9TH TRIENNIAL GENERAL BODY CONFERENCE OF OUR ASSOCIATION HELD AT HYDERABAD ON 21ST APRIL 2013 – A GLOROIUS EVENT

All of you are aware that the last General Body Conference of our Association was held at Hyderabad on 3rd February, 2008. Since then we have witnessed many developments in the Bank and Banking Industry. Officers in some of the Banks have been forced to face worst conditions whereas management in some of the banks has extended their helping hand to officers with their humane approach. But we have witnessed both travelling from the era of Ms. Daruwalla to Mr. M.V. Tanksale, the present Chairman and Managing Director.

During this period, we have also faced with many upheavals in our unit area, mainly due to the management sponsored trade union activities. Despite denying the fact by the management personnel, the fact remains as a fact in naked eyes of the public. Some of the management personnel have even gone to the extent of compromising the interests of the bank by resorting to irrational deployment knowing fully that such actions would have an adverse affect on functioning of the branches and the resultant business growth.

Despite the attacks from all the corners to destabilize the functioning of our organisation and weaken the officers’ movement, we have survived the onslaught and conducted our 9th Triennial General Body Conference at Hyderabad on 21st April 2013. This shows the dedication and commitment of our members to the organisation and for the cause of Officer’s community in the bank. We salute our members who have been with us in adverse conditions and continued their fight to protect the interests of the officers.

We are very happy to inform you that the 9th Triennial General Body Conference held at Hotel Grand Sankalp, Koti, Hyderabad on 21st April 2013 was a great success. The Conference Hall and the surroundings were decorated with flowers and banners which gave festive look. Members from all over the State, including lady members, attended the Conference with lot of enthusiasm and joy. The Conference has also attained significance with the appointment of Sri S.B. Rode, President, AICBOF as Officer-Director on the Board of Central Bank of India, recognizing our majority status in the Bank. The Conference was conducted in a most systematic and disciplined manner.

The Inaugural Session commenced at 11.00 a.m. Sri D.V. Krishna Rao, Sr. Vice-President, Central Bank Officers’ Association, Andhra Pradesh invited the dignitaries to the dais. The Conference was invoked with prayer by Sri B. Narasimha Rao, Managing Committee Member. The undersigned, in the Welcome Address, extended a warm welcome to Sri K. Kumaraswamy, President, CBOA, Andhra Pradesh, Sri A.R. Saifullah, General Secretary, A.I.C.B.O.F., who was the Chief Guest of the Conference, Sri M. Elangovan, Field General Manager of our Zone, Sri S.B. Rode, President, AICBOF and Officer-Director of our Bank and Sri E.R. Sarathkumar, Joint Secretary, AICBOF.

The undersigned also extended warm welcome to Sri N.K. Pareek, Ex-President, AICBOF, Ex-Officer-Director, Central Bank of India and General Secretary of All India Central Bank Retired Officers’ Federation, Sri K.K. Sengupta, President, All India Central Bank Retired Officers’ Federation, Sri K. Prabhakar, Ex-General Secretary, C.B.O.A., Andhra Pradesh and General Secretary, Central Bank of India Retired Officers’ Welfare Association, Andhra Pradesh, Executives of our Bank, retired officers and other CENTRALITES. All the dignitaries on the dais and off the dais were honored with flower bouquets.

Sri M. Elangovan, Field General Manager inaugurated the Conference by lighting the traditional lamp along with other dignitaries on the dais.

In his inaugural address, Sri M. Elangovan, Field General Manager conveyed the progress made by the Bank and more so particularly about crossing the milestone business mix of Rs.400000 crores. He has informed that bank has been reaping the results of its H.R. initiatives now. He has apprised about our Zone’s performance and its standing in the bank on various parameters. He has also informed that branch net work would be at faster pace during the current year which would throw opportunities for grabbing business from new avenues. He appealed to all CENTRALITES to put in their best efforts to attain the goal of Rs.500000 crore business mix during the current year. He expressed confidence that bank would be able to reach it golden goal with the dedicated efforts of all CENTRALITES. He ended his inaugural address with a famous quote of Sri A.P.J. Kalam, Former President of India.

Sri E.R. Sarathkumar, Guest of Honor, recollected his experiences with our Unit and how he got inspiration from the activities of A.P. Unit. He informed that officers’ interests would be safeguarded only with their association with AICBOF and its affiliated units, which have been fighting since long and keeping the dignity of the officers intact. He has informed that the officers in the bank would get its due share now with the appointment of Sri S.B. Rode as Officer-Director on the Board.

