UNDUE DELAY IN WAGE NEGOTIATIONS -
ALL INDIA STRIKE ON 19th DEC 2013

We append the text of communication received from our Confederation and the contents are self explicit.

“A meeting of the United Forum of Bank Unions was held on 20th November 2013.The developments in the areas of wage negotiations, reform policies of the Government in the banking sector, the speed with which the Government is proceeding in implementation of reforms were reviewed and extensive deliberations were made on the issues confronting the bank employees.

The meeting noted with concern, the lackadaisical attitude of the Government/IBA in the area of wage negotiations that resulted in inordinate delay in the process of negotiations. Taking into consideration the insignificant progress in the process of negotiations despite a lapse of more than a year since commencement of the process and the financial pressure on employees due to high inflation, the representatives of all constituent of UFBU unanimously decided to press the demands through agitation programmes including strike action as there is no positive response from the Government/IBA to settle the 10th Bipartite Wage Settlement at the earliest.

The meeting also expressed its strong protest against the various measures being taken by the Government and Reserve Bank of India in the name of financial reforms in as much as the proposals like allowing foreign banks to enter India in a big way with near ‘national treatment’, which would enable them to take over our banks, the discussion paper released by RBI recently on Banking Structure in India and the thinking of RBI to consider granting of licenses to open Private and Foreign Banks under New Bank Licensing Policy, etc., are designed to eliminate the public sector character in the Country which are not in the interests of general public, who have faith and feel more secured with the Public Sector Banks.

Further, the meeting condemned the recent decision of NABARD to convert the Primary Agriculture Co-operatives as Business Correspondents  of District Co-operative Credit Banks, thereby around 2.2 lac permanent employees working in PACs would be affected and adopted a resolution extending solidarity support to the agitating employees of PACs.

Considering all the above aspects, the meeting decided to give a call for

All India Bank Strike for one day on 19th December 2013 demanding

IMMEDIATE WAGE REVISION
TO STOP BANKING REFORMS

The representatives of all the constituents of UFBU further decided to meet on 23rd December 2013 to review the position and chalk out further agitation programmes, if need be.

Friends, there is no significant progress in the 10th Bipartite Wage negotiations even though it was initially assured by IBA to conclude the wage negotiation process at the earliest. It is disappointing to note that even the rate of increase is not yet offered by the negotiating authorities despite the lapse of more than a year. We are left with no option except to resort to agitation programmes including strike action.

Friends, let us march on with all the strength at our command and make agitation programmes a grand success not only to achieve reasonable wage increase at the earliest but also to thwart the anti-public and anti-national moves of the policymakers in the name of financial reforms.”

A.I.C.B.O.F. MERITORIOUS CHILDREN SCHOLARSHIP

Our Federation is awarding six All India Scholarships at the Federation level to meritorious children in 12th Standard examination of the Boards from all over the country. The important terms and conditions for this scholarship scheme are given below:-

a.    Only the children of those officers who are members of the Benevolent Fund Scheme introduced by the units of the Federation will be eligible for this scholarship.

a.    The Scholarship scheme is open for the children who pass the Board examination of Standard XII.

a.    There shall be total of six scholarships – Two for each faculty of Arts, Science and Commerce.

a.    The selected student would be eligible for scholarship of Rs.200/- per month for a period of ten months provided they continue further studies.

The results for 12th Standard for 2012-2013 have already been announced.  As such, the officers whose children have appeared in this examination and fulfill the following criteria, can make the application directly to the Federation on the prescribed format which is given overleaf.

1.     The student should have passed the 12th Standard examination in the first attempt;
2.     The application should reach the office of the Federation on or before 15.12.2013.
3.     For eligibility to apply, a student must have secured minimum of 70% aggregate marks in Science and Commerce faculties and 60% in Arts faculty in the Board Examination of 12th Standard.

The decision of the Federation for selection of the awardees shall be final.

We request the eligible officers to submit the applications in the prescribed format, duly certified by their respective units General Secretaries, directly to the Federation’s office within the stipulated period.

BIPARTITE MEETING ON 11th OCT 2013

All of you are aware that in the last round of bipartite talks held with IBA on 12th Aug 2013, two vital issues were settled.

  1. IBA agreed that the new wage settlement would be effective from 1st Nov 2012, that is the date on which the 10th bipartite settlement is due.
  1. IBA conceded our demand of merger of DA up to 4440 consumer price index i.e 401 slabs and construct new pay scales accordingly. 
Friends, in view of the approval by the Central Government for the setting up of 7th pay commission for the Government employees, the hopes of the officers’ fraternity in the entire banking industry rise multifolded and there are enquiries from all over the country about the progress.

IBA has now informed us that the next round of discussion would be held on 11th Oct 2013 and we hope that there would be some positive movement for a fair and adequate wage revision.

                      WORKING ON SUNDAYS/HOLIDAYS

It has become practice that for each and every requirement of any of the Government department, banks are asked to work on holidays. Government Depts./CBDT invariably approach RBI with a request that it should exercise of its regulatory/supervisory powers to instruct the banks to keep their branches open on holidays/extend the working hours. Whether it is Tax Collection/ Financial inclusion/Transfer of direct benefits/ Linkages of Adhaar cards like, which was done for subsidy on LPG which was the job of petroleum ministry, banks are instructed to work on holidays/ extra time.

When we move with the request for appropriate compensation to officers working for extended hours and for working on holidays, the importance to our demand are being ignored by our management thereby pushing the officers to the level of demotivating attitude.

During the Executive committee meeting held at Ernakulam on 1st Oct 2013, ALL INDIA BANK OFFICERS’ CONFEDERATION has finalized a firm solution, which will be intimated shortly.
