10TH BIPARTITE MEETING SCHEDULED FOR 4TH MARCH, 2013; POSTPONED

The IBA had committed during the last meeting held on 22nd February 2013 that they are very serious about the holding of 10th bipartite meeting on a continuous basis and complete in good time.  The Chairman of the Negotiating Committee Shri.T.M.Bhasin, the CMD of the Indian Bank himself assured that the meetings would be held at a stretch so that the entire process of the 10th Bipartite can be concluded on time.

We were now advised by the officials of the IBA that the 4th meeting has been postponed due to certain unavoidable circumstances.   The next date of meeting is not yet finalized. 

We note to keep our members advised of further developments in the matter.

UFBU Meeting :
Meeting of UFBU was held in Mumbai today. The Meeting conveyed its heartiest congratulations to all the units of UFBU and entire rank and file employees and officers for their massive and enthusiastic participation in the Nationwide General Strike on 20th and 21st February, 2013 at the call of central trade unions and the UFBU. The strike has manifested the oneness of the bank employees and officers with the total trade union movement in our country.

Homage to Com. Narender Singh:
The meeting observed 2 minutes silence to pay homage to Com. Narender Singh, the leader of transport workers union in Ambala who was killed by a bus running on him when he was mobilizing for the success of the strike on 20.02.2013.

Get Ready for Strike against attacks on Trade Union Rights:
The meeting took note of the increasing attacks on trade union rights, particularly in SBI and RBI where the managements took intimidating and pressurizing tactics to wean away the officers and the employees from strike action. The meeting decided to take up these issues with IBA and the government and also prepare for strike action by end of March, 2013 if these vindictive attacks are not retraced.

Government attempts to mislead:
Just on the eve of our strike, the Finance Ministry issued a statement calling upon bank employees not to join the strike on the following grounds.

None of the main points in the Charter of Demands of central trade union has any connection with bank employees.


Banks recruit staff every year.


Bank Employees are already entitled to pension benefits.

Bank employees have social security cover.
100% employees and officers under the banner of UFBU were on strike.

All the 10 demands raised by Central Trade Unions are applicable to bank employees. Price Rise, Recruitment of adequate staff, Out Sourcing, Attack on Trade Union Rights, Equal Pay for Equal Work, Disinvestment, Improvement in Bonus Act, PF, Gratuity and  Pension benefits, etc. are all our demands also.


Nearly 200,000 vacancies of work men and officers remain vacant in banks. Many permanent jobs are out sourced.

 True, but since 1993 no improvements have been made in the pension benefits.


The compassionate appointment scheme to provide some job to the families of employees who die in harness has been discontinued in the banks for the past 10 years and still the scheme is not revised.

Thus, the government statement was only to unleash a misleading propaganda to defeat our strike instead of resolving the demands of the unions. We are happy that all unions have understood the game and made the strike a total success. 

Discussions with IBA:
Further to UFBU’s submission of charter of demands on the IBA for our wage revision and the improvement in service conditions, the IBA had invited UFBU and accordingly a preliminary round of discussions took place today between IBA and UFBU.IBA team was represented by  Shri. K R Kamath, CMD-PNB and Chairman of IBA, along with the members of their Negotiating Committee. UFBU was represented by leaders of our 9 Constituent Unions. Both the sides felt and agreed that the negotiations should be expedited and concluded in a time bound manner.IBA informed that the Negotiating Committee will be headed by Mr. T M Bhasin, CMD- Indian Bank and Vice Chairman of IBA. From UFBU, we pointed out that simultaneous to the discussions on our charter of demands, the IBA should also take efforts to resolve the pending issues like Compassionate appointment scheme, coverage of remaining employees /officers under pension option scheme, Improvement in Family Pension, Updation of Pension etc.

Next Round of Talks:
It has been decided that the next round of talks will be held on 4th March, 2013.  Comrades, the discussions on our charter of demands have begun. It shall be the endeavor of UFBU to expedite the discussions and strike a fair deal. We exhort all our units and members to remain united and be in readiness to all the calls of UFBU to achieve our demands to our satisfaction.

