9TH TRIENNIAL GENERAL COUNCIL - ORGANISATIONAL AWARENESS – FUTURISTIC VIEW

           
The 9th Triennial General Council of the All India Bank officers’ Confederation which was held at Bhubaneshwar on 29th to 31st January 2011 provided an opportunity to the members to take a holistic view on the organizational structure, the past performance and the future challenges that are ahead of the movement with particular reference to the Bank Officers’ fraternity in the banking industry. The Executive Committee, which met before the General Council, also had an opportunity to deliberate on the hopes and aspirations of the rank and file across the country coming from different affiliates over the last several years. While, the members appreciating the contributions made by the Confederation for the emancipation of the supervisory cadre in the banking industry, were of the unanimous view that there is a need to have a long term approach on several issues connected with the functioning of the organization, its structure, the various wings and also to fine tune this structure to meet the hopes and aspirations of the membership at large. The Executive Committee took a view of the present situation and the need to streamline the organizational path for the next couple of years, in order to tackle the new challenges that are ahead of us, in particular the diversification, the business expansion and the threat of the new initiatives influenced by the globalisation factors.

The Executive Committee considered a number of suggestions made by the members and decided to place some of the views before the General Council for deliberations and final conclusion in the matter. Some of the major areas of debate in the Business Session which took place and the final conclusions that were reached could be classified as follows:-

The basic fabric of the Confederation structure and its philosophy has delivered the goods over the last 25 years and has enhanced the image of the organization in the eyes of the other trade union fraternity and as also the banks in the financial sector. The pivotal role of the Confederation in mobilising the supervisory cadre in particular the professional workers should continue undisturbed and the Confederation should involve itself in all such activities. The policy of remaining apolitical was reiterated by the General Council. The cardinal principle of being led by the serving members and not seeking any foreign affiliation and foreign funds was reemphasized with a view to send the correct message and avoid any confusion in the matter.

The existing structure is more than 25 years old and needed a revamping in order to provide an opportunity for the upcoming leadership to develop as future leaders of the Confederation and tackle the challenges that are confronting us. The Confederation has consolidated its position over the last several years and has faced the challenge of the globalization in an effective manner. The membership has increased and the coverage of the total number of Officers has seen a phenomenal growth in the recent past. The industry level membership strength and as well as the affiliate wise membership is as follows:-

In view of this massive coverage it was felt that there is a need to strengthen the affiliates and their leadership by providing them appropriate positions in the organisation.

Accordingly, it was decided to expand the leadership base by creating more positions to accommodate the leadership of affiliates so that they are inspired and motivated to carry forward the functioning of the Confederation in an effective manner.  Hence, it was decided to make necessary amendments to this effect. 

It was also decided to provide for Sectoral Federation status to AINBOF and create a wing for Associations of Retired Bank Officers under the banner Confederation.

The major issue that came up for discussion is the truncated growth of some of the State Units as well as National Women’s Wing activities due to the paucity of funds. In order to take care of the financial support for these wings, it was decided that the Central Office of the Confederation should extend financial assistance to the activities of the State Units as well as the Women’s Wing.

Comrades, the delegates and observers participated in a lively debate on some of these core issues and came out with various suggestions for making our Confederation more effective and meaningful in taking the consolidation responsibility of the Bank Officers’ fraternity in the Banking Industry.  It was the urge of each and every speaker that the Confederation should reach 100% membership in the Banking Industry.

The proposals mooted by the General Secretary to amend various provisions of the by-laws to give effect to the aspirations of the delegates in the General Council, with full explanation about each and every amendment, the members approved those proposals with thunderous applause. The Confederation is a live organization.  It cannot rest on its past glory or laurels.  It has to respond to the hopes and aspirations of thousands and thousands of officers who are joining the industry in a huge number, hoping that their career in the Banking Industry would be brighter due to the fraternal umbrella of the Confederation and its trade union role in ensuring all comforts to them in the industry.

The Confederation thus has taken care of the futuristic view of the Banking Industry as well as the organisation and accordingly is willing to chalk out appropriate directions for the future leadership of the organization.  Let us hope that this broad outlook towards the constitution and the effective manner in which the leadership is campaigning for the consolidation of the entire membership of the officers’ fraternity under the umbrella of the Confederation becomes a reality in a short time.
