It is a matter of great delight for me, that
I have been unanimously elevated to the dignified post of General Secretary of
All India Central Bank Officers' Federation, that too when our Federation is
celebrating Golden Jubilee of its fifty years of fruitful existence. I have a proud privilege of enjoying a deep
association with this great organization for over 23 years. The officers under
the banner of AICBOF were able to brave all odd situations and emerged
unscathed and stronger which the trade union fraternity in banking industry
watched with amazement.
The completion of fifty years in the life of
an organization is just a beginning. We have a long way to look forward to
strengthen ourselves further in our approach and commitment to those
philosophies on which the foundation rock of our Federation was laid in the
year 1964. Let us rededicate ourselves to this cause and carry forward the
banner of our Federation to a greater height in the days to come.
Officers as of now are facing lot of problems
in operational banking such as acute shortage of staff in Rural & Semi
urban branches, the demands of customer service, the pace and issues of
automation and the target oriented working. Service conditions of the officers
in our Bank are not at par with the industry level, the Deunionization of
officers, merger of Zones, protection to office bearers, withdrawing the
facility of special leave to office bearers, restoration of pre-Gulf war status
of petrol reimbursement facility are some of the challenges before the
officers’ fraternity which need to be fought to provide self respect, dignity,
status as well as to create a sense of pride amongst the officers’ community in
the Bank.
Anyway, one fact remains that AICBOF has
played a pivotal role in our Bank in the area of improving the officer’s
service conditions. The Federation has fought several agitations at country and
unit levels and never seen any defeat. The main reason, which can be attributed
for the success in all the agitations, was the total confidence and commitment of
members and our units. Let us work in a greater cohesion to move forward as
more vibrant and strong organization.
Friends, shall I take an opportunity, as a
General Secretary of our mighty organization to appeal to all of you that each
one of us should take an oath to convince the non members and the rival camp
officers to come under the umbrella of ALL
INDIA CENTRAL BANK OFFICERS’ FEDERATION in order to further strengthen the
movement. Once conviction and confidence is there, the success has to be ours.
There has been immense contribution of many
of the stalwarts in building the strong Federation. The list is endless. I
would like to acknowledge here, that Shri. R.C.Agarwal and other veteran
leaders, who have provided an exemplary leadership to the federation. It is a
matter of pride for me that I have occupied such a post, which was honored by
such eminent leaders. I am aware about the responsibilities attached to such a
position. I assure all the officers, that I will be able to give justice to the
expectations, with dedicated, committed and fully organized membership.
PROMOTION
PROCESS FOR SCALE-I TO II, SCALE -II TO III AND SCALE-III TO IV IN THE GENERAL
CATEGORY
We
furnish hereunder the communication sent to the management for your
information:
”Recently our Management has issued a
circular asking for the application for the promotion process of Scale-I to II,
Scale-II to III and S-III to IV vide staff circular No.580/581 DATED 26Th
Feb 2014. Eventhough management has extended the relaxation in the eligibility
criteria for the process, the following points have not been given importance.
- A good number of officers have sent review applications mainly for the poor rating in their APAR. Confusion prevails with those officers. Their review applications would have been acknowledged with proper reasoning. But such officers do not know the fate of their review applications.
- Most of the Field functionaries have not so far disclosed the entries in the APAR, violating the instructions of our central office. We have on several occasions informed to the management, but such officers are continued to be kept in dark.
- At the time of issuing the circular for calling application from the eligible officers, estimated vacancies in Scale-II, III and IV have not been announced, which is contrary to the norms stipulated in the common PPO. Therefore the estimated number of vacancies is required to be announced at the earliest.
- Due to unforeseen circumstances, some of the officers had not accepted the placement last time. Such officers may please be allowed to participate in the ensuing process.
- Specialist officers are being sidelined without initiating the process for their advancement in career path.
We request your good selves to consider the
above suggestions by advising the department for the immediate corrective
steps”
