PUNJAB NATIONAL BANK OFFICERS’ ASSOCIATION
Inaugural session of the 21st General Council meeting of All India Punjab National Bank Officers’ Association held on 20th September, 2009 at Hotel The Mughal, at 10:45 a.m was a grand success. The delegates and observers received the guests and invitees with raising of full throated slogans in the Conference Hall. There was a festive mood in the Hall, members greeting the newly elected office bearers of the Association. The dais was well decorated, displaying the demands pending before the IBA/Management.PUNJAB NATIONAL BANK OFFICERS’ ASSOCIATION
2. Com.G.D.Nadaf, General Secretary, AIBOC, inaugurated the conference by lighting the lamp amidst thunderous applause. In his inaugural speech, he extensively covered on the developments as regards industry level issues under negotiation with the IBA. He expressed his happiness that, AIBOC has almost clinched the long pending aspirations of the CPF optees to switch over to the Pension Scheme. The related issues on 2nd Option will be discussed further with the IBA during the next meeting scheduled on 24th September, 2009. As regards salary revision, constituents of UFBU are not satisfied with the offer of IBA for 17.5% increase. All Banks are performing well. The better pay compensation system for Govt. and other Public Sector undertakings has raised the hopes in the Banking Industry. In lieu of 2nd option on pension, employees have to share the burden of cost to the extent of Rs. 1800/- Crores. Therefore, the present offer on salary revision is far below the expectations of the grass root level membership. They have already expressed their anguish by making the 6th and 7th August 2009 strike a thunderous success. The risk, responsibility, transferability and accountability of officers, coupled with unlimited working hours have made the life of the officers miserable. Hence, we are persuading the Govt/IBA for better pay package and early settlement of the issues, so that the unions could concentrate on ill-advised moves on financial and labour reforms waiting in the wing. He was very critical of the attitude of the Government on Compassionate Appointment Scheme pending before them for approval, as the family conditions of the deceased employees are pathetic in the absence of Compassionate Appointments in the Banking Industry, said Com. Nadaf.
3. Shri. M.V.Tanksale and Shri. Nagesh Pydah, Executive Directors of the Punjab National Bank were the Chief Guests. In their speech, they covered the Bank level issues and appreciated the Association for the positive role played in achieving the business targets. Com.K.D.Kheda, General Secretary, AIPNBOA in his speech thanked the Management representatives for their co-operation and assured that, the Association will continue to play stellar role for the development of the Bank. Com.P.R.Mehta, General Secretary of AIPEF in his felicitation speech expressed his concern about the merger and acquisition policy of the Govt. of India. The joint forum of AIPNBOA and AIPEF will take up the bank level issues together. Com.P.K.Sarkar, President of AINBOF in his address appreciated Com.Kheda for his continuation as General Secretary of AIPNBOF for the last 27 years. He expressed that apart from pursuing monetary issues, there is a need to fight for the dignity and self-respect of officers. The punitive disciplinary rules, harsh policy in transfers etc. are discouraging the officers to exercise their powers freely.
4. Earlier after invocation, Shri. R.P.Sharma, Chairman Reception Committee welcomed the gathering. S/Shri. Ved Vyas, Deputy General Manager, D.S.Solanki, AGS, B.P.Sharma, G.M (HR), Rohtas Kumar, General Manager, also spoke on the occasion. A souvenir published on the occasion was released by the Executive Directors. Under the Social Welfare Programme gifts were handed over to the visually challenged persons. Com. Ashish Sen, President of the Association delivered the Presidential speech. The inaugural session concluded with a Vote of Thanks by Com. Pradeep Kumar.
5. Comrades, it was a well planned and largely attended open session, proceedings of which were extensively covered in the print and electronic media. We compliment the leadership of the AIPNBOA, Com. Ashish Sen, Com.K.D.Kheda and volunteers’ force for another memorable programme. We congratulate the newly elected Office bearers and wish them all success in their endeavours.
