A.I.C.B.O.F. MERITORIOUS CHILDREN AWARD

Our Federation is awarding six All India Scholarships at the Federation level to meritorious children in 12th Standard examination of the Boards from all over the country. The important terms and conditions for this scholarship scheme are given below:-

a.    Only the children of those officers who are members of the Benevolent Fund Scheme introduced by the units of the Federation will be eligible for this scholarship.

b.   The Award scheme is open for the children who pass the Board examination of Standard
      XII.

c.  There shall be total of six Awards– Two for each faculty of Arts, Science and commerce.

d.  The selected student would be eligible for prize of Rs.2000/- provided they continue further
     studies.

The results for 12th Standard for 2013-2014 have already been announced.  As such, the officers whose children have appeared in this examination and fulfill the following criteria, can make the application directly to the Federation on the prescribed format which is given overleaf.

1.     The student should have passed the 12th Standard examination in the first attempt;

2.     The application should reach the office of the Federation on or before 9.8.2014.
3.     For eligibility to apply, a student must have secured minimum of 70% aggregate marks in Science and Commerce faculties and 60% in Arts faculty in the Board Examination of 12th Standard.

4.  The decision of the Federation for selection of the awardees shall be final.

We request the eligible officers to submit the applications in the prescribed format, duly certified by their respective units General Secretaries, directly to the Federation’s office within the stipulated period.

GOVT DIRECTIVES THROWN TO THE DUSTBIN

The most important priority before us is the alarming rise in NPA, huge loss incurred in FY 2013-14 and staggering provision which ultimately resulted in erosion of the capital of the Bank and more concerning factor is the image of the institution is at a stake. The confidence of share holders and customers need to be retained intact. The critical task is to rebuild the business and customer confidence. Management should be keen to campaign for fast track reforms to lift the overhand of rising bad loans that make it a challenge to restart the investment cycle.

Under the present circumstances and considering the critical scenario, it will be almost brilliant to put up at the head of the list the fact that the field functionaries should be encouraged to take decisions in a cordial atmosphere. In a bank of our size, management should not exercise the transformation of any situation without taking in to confidence of the majority officers' association .Instead of concentrating on the above alarming situation, Management continues to indulge in adopting repressive and despotic practices.

Anti-officers stand of the Management are as under:
·         In spite of clear vacancies in respective Zones, promotees from grade scale I to II, II to III and  III to IV have been posted to far off zones.
·         Government directives of protection to Physically Handicapped officers have not been followed.
·         The Lady Promotee Officers, in spite of the clear vacancies in their zones, have been posted to far off zones.
·         The Promotees having more than 57 years age have not been retained in their respective zones.
·         The officers who have sought request transfer to any particular zone and have not completed 3 years stay are posted out of zone.
·         The management has not considered transfers on medical, marriage grounds.
·         Special incentive to the officers of NE states have been thrown to the dust bin
These are the few examples creating sense of anger amongst the Officer Community. We have tried out with various levels of Management to convince that growth and development of the Bank's Business is directly related to the level of moral and motivation of the officer of the Bank. We have recently taken up these   issues with the management and the copy of communication submitted is reproduced below for the information of all officers.

We lodge our strong protest of bye-passing the bipartite relationships and for adopting most disturbing trend of promotional placements without proper manpower exercise. To our great distress, as per the Government directives of protection to physically handicapped officers & the promotees having age more than 57 years are  required to  be  retained  in their respective Zones, but it has not been implemented. Further, the officers who have sought request transfers to any particular Zone and have not completed the three years stay in the Zone need to be retained in the same Zone are also posted out of Zone. The lady officers are also sent outside the Zone.  It is a matter of surprise for us that some request transfers have been effected even without completing the eligible period for the request. We are also not able to understand as to why the Management has not considered transfers on medical & marriage grounds and also services in North Eastern Region are ignored.

Out of total vacancies in any zone, these vacancies should be first filled in by request transfers and residual vacancies should be filled in by retaining the promotee officers to the extent of vacancies available in the Zone. More ever, the vacancies due to upgradation of branches, death, resignation etc are also required to be taken in to account for retaining promotees in the Zone.

We observe that the promotion process from grade scale I to II, II to III and III to IV are not feeling like reward but proving to be a punishment due to illogical approach of Management. Management has crossed all limits in transgressing own set norms.  This would result in to refusal of promotions leading these vacancies remain unfilled and simultaneously gross frustration and demoralization  in the minds of officers  due to non gaining promotions despite they are deserving candidates.