CONGRATULATIONS TO ALL OUR COMRADES - MASSIVE RESPONSE TO 2 DAYS’ STRIKE - BANKING INDUSTRY VIRTUALLY CLOSED - UFBU CALL RESPONDED BY OVER ONE MILLION EMPLOYEES - CAMPAIGN AND STRUGGLE AGAINST ANTI-PEOPLE POLICY TO CONTINUE

Comrades, it is yet another demonstration of unity and solidarity amongst the working class in our country to-day in response to two days strike call on 20th and 21st given by the entire trade union fraternity, sponsored by the Central Trade Unions, independent Federations and associations of the working class. We have recorded yet another golden chapter in the history of Bank employees’ movement in the country under the banner of the United Forum of Bank Unions which has the background of having fought on a continuous basis against the ill-advised moves of the Government in the name of reforms in the financial sector. The 9 constituents of the United Forum of Bank Unions led the struggle from the forefront and the All India Bank Officers’ Confederation being one of the major constituents of the UFBU participated in the struggle whole heartedly all over the country thereby virtually bringing down the shutters of the entire banking industry.

The strikers all over the country held massive demonstrations in front of the Head Quarters of the banks and other financial institutions in order to express their anger against the road roller tactics of the UPA Government and the recent attack on the Public Sector Units with a view to hand over these units to the Private Sector as well as the MNCs in the name of FDI, foreign equity etc. The leaders of various constituents of the United Forum of Bank Unions addressed the rallies all over the country and explained at length the need for sustained struggle in order to defend the interest of the public sector units and also the working class in the country. The issues that have been espoused for the purpose of the strike are dear not only to the Bank employees but also to the common man of the country since they are very adversely affected due to the so called opening up of the economy. The recent de-regulation of various essential commodities, the withdrawal of the subsidy in a systematic manner by the Government has greatly contributed to the rising cost of living thereby making the life of the people living below the poverty line as well as the working class including the middle class facing difficulty in these days.

The United Forum of Bank Unions had issued the strike notice covering the various issues flagged by the Central Trade Unions and also our own issues affecting the working condition of the employees and officers in the banking industry.

The major issues that were flagged for the 2 days strike are as follows-

Ø  Concrete measures to contain price rise.
Ø  Concrete measures for employment generation.
Ø  Strict enforcement of labour laws.
Ø  Universal social security cover for organized and unorganized workers and creation of National Social Security Fund and
Ø  Stoppage of disinvestment in Central and State PSUs/ Undertakings.
Ø  No Contractorisation of work of permanent / perennial nature and payment of wages and benefits to the contract workers at the same rate as available to the regular workers of the industry/ establishment.
Ø  Amendment of Minimum Wages Act to ensure universal coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs.10, 000/- linked with cost price index.
Ø  Remove all ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity.
Ø  Assured Pension for all.
Ø  Compulsory registration of trade unions within a period of 45 days and immediate ratification of the ILO Conventions Nos. 87 and 98.

UFBU’s CALL FOR STRIKE ON THE FOLLOWING ISSUES AND DEMANDS:

In support of the 10 point Charter of Demands of Central Trade Unions.
Ø  Control alarming price rise.
Ø  Stop anti-worker Labour Reforms - Hands off trade union rights.
Ø  Stop Banking Reforms.
Ø  Stop Outsourcing.Early wage revision.
Ø  Settle pending issues like compassionate appointment scheme.

The strike also is intended to convey to the IBA and the Government our strong resentment over the apathy exhibited by them towards our own issues such as lack of initiative to commence the negotiations on 10th bipartite, the total apathy towards a number of issues such as the Compassionate Appointment Scheme etc., which are kept in cold storage for the last several years despite our continuous plea for an early solution to help the families of the deceased employees and officers in the banking industry.

The reports received from various parts of the country indicate that the demonstrations, rallies and processions were held in all State Head Quarters, District Head Quarters and smaller cities and towns throughout the country to express solidarity and unity of the working class throughout the country. The Capital of our country at Delhi witnessed a massive demonstration and rally addressed by the senior leaders of Bank Unions and also several public personalities including the members of legislative forums all over the country. The media also gave a wide coverage for the success of the strike in the entire financial sector and thus the issues on which we are on agitation received a wide coverage in the electronic media instantly.

We have also received reports from the affiliates of the Confederation all over the country of the successful implementation of the strike call given by the United Forum of Bank Unions. The leadership of the Confederation took active interest in ensuring success of the strike action throughout the country. The Local Chapters of the United Forum of Bank Unions received a total support from our leaders from the Confederation.

The struggle is for the common cause and to ensure that the people of this country are protected from the exploitation of the MNC’s and the affluent countries who are looking to capture the Indian markets to boost their sagging economies in their domestic markets.

