“IMPORTANT DEVELOPMENTS–DISCUSSIONS HELD WITH THE MANAGEMENT

In the recent past, several rounds of discussions have been held with the management on various policy matters concerning Promotion, Fitment Formula, Transfer Norms, etc. We are giving hereunder the details of such discussions held and the decisions arrived at during such meetings.

AMENDMENTS TO PROMOTION POLICY FOR OFFICERS 

During the discussions, one of the matters that has been deliberated often is the average age of officers in various scales. Due to a number of factors, over a period the average age of officers in different scales has been on the increase. This has resulted in huge vacancies in various scales but there have not been sufficient eligible officers to participate in the promotion process. A number of branches have not been having a Branch Manager or Second Man which has hindered the growth of the bank; also due to shortage of officers there has been increase in workload/responsibilities on other officers. We had been suggesting for decreasing the eligibility period for appearing in the Promotion Process for officers which can to some extent address this problem. In this regard, detailed deliberations were held by the Principal Office Bearers of the Federation with the management on 11th May 2010 and it was mutually agreed that:

The eligibility period for appearing in the Promotion Process of Scale I to II would be reduced from 7 years to 5 years.
Eligibility period for appearing in Promotion Process of scale II to III and III to IV would be reduced from 5 years to 4 years.

Apart from the above reductions, further relaxation period of one year by the Board of the bank as per the existing policy would continue.  This is sure to result in more opportunities for the officers for promotion from one scale to another and reduce the average age of officers in higher scales.

Further it was also agreed that the cut-off date for the purposes of reckoning minimum eligibility period, conclusion of debarment, educational qualification etc., should be the last date of the previous month to the date of initiation of process. Earlier it was the end of the previous quarter from the date of initiation of process. This will also bring down the grievances of a number of officers who were deprived of chance to appear in the process. Looking to the need of the bank and the present circumstances, other minor changes with regard to formation of Committees for promotion in higher scales, assessment of vacancies etc. were also discussed. We are pleased to note that a Circular in this regard has been issued by the management giving full details of such amendments carried out after due approval of the Board.

Our Federation has also demanded a full fledged discussion on the matter of Promotion Policy for officers in Specialist Category. Because of a number of amendments that have taken place in the policy for General Category, it has become necessary to rationalize and improve the Promotion Policy for Specialist Category to bring it at par with the General Category process.     

2. FITMENT  FORMULA FOR PROMOTEES TO OFFICER  GRADE - SCALE I

Our Federation had filed a Writ Petition against the agreement entered into between the majority workmen union and the bank management in the matter of Fitment Formula for promotees of clerical to officer cadre in 1991as the same was detrimental to the interest of officers.

The petition was decided in favour of the Federation in 1997 whereafter the management had appealed to the bench in Hon’ble High Court of Bombay. The case was heard and a favourable  judgement was given in December 2003 as under:

The management should call AICBOF, the majority Officers’ Organisation for discussing and finalizing a Fitment Formula for the promotees from clerical to officer cadre.

Till such formula is finalized, the bank management to continue to give fitment as per the 1986 formula.

Our Federation had been demanding for a discussion on the Fitment Formula.  During the period 1991 to 2003, there have been 3 Wage revision settlements at Industry level which has necessitated a proper fitment formula for the promotee officers. Accordingly, the first round of discussions on Fitment Formula took place with the management on 29th January 2010 when the Federation had submitted a revised Fitment Formula. Thereafter further discussions have also taken place and a beneficial formula for the promotees is expected to be finalized and settled soon. This is sure to bring an end to the frustration of the promotees.   
             
JOINT DISCUSSIONS ON POLICY ISSUES

We shall be shortly submitting the agenda for Joint Discussions on various policy issues/benefits/facilities for officers. The dates are expected to be finalized soon. A number of issues for rationalization/improving the existing schemes are being taken up during these discussions. We shall keep the officers informed of the details in due course.

WAGE REVISION – PAYMENT OF ARREARS

All of you are aware that the Wage Revision settlement at the Industry level was signed by the Officers’ Organisations and the IBA on 27th April 2010. After approval by the Government of India, all the banks have already issued circulars for implementing the Wage Revision settlement and to make payment of arrears from 1.11.2007 to the officers.

We are also happy to inform you that the Government has cleared the Second Option of Pension settlement signed between the Officers’ Organisations and the IBA. The offer letters for opting for pension are expected to be issued by the bank very shortly.

LEVY ON WAGE REVISION ARREARS

It has been decided to collect levy on the Wage Revision arrears as usual from the members of our organisation.  The Executive Committee of the Federation has decided to collect the levy @ 5% on the net arrears payable to the officers. Accordingly a Resolution to this effect has been submitted to the bank requesting for deduction of levy at 5% of net arrears payable i.e. total amount of arrears (gross) less P.F., contribution towards Pension Option and Income Tax @ 20%.

We shall communicate to you the details of other policies/issues discussed with the management in our next circular.”
