AIBOC issued its circular No. 57 on 22nd Triennial General Conference of Indian Bank Officers’ Association, Andhra Pradesh held at Hyderabad. We are reproducing the same here for our readers.

22ND TRIENNIAL GENERAL CONFERENCE OF INDIAN BANK OFFICERS’ ASSOCIATION, ANDHRA PRADESH UNIT AND SILVER JUBILEE CELEBRATIONS A GRAND SUCCESS

May Day, which is celebrated all over the world to commemorate the sacrifices made by the pioneers of the labour movement, was celebrated in a unique way by Indian Bank Officers’ Association, Andhra Pradesh Unit, and exhibited their responsibility towards the society.

It was a heart touching moment for all participants, when about 100 students of visually impaired, “Devanar Foundation for the Blind”, were presented with a useful kit by Com.G.D.Nadaf, General Secretary of AIBOC on behalf of Indian Bank Officers’ Association, Andhra Pradesh Unit, on 1st May 2010, at Hyderabad, under Social Welfare activities conducted as one of the programmes to commemorate the Silver Jubilee Celebrations of AIBOC.  Shri. Saibaba Goud, a Padmashree awardee and founder of the school, while acknowledging the assistance from the IBOA, Andhra Pradesh Unit, shared the information that, their school since 18 years in service of children and was proud that a number of students from the school have completed MBA, Engineering degrees and are gainfully employed in prestigious institutions like MNCs, Banks, Govt. etc.  “What these students require is an opportunity and not sympathy”, he said.

The RTC Kalyanbhavan, Baghlingampally, Hyderabad colourfully bedecked like a bride was overflowing with enthusiastic delegates, observers and invitees, well before the scheduled time of commencement of the Inaugural Session of 22nd Triennial General Conference.  Throughout the area and on the roads leading to the venue, welcome banners and posters were displayed. A rousing welcome to the Chief Guests and Guests of Honour with chanting of Vedic Mantras with Poorna Kumbham, beating of drums, showering of flower petals and sky touching slogans, AIBOC Zindabad, IBOA Zindabad, AIIBOA Zindabad, created a festive atmosphere in the entire venue.

The inaugural session commenced with flag hoisting by Com.G.D.Nadaf, General Secretary, AIBOC and social welfare activities. Ms.Pooja rendered a melodious prayer seeking the blessings of Lord Vinayaka.  Com.G.D.Nadaf, Chief Guest of the function, lighted the traditional lamp to mark inauguration of the session, along with the other dignitaries on the dais.  Com.G.A.V. Badri Narayana, delivered the presidential address.  In his speech he highlighted the achievements of the Bank in business development and in achieving highest profit to the Bank.  He also covered the role played by the Association in the overall progress of the Bank.  He was happy that, promotion exercise is over and promotees are happy.  Incidentally it coincided with the conclusion of the 9th Bipartite, 2nd Option to CPF Optees and the Silver Jubilee Celebrations of the Confederation said Com.Badrinarayan.

Dr.V.Rajagopal Reddy, dynamic General Secretary of the Andhra Pradesh Unit, in his introductory address, expressed his gratitude to the Bank and to the All India Indian Bank Officers’ Association for finalising the promotions, and transfer policies for officers.  He expressed his concern on shortage of clerical and officer staff, opening of new branches without adequate infrastructure and minimum complement of staff.  He appealed to the Bank to revise ceilings on reimbursement of conveyance expenses and rentals on leased accommodation.