Sri S.B. Rode, President, AICBOF and Officer-Director, Central Bank of India deliberated at length about the situation prevalent in the Bank and the management’s attitude towards the officers. He has informed that our Pune Unit is commanding more than 94% of membership amongst the officers where the rival unions are restricted to single digit. He has expressed his gratitude to the officers in the bank who have been jubilated with his appointment as Officer-Director on the Board. He has exhibited his humbleness by declaring that he is small soldier of the Federation, the champion of officers’ movement in the Bank and will remain as a committed soldier irrespective of his position.

He has expressed his anguish as to how the Andhra Pradesh unit is lagging behind in membership when compared to other units especially when the Federation leads the membership in the bank with a huge majority. He has ensured that AP unit will have special attention in the eyes of Federation considering the fact that it has been at the receiving end during the recent past with the attacks from the management sponsored trade union activities. He has also assured that every effort will be made to safeguard the interests of the members of AP unit who have shown their courage in continuing their affiliation with the Association. He wished that A.P. Unit would follow the footsteps of Pune Unit and regain the majority status to safeguard the interests of the Officers’ Community. He has also expressed his gratitude for inviting him to the General Body Conference and extending warm welcome by the unit.

Sri A.R. Saifullah, General Secretary, AICBOF and Chief Guest of the Conference has greeted the gathering with a famous Telugu salutation “Endaro Mahanubhavulu. Andariki Vandanaalu”, which was acknowledged by the gathering with thunderous applause. He has appreciated the arrangements made by the Office Bearers and the Managing Committee Members for the General Body Conference.

He has informed the latest developments in the Bank and Banking Industry and congratulated CENTRALITES for reaching the milestone of Rs.400000 crore business mix. He has informed that the target could be achieved with the dedicated efforts made by the officers at the field level rather than the efforts of the executives at Regional/Zonal level. He has expressed his displeasure on fixing targets to the branches without fixing individual targets to the Regional/Zonal Heads. When he quoted an example of a Region achieving the targets in all parameters when more than 70% of the Branches in the Region could not achieve their targets, the gathering responded with thunderous applause.

He has appraised about severe shortage of officers and management’s attitude towards officers. He has also informed that the Federation has been fighting with the management for faster pace of recruitment of officers and internal promotions so as to maintain 1:1 ratio between the Officers and Clerks in the bank. He has expressed his concern as to how the executives in Hyderabad Zone could violate Central Office guidelines and settled policies in implementing the H.R. initiatives which have been demotivating the officers. He has lambasted the Corporate Management for not implementing some of the suggestions of the Federation in improving the bank’s business which would enable the staff members for their wholehearted involvement in improving the bank’s business.

He has expressed his serious concern on the rising no. of frauds in the Zone and the alarming level of NPAs. He has put the sole responsibility on the management for the situation in the Zone which has been lenient in initiating action against the offenders due to extraneous pressures. He has also lambasted the management personnel who have allowed the offenders to go scot free after their depositing huge money in the bank to cover up the intentional frauds. He has expressed his inability to understand as to how these executives could sabotage the interests of the Bank, which has given opportunities to climb up the ladder in their career.

He has also apprised about the charter of demands submitted to the IBA. by the U.F.B.U under the leadership of AIBOC, to whom we are affiliated to. He has expressed confidence that wage revision would be settled before the end of December 2013 to the satisfaction of all.

As regards the functioning of AP state unit, he has informed that the AP unit has its unique place in the eyes of the Federation irrespective of its membership. He highlighted the importance given to A.P. State Unit by the Federation as he himself visited Andhra Pradesh on at least six occasions either in the capacity of President or General Secretary, AICBOF. He stressed upon the need to increase its membership position, which could be possible only with active participation of each and every member. His inspirational speech was well acclaimed by the participants.

He also narrated about the benefits being extracted from the management by the Federation and the fruits of which could be enjoyed by the entire officers’ community now in the form of substantial enhancement in Rent Reimbursement Ceilings and Conveyance Reimbursement on Monetary basis.

Sri N.K. Pareek, General Secretary, All India Central Bank Retired Officers’ Federation has extended warm greetings to Sri S.B. Rode on his appointment as Officer-Director as his successor. He has congratulated the Office Bearers for marching ahead despite the onslaught from vested interests.

Sri K. Prabhakar, Ex-General Secretary, CBOA, Andhra Pradesh and General Secretary, Central Bank of India Retired Officers’ Welfare Association, Andhra Pradesh has spoken at length about the militancy of the organisation and expressed confidence that Andhra Pradesh unit would become a force to reckon with in coming days and making his vision KAL-AAJ-AUR KAL a reality.

FELICITATION TO SRI S.B. RODE, PRESIDENT, AICBOF ON HIS APPOINTMENT AS OFFICER-DIRECTOR ON THE BOARD OF CENTRAL BANK OF INDIA

We are very happy to inform you that Sri S.B. Rode, our beloved President, AICBOF and Officer-Director, Central Bank of India has been felicitated at our 9th Triennial General Body Conference held at Hyderabad on 21st April 2013 amidst huge gathering and jubilant mood of the members.

