AIBOC issued its circular No. 19 dated 01.03.2011 on Special Allowance for Officers working in North Eastern States including Sikkim and Ladakh. We are reproducing the same here for our readers.

SPECIAL ALLOWANCE FOR OFFICERS WORKING
IN NORTH EASTERN STATES INCLUDING SIKKIM AND LADAKH.

We have addressed a letter to the Chairman, IBA for extending the Special Allowance to the officers who are from within the North Eastern Region along with the officers, who are posted from outside the Region.

Text of the letter annexed is self –explicit.

 In the wake of the Sixth Pay Commission recommendations, the civilian employees of the Central Government including officers of the All India services  in the North Eastern  region, Sikkim, Ladakh and union Territories of Andaman &Nicobar and Lakshadweep group of Islands, have been made eligible for Certain allowances and special facilities. These are granted to those Central Government employees, who are posted from outside the region having All India Transfer liability. But now in modification of these guidelines the President of India has recommended that the Special Allowance should be paid to all the Central Government employees irrespective of whether the transfer, including on initial appointment  from outside the North Eastern Region or from another area of the region. The existing condition that the employees should have All India Transferability has been dispensed with. The orders have been implemented from 01.09.2008. Now that the allowances are extended to all the Central Government employees, whether from outside the Region or from within  the region, we strongly feel that the facilities should be extended to all the officers working in the branches of different Banks in the region.

We, therefore, request you to extend the facility to all the officers working in these regions  whether they are from outside or within  the Region in consonance with the guidelines issued by the Department of Expenditure, Ministry of Finance Government of India, vide their Memorandum No.11 (5) 2008-E.II (b)  Dated 29TH August 2008. The above provisions should also be extended to officers working in branches located in Ladakh, Union Territories of Andaman & Nicobar, Lakshadweep Islands, and w.e.f.01.09.2008.

We request you to please arrange for an early implementation of the guidelines.
