PERFORMANCE LINKED
CASH INCENTIVE SCHEME 2012-13

We are happy to note that our management has released the results of the cash incentive scheme for the year 2012-13 well in time. In this connection, we wish to point out the shortcomings and request you to redress the same so as to satisfy the dream of large number of officers working in the field.

  1. The scheme as per the P&D circular No. 1045 dated 24th Dec 2012 for the year 2012-13, envisaged the coverage of 1204 both specialized & non-specialized branches to be incentivized for rewarding the pivotal staff members, whereas the results announced vide P&D cir No. 1174 dated 1st Aug 2013, only 744 branches are declared for getting the cash incentive scheme. 
  1. The selection of Regional level best branches in all categories are only 692 branches against the scope of 1036 branches.

  1. Results have not been announced for the specialized branches in all categories under SME,CFB,MCB,CC,ARB,LDO,ZSTC,NBO,NRI Deposit Br as well Best Agriculture Branches. 
  1. We are informed by the officers working in the field that the rating in KRA’s are not carried out properly. For instance the best branch under Rural category have been rated only 3 against 5 in the HR factor. Some of the semi-urban branches are rated only 3 or 4 against 10 in CS factor. More number of branches are rated ‘o’ marks in the first two important KRA factors. 
  1. In respect of the scheme applicable to the administrative offices, if the Field Functionary is getting the cash incentive, all the other executives and others barring 75% of officers & 85% of  workmen staff with the performance score of less than 85 in their EPAS, shall be eligible. It clearly shows discrimination. Whereas if the branch is getting the cash incentive, the entire staff would be eligible. We request you not to discriminate the lower level officers & employees working in the administrative offices, and their efforts should not be undermined for deciding the coverage in the scheme. 
In view of the reasoning as stated above, we request you to review the results for declaring more number of branches as envisaged in the original scheme approved by the board in the meeting held on 6th Nov, 2012, for getting the benefits of cash incentive scheme so as to fulfill the coverage of 75% of the corpus of the scheme goes to the staff members working in the branches”

FRUITFUL TALKS WITH IBA

“Another round of bipartite talks took place between IBA and UFBU on our demands for wage revision. We emphasized the need for IBA to expedite and conclude the settlement in a time bound manner.  We also asked them to react and respond to the issues like date of effect for commencement of the revised wages, consumer price index point up-to which Dearness Allowance is to be merged with basic pay for construction of revised pay scales, quantum of wage revision, etc. 

DATE OF EFFECT:  In response, the IBA agreed that the new wage settlement would be effective from 1st November, 2012, i.e. the date from which the 10th Bipartite Settlement is due. 

MERGER OF DA FOR CONSTRUCTING REVISED PAY SCALES:  IBA explained their constraints to consider merger of Dearness Allowance at higher index points. After prolonged discussions and on the insistence of the UFBU for merger of D.A at a higher level to enable construction of Pay Scales in a reasonable manner looking to the Pay Scales of employees and officers in comparable sectors, IBA agreed and conceded to merge Dearness Allowance upto 4440 Consumer Price Index i.e. 401 slabs and construct new pay scales accordingly.

INCREASE IN WAGE LOAD: On the offer of the wage load increase, IBA wanted to study the cost impact of the merger before responding. However, the UFBU reiterated its demand that the offer shall be exclusive of superannuation cost and improvements in other welfare measures. IBA indicated that the same would be kept in mind by them.

REIUBURSEMENT OF HOSPITALISATION EXPENSES:  To our demand for 100% reimbursement of hospitalization expenses incurred by the employees/officers for self & family members, IBA offered introduction of Mediclaim policy facility under which hospitalization expenses would be reimbursed by the insurance company upto Rs. 2 lacs for sub-staff, Rs. 3 lacs for clerical staff and Rs. 4 lacs for officers per year. Looking to the various implications, we said that a detailed study is required on the contents of the scheme offered before responding.

MANAGEMENT’S ISSUES:  The management’s issues like introduction of cost to company method, Fixed Pay and Variable Pay concept were discussed and UFBU has given its strong views against the same.  However, the matter remained inconclusive.

COMPASSIONATE GROUND APPOINTMENT SCHEME:  Another vital issue, much dearer to all the bank employees, which is relentlessly being pursued by the UFBU is restoration of compassionate appointments in the Banking Industry. IBA informed us in today's meeting that its recommendations for introduction of compassionate appointment scheme on similar lines prevailing in Central Government for its employees has been sent to Ministry of Finance, Govt. of India for its approval.

Friends, we could arrive at conclusion on two vital issues i.e. date of effect and merger of dearness allowance.  We thank the team of the Negotiating Committee of IBA for this forward movement in the discussions.

The date for the next round of discussions will be decided in due course.”

We are rudely shocked to learn that the Bank has issued a ‘Show- Cause’  notice  to large number officers of the Bank on the alleged commissions and omissions on their part in the matter of handling  Agricultural Debt Waiver and Debt Relief Scheme,2008.This has demoralized the officers of the Bank, particularly Branch Managers.
If Management persists with disciplinary action in this matter, it will surely lead to large scale frustration and it will have a cascading effect in their long term performance in the rest of their career in the Bank. Such actions would also drive away the new and young recruits who have joined the Bank with high aspirations even throwing away a highly paying position in the I.T. field.
Everyone knows that implementation of ARDR Scheme in 2008 was a mammoth task. The Scheme had several provisions for different classes of farmers like Marginal, Small and Others based on their land holding and tenancy. It had prescribed several instructions on various types of credit facilities and for a plethora of agricultural and allied activities. A typical Rural Branch has hundreds and thousands of Farm Loan accounts.
In 2008, most of the Rural Branches were not even computerized not to speak of Core Banking System. Most of the Branches had only one BM without even a supporting second line officer. Some Branches were not even having a regular BM. Even, clerical support where at all available, was minimal. Even to prepare a list of eligible borrowers based on this maze of instructions was a mind boggling task.
Thereafter, following the detailed Accounting Procedure set out for the innumerable types of farmers, activities and types of accounts was a formidable task .To the credit of the officers it should be recorded, they did a commendable job of this. So much so, Bank’s circular dated 17.07.2008 issued by Priority Sector Department ( RD Section) complimented the Branches and Regional Offices for timely completion of this job. Rarely, if ever, the Bank issues such a circular and it speaks volumes about the enormity of the exercise.
After implementation of this Scheme, came the One Time Settlement Scheme in 2009-10 and this again was an arduous job. All these jobs were audited by Internal Auditors, RBI Auditors, AG’s office auditors and Statutory Auditors in their routine audit over the years. In June, 2010, there was a specific certification for implementation of the Scheme in Branches by Statutory Auditors. If all these audits could not bring out the so called irregularities now spoken of, it shows how herculean the whole effort was.
Now, after five years, chargesheeting the then BMs and officers in such an issue is totally unconscionable. Many of these officers would have already retired or would be in the evening of their service. Some may have climbed up the ladder to the executive level. The move is totally ill advised, self defeating and unethical and we request you to drop these draconian directives.”