Hence, let us resolve to rally round the United Forum of Bank Unions and participate in the continuous campaign and struggle in order to save the working class in our country.

Comrades, you have demonstrated your strength of unity and solidarity through your participation in the strike in total and hence it is for the Government and authorities concerned to draw appropriate message and halt all anti-people and anti-working class initiatives by them in the interest of the common man in our country.

“PROMOTION PROCESS
 
The management has announced promotion process from Scale-I to II, II to III and III to IV. You are aware that our FEDERATION had taken up the issues relating to the PPO with the management for the relaxation in Eligibility in all scales, keeping aside the debarment clause, Rural/SU service, discontinuation of fast track channel in the promotion of Scale-I to II and introduction of normal channel in the promotion of Scale III to IV.

We are very happy to inform you that our management has conceded to our request so as to make sufficient number of officers eligible for this year process for their rapid career advancement. Accordingly the management has issued communication now asking for the letter of willingness. The last date for the submission of such letter of willingness from the eligible officers of S-I & II has been fixed as 28th Feb, 2013 and from the eligible officers of S-III as 5th Mar 2013.

1.    Total number of vacancies of S-II is 2582, S-III is 1771 and S-IV is 329.
2.    For S-I to II, satisfactory service in S-I is relaxed to 4 years for NC and 2 years for the WT channel
3.    For S-II to III, satisfactory service in S-II is relaxed to 4 years for NC and 2 years for WT channel.
4.    For S-III to IV, NC is introduced and the eligibility is relaxed to 2 years for both WT and NC.
5.    Rural/SU stint would continue to be post-promotion condition.
6.    Debarred officers other than under DAP is allowed to participate in this process.  

While thanking the management for their new initiative towards the career progression of officers, there are still some more issues relating to this process, which we have already taken up with the management.

The S-III vacancies are reported as 1771 and availability of the eligible/ required officers would be comparatively very less. The officers promoted to S-II in the year 2011 are made ineligible to appear for Scale-III promotion process for this year. Even though that process was started in the year 2010, and the promotees of that batch were penalized for the delayed posting that too after 7-8 months, i.e in June-2011 and for no fault of them this time also they are not eligible with the reason that they have completed only 21 months in Manager category as of 1st April.

As per the common PPO, the cut-off date would henceforth be 1st April. In such situation, management should consider the effective date of promotion from the date of application, otherwise by delaying the posting to 2-3 months after the cut-off date, the officers have to wait additional period of 1 year for further promotions. If this serious discrepancy is allowed to persist, the benefit of relaxation in service eligibility would continue to be unreal.

For S II –III and S III-IV promotion, the service eligibility in the existing scale is relaxed to 2 years, but the officers are directed to submit PA for 3 years. How the management is expecting the officers to submit the PA for the previous scale.

We shall take up these matters at the appropriate levels for immediate redressal of the problems.

“AICBOF MERITORIOUS CHILDREN SCHOLARSHIP

You are aware that we introduced various welfare activities including the Benevolent Fund scheme for the benefit of our members and some of our units have enrolled all unit members into the Benevolent Fund Scheme.

One of the benefits extended to the Benevolent Fund members is the AICBOF MERITORIOUS CHILDREN SCHOLARSHIP to the children of Benevolent Fund Members who come out meritoriously in HSC exams (12th Standard). This is an All India Scholarship and in all the three faculties, i.e. Science, Commerce & Arts, two scholarships are awarded.

PREPARATIONS FOR STRIKE ON WAR FOOTING - CLC CONVENES MEETING ON 18TH FEBRUARY, 2013 - MAKE 2 DAYS STRIKE ON 20TH AND 21ST A GRAND SUCCESS

The strike notice has since been served on the Indian Banks’ Association by the United Forum of Bank Unions conveying their decision to observe countrywide 2 days’ strike on 20th and 21st February 2013 as a part of their campaign against the ill advised moves of the Government and also its continuous attack on the financial sector in particular the banking industry with a view to allow the Private Sector banks and also the multinationals to take over our banking industry over a period of time.  The entire labour force will be observing the strike throughout the country opposing the various initiatives of the Government under the direction of the Central Trade Unions as well all other Federations and Confederations.

Comrades, the United Forum of Bank Unions with its 9 constituents would be a great force to reckon with. The Government has to take a strong message through this 2 days historical strike and should retrace many of the steps that are against the interest of the common people of our country. While, the strike is expected to go through, we have also received reports from all parts of the country that the strike preparation under the local chapters of the United Forum of Bank Unions are in full swing and the entire banking industry will come to a standstill on 20th and 21st of February 2013 as mark of protest against the so called reforms initiative of the Government.

