9TH TRIENNIAL GENERAL COUNCIL - ROLE OF YOUNGSTERS IN THE ORGANISATION
SUCCESSION PLAN, FREE AND FRANK DELIBERATIONS
One of the issues that came up for sharp focus during the deliberations in the Business Session of the 9th Triennial General Council is to encourage younger generation to the mainstream of the trade union movement in the banking industry, with particular reference to the Bank Officers’ organisations. The debate was healthy and promising since it was emphasised by the younger delegates who had shown a remarkable conviction that the Officers’ movement is the need of the hour as far as the struggles against the globalisation is concerned. They frankly debated on issues such as the attacks of the Managements on the hard earned trade union rights, the need to explain to the new entrants in the banking industry about the contributions of the officers’ movement in refining the Service Conditions over a period of time and handing over the same to the youngsters who are joining the Banking Industry in thousands and thousands all over the country.
Yet another point of argument was the initiative of the Management to de-unionise the officers through introduction of the Cost to Company, the performance related incentives, the fast track promotions, lateral recruitments, overlooking the existing understandings with the officers’ organisations etc., The delegates were highly vocal and were emotionally charged when they were narrating some of the recent developments in the Private Sector Banks in particular Dhanalakshmi Bank, where the Management has forcibly brought the concept of Cost to Company concept to a large number of officers while only lesser number of officers are now continuing in the old scales and pressure is mounting on them as well. The Managements have not been revealing the actual performance related incentives paid to them as well as the so-called Employees’ Stock Option and shares allotted to this category of the employees. They are forcing CTC based Officers, not to join Association. It was highly inspiring to hear the heroic struggle launched by the Officers of Dhanalakshmi Bank in their fight against these repressive measures under the leadership of younger generation in the Bank.
The debate also pointed out the need for planning the future activities of each and every affiliate in view of large number of officers including the leaders in the organisations, who were expected to retire on superannuation in the course of current Triennial. The senior leaders have been expressing their apprehension about these developments and have been sounding the affiliates to plan their succession to avoid the possibility of vacuum and to ensure smooth succession in each and every organisation.
The deliberations provided a lot of comfort to the delegates who are on the verge of exiting on superannuation since the participation of the younger delegates and their contribution has given a clear message that there is no need for any apprehension and the Confederation will continue to reign under its present principled policies as far as the leadership concept is concerned.
It is also gratifying to note that, several affiliates had not only brought a large number of younger delegates and also provided them the opportunity to express their views freely and frankly on all the major issues concerning the organization and its future.
Comrades, the 9th Triennial General Council has thus provided an opportunity to delegates to debate freely and frankly on the future succession plan of the organization and the delegates demonstrated through their effective participation that the future of the organization is safe in their hands. The 9th Triennial General Council was also a unique event in the sense the issues which were considered as sensitive in the earlier days such as the leadership of the affiliates of the confederation, the role of the retired leaders etc., were debated dispassionately both in the Executive Committee as well as the General Council that followed in a very cordial atmosphere without hurting anyone’s sentiments keeping the future of the organization only in view, demonstrating a high level of maturity and understanding of the subjects by the younger delegates in the Council.
We look forward for a meaningful participation of the younger generation so that they are in readiness to shoulder the higher responsibilities with utmost ease and comfort as per the call of the 9th Triennial General Council. We have the onus of encouraging youngsters to carry on the flag of the Confederation as the future belongs to the youth of the country.
The General Secretary in his response requested the affiliates to reach the grass root level membership, to appraise them of the role of the Confederation in improving their service conditions and also encouraging the younger generation to take interest in leading the Organisation.
