WELCOME -  THE  NEW YEAR 2012

We are ushering yet again into a New Year emerging from the shadows of the byegone year which had its share of triumphs and tribulations. We will be entering a New Year with all hopes for a better future, a brighter horizon where the shackles of oppression, poverty, hunger, inequalities, and imbalances are removed and the world emerges as a place where people throughout the world live in amity, peace, harmony and universal brotherhood.

The Arab Spring and the Jasmine Revolution throughout the North African                countries is a pointer to the fact that the autocratic, oppressive and self-serving rule of the dictatorial regimes can be toppled with mass upsurgence. The corrupt and inefficient rulers as in the case of Italy and Greece can be removed through mass movement. The public resentment for concentration of wealth in few business houses and indinduals demanding equitable distribution of national wealth could shake the mighty US administration. The occupation of Wall Street by protestors in a truly Gandhian way was an open expression of anguish against laisez faire policy, relentlessly pursued by the USA. The mass movement in Russia against Vladimir Putin is indicative of the opposition to sham democratic rule of the party. The bygone year held a ray of hope, of resilience of the mankind to the natural catastrophes –Tsunami in Japan damaging the Nuclear Power Station in Fukushima and posing a threat to mankind of nuclear radiation, unprecedented floods in Philippines, Thailand, USA on account of torrential rains, causing loss of lives and property, terrorist attacks in India, Norway, Pakistan, the people across the world encountered the calamities bravely and stood up to the challenges, emphatically proving the point that such disasters will not deter the human spirit.

The movement under the banner of India Against corruption led by the Gandhian Shri. Anna Hazare, exhibited the indomitable will of the people to abhor corruption in all walks of life and the movment shook the UPA Government compelling it to pass the Lokpal Bill in the Loksabha. We hope that, Lokpal will become on act during the year.

These developments across the globe have a ray of hope in them for the mankind, to look to the future with positive optimism and live with the hopes of a world free of tensions, strifes, disturbances. The forecast of India emerging as one of the economic Super Powers of the world is a heart warming development. When the pall of gloom as a sequel to slowdown in the USA and recession in Europe is pervading the universe, India is poised to achieve 7.5% growth in GDP.  When the banking industry across the globe is on a slippery wicket, the Indian Banking Industry is in its pink of health with robust growth. Indian Economy is expected to be on a high growth trajectory.

AIBOC continued its campaign to protect and promote the interest of officers in the Banking Industry. The more than two decades of AIBOC’s movement has come to symbolize the hopes and aspirations of lakhs and lakhs of officers in the Banking Industry. AIBOC will continue to be a unifier and crusader. However, alongside its impressive growth and development the sheer vastness of the organisation has brought certain amount of lack of cohesion, deficiencies in perception at some levels. These will impact the overall effectiveness of the organization. Time has come for us to mach ahead shedding our weaknesses. This should be the focus of our attention during the New Year.

The developments around us are more and more unambiguously clear that further offensives will be mounted on the Banking Industry in the days to come. Privatisation and deunionisation are the prime agenda of the government. The struggle against this warrants organisational unity and strength, besides total comprehension and perception, both ideological and political. Hence, the coming days will be quite challenging. Intensification of our activities, envisioned strategies and functional effectiveness are the need of the hour. Important issues being pursued by AIBOC and to be pursued vigorously, in the days to come are as follows;

Ø  Adequate Recruitments in Banks.
Ø  Revision of Compassionate Appointment Scheme.
Ø  Against Outsourcing and Casualisation of jobs, attacks on permanent jobs,   job security.
Ø  Pension Option to officers who retired under Voluntary Retirement Scheme   /Exit Option Scheme / Resigness who quit the service of the Banks after completing pensionable service of more than 20 years.
Ø  Improvements in Pension /Family Pension Scheme, updation as per Government Scheme.
Ø  Retention of   Interest Rate on PF at 9.5% p.m
Ø  Increase in the quantum of Housing /Conveyance loans.
Ø  Reduction of Interest on Housing Loans availed by Bank Officers.
Ø  Pension at 50% of last drawn basic pay without linking to number of years of service.
Ø  Improvement in commutation formula at 40% of Basic Pension.
Ø  Introduction of Separate Consumer Price Index (CPI) for Bank Employees/Officers and also pensioners.
Ø  Payment of Family Pension at enhanced rate for the first 10 years.
Ø  Five day week and defined working hours for Officers.
Ø  Commercial Bank Allowance of Rs.5000/- p.m. be paid to all officers as available in RBI.
Ø  Insurance covering the lending risks.
Ø  Provision of 15 days lodging facility on transfer.
Ø  Setting up of an exclusive Central Administrative Tribunal and Central Vigilance Commission for Bank Officers.
Ø  Review of Service Rules and Disciplinary Proceedings.
Ø  Child care leave to women officers to be extended to two years as is being done in case of Central Government women Employees.
Ø  Fair and honourable Salary Revision commensurate with the risk, responsibility and All India transferability of officers.

The year 2012 will be a year when the IX Bipartite Settlement expires on 31.10.2012 and for this AIBOC and other officers’ Associations will submit an exhaustive Charter of Demands to the IBA. The AIBOC is on the job to prepare a comprehensive charter of demands, which should aim at a reasonable increase  in salary and allowances in tune with the environmental factors. From this moment onwards, AIBOC will be on a campaign trail to negotiate  and settle the wage revision within a record time, keeping in view the aspirations and expectations of the officers in the Banking Industry.

Time has come for us to take the pledge that we will live up to the dreams and expectations of the leaders who built this glorious and great Organisation of the officers’ community, yearning for a life of self- respect and dignity. Our New Year Resolution is that, we will move to greater heights of glory and overcome all attacks and obstacles with courage, conviction militancy, struggles and sacrifices. We cannot bask in the past glory and we have to tread on a bumpy road to achieve our goals.

With hopes of a better and bright future for all of us we have to move hand in hand together as disciplined soldiers to achieve our goals and aspirations. We have the confidence that with a firm and steely resolve to achieve all our legitimate demands, the entire officers’ force in the banking Industry will stand as one man behind AIBOC which has spearheaded many campaigns and battles  to achieve an honourable salary revision, improvements in service conditions, better allowances, updation of pension   etc.

We have to run faster and faster to reach our goals,

We have to grow stronger and stronger to meet the challenges

We have to march on unitedly shoulder to shoulder to realise our dreams.

WE HOPE THE NEW YEAR WILL HERALD A BRIGHT FUTURE FOR ALL OF US AND WE WISH ALL OUR AFFILIATES AND MEMBERS A VERY HAPPY, PROSPEROUS, SUCCESSFUL NEW YEAR 2012