The UFBU has also received a notice for the meeting fixed by CLC at Delhi on 18th February 2013 in response to the strike notice received by them.  However, the CLC meeting is only a formality and they will not be in a position to resolve the issues that we have raised in the strike notice.  It is for the Government to retrace some of the initiative it has taken in regard to the banking industry and as there is no positive response from the Government authorities, we are compelled to go ahead with the strike programme chalked out by the Trade Unions in the country.

We have been receiving reports from various parts of the country as to the future course of action. We wish to convey to all our members that the cause for which we are campaigning through these strike actions supported by the entire working class in the country is to safeguard the interest of the common man in our country. The Banking is a vital part of our economic activity and needs to take care of the basic requirements of the teeming millions and millions of the people living below the poverty line. We cannot allow the Private Sector and the multinationals to step and take over these vital institutions for meeting their greed in the name getting Foreign Direct Investment/ Private capital etc., Hence, let us all be prepared to put through the strike action in total and make it a grand success in order to demonstrate our unity and solidarity with that of the entire working class of our country.

All our Affiliates/State Units will ensure the participation of the rank and file across the country under the banner of the United Forum of Bank Unions not only in the 2 days strike action but also for the demonstrations, rallies, processions etc., in a massive number to demonstrate the strength of the working class in our country.

In the meanwhile, we have received invitation for bipartite meeting on 22nd February, 2013 from the Indian Banks Association. However, we cannot expect any substantial progress in the meeting. If necessary, the leaders of the United Forum of Bank Unions will meet immediately after 2 days strike on 22nd February, 2013 either before the IBA meeting or after the meeting and take a review of the situation and plan our future course of action in pursuance of our campaign in the defense of the banking industry as well as other public sector units in the country.

We will keep you all informed of further developments in the matter.

“2 DAYS COUNTRY WIDE STRIKE ON 20TH AND 21ST FEB, 2013 –
ENSURE MASSIVE PARTICIPATION AND MAKE IT A TOTAL SUCCESS - STRUGGLE IS A PART OF OUR CAMPAIGN AGAINST ANTI-PEOPLE POLICIES OF THE GOVT.

We reproduce hereunder the text of circular issued by ALL INDIA BANK OFFICERS’ CONFEDERATION for your information and request you to participate wholeheartedly.
                                                                    
“Yet another occasion for the workforce in the banking industry to exhibit their solidarity and support to the working class in the country through their participation in the historic 2 day strike proposed on 20th and 21st February, 2013 against the anti-people policies of the Government. The AIBOC has been in the forefront in the continuous campaign against the so-called reforms in the financial sector for more than two decades and has been responsible for applying brake against the speed with which the Government wanted to hand over the banking industry to the private sector. It is in this connection, the UFBU has taken a decision to observe 2 days’ strike on 20th and 21st Feb, 2013 as a part of its continuous campaign against the anti-people policies of the Government and also its attempt to privatize the Banking Industry along with the Central Trade Unions and be part of this grand struggle. The UFBU has also taken cognizance of several developments in the banking industry in the recent past which includes the anti-trade union attitude of the managements of the Bank and its attempt to de-unionize the officers’ fraternity in several banks in the recent past.
 
The affiliates of the Confederation/State Units should take all steps to mobilize the membership across the country and ensure total participation of members in the 2 days strike while putting through the agitation programme meticulously as advised by the United Forum of Bank Unions. We have received a communication from the United Forum of Bank Unions about the serving of the strike notice and other details to the IBA, declaring our intention to go on strike on 20th and 21st February, 2013.

Friends, the struggle is just and right in defending the banking industry from the private sector and multinationals so that the objective for which the banking industry was nationalised is taken care by the banks.

Hence, all our members across the country should rally round the organization and participate in the strike in toto and make it a grand success all over the country.

Friends, the future of Public Sector Banks is being jeopardized, Insurance Sector as well as huge Pension funds are being exposed to FDI, virtually handing over the above sectors to foreign investors, who are visualizing a huge potential for making substantial profit in the sectors. This anti nation stand of the Government needs to be stiffly resisted with all force at our command. Let us join hands with millions and millions of workers in this campaign and give a wakeup call to the powers that be to desist from embarking upon the ill-advised moves of the Government, as part of its neo-liberal policies.”
