit of AIBOC for performing a whistle blowers role to save Dhanalakshmi Bank from crisis. Each and every citizen of free India is provided with constitutionally guaranteed fundamental rights to form Union/Association. No force on earth can snatch this right from any citizen. The Management of Dhanalakshmi Bank is indulging in unconstitutional act to finish unions in the Bank, which are punishable in law. The Confederation has been termed as an “outsider” by the Management. The Confederation is a stakeholder in the Bank. We have our affiliate DBOO in Dhanalakshmi Bank, which is the only Officers Organisation with 95% membership in its fold. Our members are permanent employees of the Bank. They are not guest artists. Hence, every one knows, who are outsiders, said Com.Nadaf under thunderous applause by the audience.
When other old generation Private Sector Banks are performing well with cordial industrial relations with the Union/Association, what prevented Dhanalakshmi Bank Management to take Unions/Associations into confidence and render excellent service to the people of the country, instead of wasting of public money for the comfort of few individuals. As a stakeholder, we have every right to know the true picture of the Bank. We are against exploitation of labour and deprivation of right to join Association. The Confederation will take the issue to its logical end. He requested Central/State Govt. and representatives of the general public to join the campaign “Save Dhanalakshmi Bank”.
He assured the members that, DBOO though is a small affiliate of the Confederation, but it is considered as one of the strongest affiliates of the Confederation. Due to the inexperienced, uncultured and frustrated Management, the main issue of the development of Bank’s business has become secondary.
He also appraised the move of the Govt. to handover Govt. business to new generation Private Banks like ICICI, HDFC and Axis Bank. It is unfair that, for successful implementation of Govt. schemes, social banking and financial inclusion, Government of India depends upon the Public Sector and old generation Private Sector Banks, whereas when it comes to the aspect of managing Govt. business, they entrust this lucrative business to the new generation Public Sector Banks, said Com.Nadaf.
Com.P.V.Mathew, Senior Vice President, AIBOC, Com.P.V. Sivasankara Pillai, President, AIBOC, Kerala State Unit, addressed the gathering and re-assured their support to DBOO to come out of the crisis, successfully. Com.Vijaya Anandakrishnan, President, DBOO delivered presidential address. Retired members were felicitated. Com.M.S.Shibu, General Convenor, proposed vote of thanks.
In the Business Session, General Secretary’s report along with accounts was approved. There was lively discussion on the organisational issues. Resolutions were unanimously passed. Com.Vijaya Anandakrishnan and Com.P.V.Mohanan were re-elected as President and General Secretary respectively for the current biennial 2011 – 2013.
