FAREWELL TO COM.R.GOPALAKRISHNAN, PRESIDENT OF LAKSHMI VILAS BANK OFFICERS’ ASSOCIATION

A grand function was organised by the Lakshmi Vilas Bank Officers’ Association on 28th February, 2010 at Ajanta Hotel, Trichy to bid a farewell to Com.R.Gopalakrishnan, President, on his retirement from the Bank’s service.  The programme commenced with prayer and welcome address by Com.R.Subramanian, General Secretary of the Association.

Com.P.Vijaysenan, President of AIBOC, Tamil Nadu State Unit presided.  In his presidential address he praised the Association for its organisational activities and being one of the role model to other  units.  He said that the Association has already celebrated its 40th Anniversary having its own website and publication of a magazine periodically. He also felicitated  Com. Gopalakrishnan retiring leader for his service to the membership.

Com. G.D.Nadaf, General Secretary, AIBOC was Guest of Honour.  In his key note address, recalled his association with Com.Gopalakrishnan and also Lakshmi Vilas Bank Officers’ Association.  Though the unit is small, they used to be in the forefront in all organisational activities.  He placed on record the selfless service rendered by Com.Gopalakrishnan to the Association and the Confederation.  He thanked his family members for the support, without which it would not have been possible for him to serve the membership.  On behalf of the Confederation he wished Com.Gopalakrishnan good health, peace, prosperity, contented and active retired life.

He further continued his felicitation address and shared the latest position on organisational activities and pending negotiations with the IBA on distribution of wage cost and settlement 2nd Option on Pension to CPF optees, gratuity ceiling etc.  Due to certain reasons the talks with IBA are not progressing the way it was expected, but he was confident that the settlement on pension and salary revision will be concluded within a month’s time.

Shri.K.S.R. Anjaneyulu, MD & CEO of Lakshmi Vilas Bank, was the Chief Guest.  He described Com.Gopalakrishnan as a balanced, experienced and cogent person.  The Management and Association are like two eyes of the Bank and there is a perfect co-ordination between them.  Due to time tested systems, procedures and control in the Banking Industry, global financial crisis could not have much adverse effect on the economy of the country. He appealed to the employees to further strengthen the business of the Bank.

Com.P.V.Mathew, General Secretary of AIPSBOF, recalled his association with Lakshmi Vilas Bank Officers’ Association and its leadership. The Lakshmi Vilas Bank Officers’ Association is one of the founder units of AIBOC.  They were the first to organise a seminar on the ill effects of Globalisation on the economy of the Country.  The Federation of Private Sector Banks is a shinning star of the AIBOC, who take active part in all activities of the Confederation. He praised the leadership qualities of Com.Gopalakrishnan and his oratorical skills.

Com.V.Eswaran, former President of AIBOC felicitated Com.Gopalakrishnan.  Incidentally, Com.Eswaran started his banking career in Lakshmi Vilas Bank.  He recollected his days in the Bank.  He appreciated their leader Com.Armugam, former General Secretary of LVBOA, in getting parity in scales with other Banks.  The compassionate appointment scheme is still prevalent in Lakshmi Villas Bank, even as it is given a go bye in other Banks due to Government guidelines.  Lakshmi Vilas Bank has completed 83 years of its meaningful existence.  The Association has its own benevolent fund, which provides the family of deceased members who die in service with Rs. 3/- lacs of financial assistance and pension of Rs. 2,000/- p.m said Com.Eswaran.  He also wished Com.Gopalakrishnan all the best.

Com.P.Manoharan, General Secretary of Lakshmi Vilas Bank Employees’ Union, in his speech, while acknowledging the service of Com.Gopalakrishnan to the Association appealed to the younger generation of officers to take keen interest on the activities of the Association.  Running an efficient trade union in a private sector is a difficult task and in Lakshmi Vilas Bank both Officers Association and Employees Union are functioning together to achieve common facilities like ex-gratia, staff housing loan of Rs. 15/- lacs at concessional rate of interest etc. He felicitated Com.Gopalakrishnan with mementoes.

