“Some of the important issues concerning officers were taken up with the management and discussions were also held. Issuance of request transfer orders to Scale I Officers who were eligible at the time of recruitment of Probationary Officers in January 2011, and implementation of the request/rotation/recruitment orders of IT Scale I, II and III Officers that were issued in May 2010 have been discussed at length and we have impressed upon the management for the immediate issuance/implementation of these orders because of the beginning of education session. Also some of the Officers with less than five years of left over service were finding it difficult to bring down the outstandings in Centconvenient loan as per the policy. This has also been taken up with the management. The communications sent to the management on these matters have been reproduced hereunder for your information:

“CONSIDERATION OF REQUEST TRANSFERS:
The interview process of the successful candidates in written test and the candidates in normal channel for Scale I to II and Scale II to III has been just concluded. The results are expected to be declared shortly. Further, we understand that the postings of these successful candidates will be done by the end of May 2011.

In this regard, we would like to inform you that one batch of promotee officers in Scale III has completed 3 years on 05th May and in Scale-II, completing 3 years on 08th May 2011. Thus they have become eligible for request transfer to their parent/other zones and have sent in their applications through proper channel. As such, during the releasing of postings of the new promotees, we request you to consider the request transfer applications of officers who have completed/will be completing three years on 5th and 8th May 2011 and becoming eligible for a request transfer. The concerned department may please be advised suitably.”

“OVERDRAFT FACILITY TO STAFF UNDER CENTCONVENIENT SCHEME
In terms of Central Office circular 147 dated 19th March issued by HRD, the Centconvenient Scheme was modified with regard to eligibility criteria and interest rate.

In terms of this circular, in the case of employees with less than 5 years of left over service to retirement, the limits are to be reduced gradually and so the outstanding balance. This has created a lot of inconvenience to the branches and officers which are narrated herein below:

  1. In most of the cases the balance outstanding in OD A/cs are almost to the extent of the limits with hardly any room for further withdrawal. The salary is being credited every month to ensure servicing of interest. Withdrawal is being permitted to the extent of available limit only.
  2. Immediately after completion of 55 years if the staff member has to bring down the limit/balance, it becomes necessary to bring in funds. This creates a lot of financial strain on the staff member.
  3. The Branch Managers have also been held responsible for bringing down the limits/balance which is normally not adhered to by the staff members. There are instances where the staff member is also proceeded departmentally by issuance of memo etc.
  4. It has also been brought to our notice that external auditors have demanded for treating such accounts as NPA since the circular of Central Office has not been strictly adhered to with regard to bringing down the limits/outstanding balance.
  5. The need of finance is very acute during these years as most of the staff members will have the responsibility of performance of marriage of children, completion of education of children etc. for which funds are required. As such, the staff members find it difficult to bring down the limit/outstanding balance.

Keeping this in view and also to see that the staff member gets sufficient retiral benefits on hand, we have the following suggestions to make:

  1. The limit or the balance outstanding that is expected to be reduced be carved out as a demand loan repayable in 12 instalments. With this the limit and the balance will automatically get reduced and at the same time neither the Branch Manager nor the concerned staff member will be put to any difficulty, financial or otherwise.
  2. Alternatively after attaining of 55 years of age, the entire balance outstanding should be treated as demand loan to be repaid in 60 EMIs. Such staff members need not be given any further OD facility under the scheme. This will ensure clearance of the entire balance in Centconvenient account before retirement. This will also ensure receipt of substantial retrial benefits on hand.
  3. For those whose left over service is less than 3 years, interest portion be recovered and the entire outstanding is allowed to be adjusted from the Terminal Benefits.

We request the management to review the scheme in the light of suggestions made herein above.”

“ISSUANCE OF INTER-ZONE TRANSFER ORDERS OF SCALE-I OFFICERS
The bank has recently recruited Probationary Officers who have reported to the bank on 29th January 2011 and 5th March 2011. As per the extant policy, along with the recruitment and posting of the Probationary Officers, the inter-zone request transfers of eligible Scale-I Officers are also to be considered. During the personal discussions we had, you were kind enough to inform that the request transfers have been considered and orders were being issued shortly.

During the recent personal discussions we had, once again we had requested you to issue the orders of request transfer of Scale I Officers who were very anxiously waiting for the same. This request was made by us to avoid uncertainty on the part of the officers and also to enable them to make proper arrangements for the education of their children. Now that the finalization of annual accounts and audit at the branch/regional level is almost complete, we request you to issue the inter-zone transfer orders to all the eligible Scale I Officers immediately. Since the education session is to start from June 1st 2011, the implementation of these orders would facilitate the Officers in proper arrangement of education of their wards.”

We are following up these and other issues for immediate implementation.”
