“NON-REDRESSAL OF OUR CONCERNS AND DEMANDS

We reproduce hereunder the text of communication sent to the Secretary, Financial Services, Ministry of Finance, Government of India, on the captioned matter by UFBU, the contents of which are self explicit:

“This has reference to the memorandum submitted to our Hon. Finance Minister wherein we had drawn the attention of the Government to the growing discontentment amongst the bank employees and officers over the non-resolution of our various important pending issues and demands and the casual manner in which the IBA and the Government are dealing with the same.

We had also pointed out to the increasing instances of unilateral guidelines from the Government on issues relating to HR and IR and the arbitrary way in which bilateral service conditions are being changed in the name of implementing Khandelwal Committee recommendations.  Similarly, unmindful of our protests, the Government is also contemplating to implement banking reforms agenda like attempts to pass the Banking Laws (Amendment) Bill, closure of rural bank branches, handing over these banking operations in the rural areas to private agencies, Business Correspondents and Ultra Small Branches, etc.  Normal banking jobs are sought to be outsourced on contractual basis, which would jeopardise the permanent jobs in this vital banking sector instead of resorting to adequate recruitment of staff.

Our long pending issue like, revised compassionate ground appointment scheme is still pending with the Government.  There are other important issues like improvements in pension scheme on the lines of Government scheme, non-extension of pension option facility to voluntarily resigned and retired staff, regulated and defined working hours, 5 day banking, revised uniform guidelines of staff housing loan scheme, etc. which are also being ignored by the IBA and Government without being amicably resolved.

We regret that even after UFBU pointing out the growing resentment of the bank employees and officers over these issues and demands that UFBU would be constrained to resort to agitational path, if the IBA does not come forward to resolve these issues. The IBA has chosen to remain casual without taking any initiatives in this regard.

In view of the continued non-responsive attitude of the IBA, at the meeting of the UFBU held at Kolkata on 06-06-2012, it has been decided to launch All India agitational programmes culminating in 2 days All India Strike on 25th and 26th July, 2012. A copy of agitational programme is furnished hereunder.

The formal notice for the strike action will be sent to IBA and Government in due course”.

We call upon all our units and members to observe the programme with befitting unity and enthusiasm.

AIBOC CIRCULAR NO. 58 DATED 26.06.2012

AIBOC issued its circular No. 58 dated 26.06.2012 on 10th Bipartite Settlement. We are placing the same here for our readers.

CIRCULAR NO.58                                             DATE: 26.06.2012

ALL AFFILIATES/MEMBERS:

IBA REQUESTED TO SEEK MANDATE FROM BANKS - PREPARATIONS FOR SUBMISSION OF CHARTER OF DEMANDS ARE ON

Our members have already been advised that the Sub-committee on Charter of Demands met on 13th June, 2012 and had discussed the initial preliminaries as to how to go about the preparation of Charter of Demands, and also to ensure an early resumption of negotiations and conclusion of the 10th bipartite settlement at an early date.

We have been receiving a number of enquiries as to the status of our preparation with regard to submission of the Charter of Demands.  The Confederation has already taken necessary initiatives to ensure that the Charter is prepared well in time. The Committee insists for an early commencement of negotiations and regular sittings in order to speed up the entire process of negotiation. We are also happy to inform all our members that there is similar anxiety on the part of the other Officers’ organizations and they are in regular touch with the Confederation for finalization and submission of the Charter of Demands.

The issue also came up for discussion in the last Executive Committee meeting held at Bangalore on 31st May 2012 and the members of the Committee were of the unanimous view that the Confederation should pitch for a good salary settlement, considering the current environment in the financial sector. The Executive Committee also authorized the Sub-Committee to take all necessary steps to initiate the dialogue on the 10th Bipartite as early as possible.

We have to-day sent communication to the Chairman, Indian Banks’ Association, advising them about the change in the incumbency of the General Secretary of the Confederation and also sought their co-operation in ensuring an early settlement of salary revision due with effect from 01.11.2012.  A copy of our communication is enclosed.

All our members are requested to await for further developments in the matter.

With greetings,
Sd/-