Com.R.Swaminathan, former General Secretary, of Lakshmi Vilas Bank Officers’ Association briefed on the Saga of Struggles and achievements of the Association and the contributions of its leaders.  Com.R.Gopalakrishnan in his response thanked the Management, Confederation and others who have provided him an opportunity to serve the Bank and its officers in the capacity as an Office Bearer of The Lakshmi Vilas Bank Officers’ Association for more than 23 years.  Com.K.Gopish, President designate proposed vote of thanks.  The programme concluded with national anthem.

It was well attended meeting which provided an opportunity to the members to felicitate retiring comrades.  As a due recognition of indirect contribution of the family members to the Association, Smt. Shanthakumari, wife of Com.Gopalakrishnan was also felicitated on the occasion.

The Confederation while congratulating the Lakshmi Vilas Bank Officers’ Association for a grand farewell function, acknowledges the service rendered by Com.Gopalakrishnan to the Officers’ community and wish him all the best in his retired life.

ORGANIZATIONAL RE-STRUCTURE SUB-COMMITTEE TO SUBMIT ITS REPORT SHORTLY


The Executive Committee of the Confederation met at Panjim on 17th February 2010, had an occasion to deliberate on the progress made by the Sub-Committee on restructuring set up under the Chairmanship of Com.P.V.Mathew, the Vice President of the Confederation for the purpose of undertaking the study of the existing structure and the need for changes to accommodate the recent developments and the various activities that are being pursued by the Confederation. 


The members of the Executive Committee deliberated on the financial assistance to State Units, Sectoral Federations, Women’s Wing etc., and the proposal of the General Secretary put up for the enhancement of the subscription.  The General Secretary had proposed enhancement of subscription at Rs. 100/- per member per annum in tune with the current expenditure and also the possible increase, while considering the request of the various wings for the financial assistance. In the light of the financial support sought by the various wings of the Confederation to meet their organisational expenditure, the Re-structure Committee was requested to examine the quantum of enhancement in subscription; the level of support that these wings can be extended by the Confederation and the allocation of funds to their activities out of the subscription that we need to collect from the affiliates.  The committee was also entrusted to look into the present by-laws of the Confederation and examine whether it needs any changes in tune with the present structure of the Confederation.  The Committee should also suggest affiliate wise representatives in the Working/Executive Committee of the Confederation.


After detailed deliberations, it was decided that the Committee headed by Shri.P.V.Mathew, should complete the task entrusted to them within a period of two months and the report be submitted for the Consideration of the Confederation.  Once, the Committee puts up its recommendations, the other requirements will be looked into by the Confederation.


All our affiliates/State Units are requested to await further developments in the matter.

APPOINTMENT OF CO-ORDINATORS FOR REGIONAL RURAL BANKS
The Executive Committee of the Confederation met at Panjim:Goa on 17th of February 2010, had an occasion to review the organizational activities in the Regional Rural Banks.  In the course of our deliberations, the representatives of the All India Regional Rural Bank Officers’ Federation expressed their concern over the pending problems and issues of the Regional Rural Banks requiring the attention and co-operation of the Sponsor Banks in resolving these grievances.  Majority of HR issues of RRBs are dealt at sponsor Bank level, hence co-ordination at the affiliate level is a must.  The Confederation had directed earlier for the appointment of co-ordinators by the affiliates in their respective sponsor banks to attend to the grievances of the officers working in the Regional Rural Banks in co-ordination with the officers’ association in all such Regional Rural Banks.  However, during the last couple of years due to the mobility of the officers in several banks, the positions have remained vacant, thereby causing a great disadvantage to our affiliates in the Regional Rural Banks.
After detailed deliberations, the Executive Committee suggested that fresh directions should be sent by the Confederation to all the affiliates to nominate a co-ordinator for the respective Regional Rural Bank to enable the affiliates of the Regional Rural Banks to tackle the problems of their members effectively. Accordingly, we request all our affiliates to nominate a co-ordinator for the respective Regional Rural Banks sponsored by them to take up the issues connected with the members of the Regional Rural Banks in consultation with their Associations immediately.  Please advise us the names of the co-ordinators, to enable us to communicate organisational requirements to them.
Please treat the matter as urgent.