We are also very happy to inform you that Sri S.B. Rode has participated in the General Body Conference and the Felicitation Function at Hyderabad on our invitation only due to his special relation with our Association. In fact, he has almost cancelled his programme at Hyderabad due to his sudden illness. Being a committed soldier of the Federation, he has attended our General Body Conference ignoring his health condition, which should be appreciated by all. Due to his illness, he could not even take breakfast or lunch. In spite of that, he participated in our General Body Conference with full vigor only with an intention to keep his commitment to AP Unit and to protect the interests of the Officers in the bank and more particularly the officers of Hyderabad Zone.

Immediately after the addressing of Sri A.R. Saifullah, our beloved General Secretary, AICBOF and immediately upon the announcement of felicitation programme, all the members present in the Conference have responded in an unprecedented manner. It’s a scene to be cherished for long and to be seen in one’s life. People thronged upon the dais to greet him and honor him. Due to the unprecedented response, we were forced to cut short of the felicitation due to paucity of time on account of his essential participation in the discussions scheduled on 22nd April 2013 with Central Office on Transfer Policy. He was honored with shawls and bouquets by a large no. of officers and given a standing ovation with loud applause.

Responding to the occasion, Sri M. Elangovan, Field General Manager and Sri P. Dharmalingam, Sr. Regional Manager, Hyderabad have also felicitated Sri S.B. Rode with shawls and flowers on his appointment as Officer-Director on the Board of our Bank in the presence of Sri Ajay Kumar Agarwal, Asst. General Manager – Marketing and other executives of Hyderabad.

BUSINESS SESSION

During the business session, which was held after lunch, the Conference has unanimously approved the accounts of the Association and the General Secretary Report. Later elections to the unit were conducted by Sri S.B. Rode, President, AICBOF, Sri A.R. Saifullah, General Secretary, AICBOF and Sri .E.R. Sarathkumar, Joint Secretary, AICBOF as Election Officers, with the approval of the house. Sri A.R. Saifullah declared that only one panel of names of Office Bearers / Managing Committee Members was submitted by the undersigned along with Sri D.V. Krishna Rao. Sri Saifullah declared the panel as unanimously elected and read out the names to the applause of members. The list of Office Bearers/Managing Committee Members is enclosed.

After the election process, Sri D.V. Krishna Rao, the newly elected President requested the members to extend cooperation to the new team of Office Bearers and assured that the Association would initiate all measures to protect the interests of the officers.

Sri C.A. Mallikarjuna Rao, the newly elected General Secretary has conveyed his gratitude to all the members for reposing faith and confidence on the body and electing the panel unanimously. He has also extended his gratitude to the members for continuing their loyalty towards the organisation despite facing several hardships from all the corners. He has assured that the efforts would be continued to protect the interests of the officers with the active support of the Federation and the Officer-Director.

As the Federation leadership felt that these dedicated members should be appreciated for their unstinted support to the Association, touching the hearts of the participants, Sri A.R. Saifullah and Sri S.B. Rode greeted every participant by going to their seats and honoring them with flower bouquets. It’s a magnificent gesture from the mighty leaders of the officers’ movement to the magnificent members. Some of the members moved away with this unprecedented gesture from top leaders.

We salute these dedicated members and we can only repay them with our sincere and honest efforts to continue the struggle and take the officers’ movement in the bank and in the Banking Industry to further heights.

Later the house passed Amendments to the Constitution increasing the monthly subscription from the present Rs.100/- to Rs.150/- in order to fall in line with other units of the Federation and also to meet the spiraling costs. Resolutions on some important matters were placed and the same were passed unanimously by the conference.

The business session concluded with vote of thanks by Sri M. Veerabhadrakumar, the newly elected Regional Secretary, Vijayawada. The Conference proceedings were conducted in a systematic manner, which was appreciated by all the members. All the dignitaries participated in the meetings have lauded the efforts made by our Association in conducting the conference successfully.

Friends, this Conference has its own significance in the backdrop of upheaval against the officers affiliated to our Association. Despite facing so many odds, this conference turned out to be a memorable one. The enthusiastic participation of the members and their involvement in the Association have not only given strength to the Office Bearers but also laid a higher responsibility on the shoulders of Office Bearers in strengthening the Organisation.

We thank all our members for their spontaneous response and liberal financial contribution for the General Body Conference. We convey our sincere thanks to Sri M. Siva Sankara Rao, who has been extending his services to our Association even after retirement from the bank in all aspects. We assure you that the newly elected Office Bearers would strive hard and put every effort for the development of the Association and resolving the members’ grievances.