Before Com.G.D.Nadaf, General Secretary, AIBOC was called to deliver the inaugural speech, he was felicitated with mantra pushpa, tambula and gajamala. The entire house gave a standing ovation and hailed amidst thunderous applause AIBOC signing of historic 9th bipartite agreement and securing one more Option to CPF Optees.  In his inaugural speech he covered in detail the salary revision agreement and pension settlement.  On his own, he clarified a number of issues, such as equidistribution of load on all scales, elongation of scales by two stages for Senior Management Grade Scale Officers, two additional stagnation increments for Scale I to Scale III Officers, upward revision in allowances, improvement in LTC for Junior Officers, last minute change in modality for contribution of 30% of cost of 2nd Option on Pension by CPF Optees, Date of effect of Pension, Coverage of Retirees etc. The membership welcomed the settlements with thunderous applause. He also commented on the needless transfers by the Managements resulting in avoidable cost for the Banks and inconvenience for officers.  He also informed that AIBOC will take up the remaining “residual issues” like regulated working hours, 5 day week, staff loans, transportation charges etc., with IBA. He also requested the management of the Indian Bank to improve the perks for officers as a gesture of goodwill for their splendid performance. He congratulated the management and Association for the Bank achieving record profit for the financial year 2009-2010.

Com.K.Ramakoteshwar Rao, Secretary, Andhra Pradesh State Unit of AIBOC, was the Guest of Honour.  In his address he reminded the sacrifices of workers in Chicago to secure the norm of 8 hours work per day and to commemorate that, May Day is being celebrated throughout the world to-day.  He reminded one and all of the duty of organised trade unions towards unorganized sector, securing regulated working hours for officers and 5 day week in the Banking Industry.  Public Sector character of Banks must be protected.  Due to transparency in negotiations on salary revision and pension option, expectation of the membership has gone up.  But, in the given circumstances, one more Option for pension to CPF Optees and highest increase of 17.5% wage revision, is a historic achievement of the Confederation.  The Confederation has organised a “Conclave” for a brain storming session on 15th and 16th May, 2010 at Idukki, Kerala for General Secretaries of its affiliates to review the past performance, evaluate and set goals for future as a part of Silver Jubilee Celebrations of the Confederation, said Com.Ramakoteshwar Rao.

Shri.T.S.Bhaskar Rao, General Manager and Circle Head, Hyderabad Circle was Guest of Honour.  He complimented the Public Sector Bank employees for protecting the PSBs from financial crisis, and taking Banking to the door steps of the common man.  He thanked the Association for the positive role played in achieving the business targets.  S/Shri. N.Janardhan Rao, G.Sudhakar and G.Raghu, DGM’s of Chittoor, Visakapattanam and Vijayawada Circles, respectively spoke on the occasion and felicitated the Association.

Com.K.Chandrasekar, President of AIIBOA, compared the 9th bipartite settlement and 2nd Option on Pension to a Win-Win situation in the given circumstances.  A long pending demand of the Confederation to secure social security to the officers and their families has been achieved.  Although priority of the Confederation was pension, highest ever increase in salary revision has also been achieved, for which we compliment the negotiating team of the Confederation.  He suggested to the Confederation, as to how to take up the matter with IBA on Compassionate Appointments, Disciplinary matters, Improvements in Pension Scheme etc.

Com.T.T.Natarajan, Secretary General AIIBOA, in his address complimented the negotiating team of the Confederation for providing an opportunity for CPF Optees to choose pension and lead an independent life after retirement.  He assured the leadership of the Confederation that, AIIBOA will be conducting social welfare activities, across the country, under the auspices of the Silver Jubilee Celebrations of the Confederation.  He advised the CPF Optees to opt for Pension otherwise they will lose a golden opportunity.  He appealed to the Management to commence recruitment of adequate staff for posting to the branches.

The programme concluded with vote of thanks by Com.D.Sivaprasad, Secretary of the Reception Committee.  Earlier Com.G.A.Lincoln, Chairman, Reception Committee welcomed the guests and the gathering. It was a well attended and excellently arranged programme, for which leadership and volunteers of the IBOA, Andhra Pradesh Unit deserve rich appreciation.  In the business session, report of the General Secretary was adopted and resolutions were passed unanimously.  Com.G.A.V Badri Narayan and Com.Dr.V.Rajagopal Reddy have been re-elected un-opposed as President and General Secretary of the Andhra Pradesh State Unit along with their team.  We congratulate and wish them all the best in their future endeavours.