ORGANISATIONAL PERSPECTIVES CONCLAVE OF LEADERS OF AFFILIATES OF THE CONFEDERATION BRAIN STORMING EXERCISE

One of the subjects which came up for discussions in the recently concluded Executive Committee meeting held at  Panjim:Goa on 17th and 18th of February 2010, was the review of the organizational perspectives in the backdrop of the Confederation getting prepared to celebrate its silver jubilee year of the Foundation during the current year.  The members acknowledged whole heartedly the success of the Bank Officers’ movement under the banner of the Confederation over the last 25 years.  The Confederation was the first umbrella organization which provided a great impetus for the alround mobilization of members in different sectors of Banking.  The special attention given by the Confederation in mobilization of members under the Private Sector Banks, the Regional Rural Banks and also the co-operative Banks gave a tremendous organizational strength and advancement for the Trade Union movement in the banking industry.  The special emphasize was laid on the mobilization of the members where the unions were yet to blossom in the early 1980’s and 1990’s, so that the Confederation becomes a monolithic organization representing the entire bank officers’ community under one umbrella.  The Confederation almost became a house hold name amongst the Bank Officers’ fraternity purely for its dedication and commitment towards the common cause of the Nation as well as the Trade Union movement.

The Confederation when it held its foundation conference at New Delhi on 6th October 1985, it had a great task ahead of it.  While, it was enthusiastically involved in the consolidation of the Bank Officers’ movement, the new challenges that swept the country in the form of financial reforms gave a big challenge to the leadership of our movement of not only consolidation of the Bank Officers’ movement but also protecting the Banking sector from the clutches of the Private Management.  The Confederation was the first trade union to raise its voice against the ill-advised moves of the Government in the name of privatization of the Banking Industry through phased divestment and also the encouragement to the new Private Sector banks as well as the Foreign Banks.  The new generation private sector banks mushroomed and vanished within a period of one decade thus proving the prophecy of the Confederation that they cannot survive on the basis of the speculative business in the market.

The Confederation also came in the way of the Government strategy of handing over some of the Public Sector Banks in the name of viability during the middle of 1990’s through sustained campaign against these moves and also organisational struggles. These initiatives were nipped in the bud due to the solidarity and unity displayed by the Confederation along with other unions in the Banking Industry. The members of the Executive Committee while deliberating over these issues were of the unanimous view that there is a need to take a close look at these developments in comparison with the current challenges and the various moves of the Government and the other agencies concerned with the banking in respect of trade unions.  It is also necessary to rejenuvate the organisational structure across the country to ensure the total commitment and conviction of the rank and file across the country towards the cause for which the Confederation was established.

After detailed deliberations on the various points made by the members, the Executive Committee decided to conduct a National Convention for two day’s wherein the top leadership of all the affiliates will participate in the deliberations and have an opportunity for review of functioning of the Confederation and through a brain storming exercise to draw road map for development of cadre, to shoulder the organisational responsibility to carry the mantle in days to come.  Accordingly, the General Secretary and President have been authorised to finalise the programme, and decide the date and venue to organise a National Convention.

All top leaders of the affiliates are therefore advised to be in readiness to participate in the programme.

SYNDICATE BANK OPENS 50 BRANCHES



Syndicate Bank opened 50 branches across the country on Thursday. With this, the total branch network of the Manipal-headquartered bank has crossed 2300. , it said in a statement. Four branches were inaugurated through e-opening by the bank's Executive Director V K Nagar in Bangalore.