The officers round the country have been expressing their resentment since last fortnight for such a vindictive approach of management of not adhering the set policies and norms. Lack of proper HR management has resulted in to total chaos and confusion amongst the officer community. Rather, management should adopt proclaimed approach while placement of promotees at a minimum distance considering the present weak financials of our bank.

Under the above circumstances, the performance of the Bank will adversely affect in this critical phase of our bank. The concern of the Management is expected towards growth of business, reduction in NPA rather than unilateral changes in the promotional postings. This is a clear example of mockery that Bank has preferred to violate the own policies and creating sense of anger amongst the officer community. We can not be a silent spectator in such a alarming situation.
We have tried out with various levels of Management and convince that growth and development of the Bank's business is directly related to the level of moral and motivation of the officers of the Bank.

We demand to rectify all the violations in the posting of promotees of Scale II and scale III officers immediately and also to give stipulated period for joining as per Board's approved policy.

WARM-UP EXERCISE TO COMMENCE ACTION PROGRAMME

Despite our repeated meetings with our executives and communications to the management, most of the issues created by the unilateral attempts of the management continue to remain unresolved, which is repeated as under for the information of all the officers.

1.     The most disturbing trend is an attempt to bypass the bipartite relationship.
2.     Lack of proper HR management resulting in total chaos & confusion.
3.     Management failed to draw up proper manpower planning exercise. They want to strength only the administrative offices not the branches which are the real profit earners.
4.     The unilateral directives in regard to the placement of Branch Managers are yet another attempt to destabilize our bipartite relations. As per the communication even the performers have been allowed to be belittled.
5.     Cultural erosion has taken place in bifurcating the Odisha state with two different zones.
6.     Dissent is word banished from our Bank.
7.     Trade unionism and Adhocism is the hall mark of our management and positive human relations are treated with disdain.
8.     Management’s attitude in unsettling all settled issues paving way for unilateral and disorganized approach.
9.     Spiral of transfers of Officers of S-IV & above caused severe pain and disruption in their lives, which is the goal of the management.
Friends, having exhausted all the avenues available to realize the issues created by the management unilaterally, we are left with no other alternative except to agitate on these issues. Hence our Federation has decided to issue the notice to our management and the same is reproduced hereunder:-

Non-Responsive Attitude of our Management

 “Of late it has been observed that the management is resorting to the path of unilateralism, tries to sidetrack the majority Officers’ Federation and does not hesitate in violating the settled policies of the Bank. The core committee of the Federation who met sometime back had reviewed the prevalent situation in the Bank and the attitude & approach of the management towards the Majority Officers’ Federation and the matters related to the Officers. There was a unanimous view that the management is taking all possible steps mainly to target the Trade unions in the Bank. However a hope was maintained that the management would take corrective steps in the interest of the peaceful Industrial Relations.

An emergent meeting of unit General Secretaries of the Federation took place at Mumbai on 18th May 2014 to take stock of the situation and unanimously expressed in a very silent manner and paid homage to the passing away of Industrial relations in our Bank.

The entire Office bearers of the Federation were of the view that the Federation has always tried its level best to maintain utmost restraint and to have industrial peace in the Bank. At a time when the foremost need of the hour is to improve the Business and bottom-line of the Bank, when every effort should be concentrated on recovery of bad loans etc, the present attitude & attempts will derail the progress of the Bank. We are constrained to observe that the NPA’s in our Bank are increasing alarmingly. Our Bank's gross NPA has increased from Rs.8456 crores to Rs.11500 crores showing rise of 36% over the previous year. Besides this, Bank has effected the sale of NPA assets to the tune of Rs. 1278 crores and has also written off Rs. 382 crores in various corporate accounts. This compelled our Bank to make huge provisions in corporate accounts, thereby resulting into unimagined figure of loss of Rs. 1263 crores. It is equally an attempt to pass on the burden of these failures on the shoulders of common masses of Officers that too lower level officers who are the pillars of the Bank.

 It is a sorry state of affair that the Bank is covering up failures of the administration and the management is diverting everyone’s attention by resorting to the withdrawal of facilities.

The management wants the officers to be at its mercy, so that the management can succeed in deunionising the officers. Unilateral changes in the transfer policy without discussing with majority Federation is a matter of distress for us. This is a clear attack on the fundamental rights of trade union.

In view of the above alarming circumstances, total unconcerned approach and lack of initiatives on the part of the management for resolving the issues, our Federation has been forced to resort to organizational actions. The first phase of the action will include:

1.     To present Memorandum to the Central office /Zonal offices & Regional offices.
2.     To send protest mails / sms to GM (HR)
The total situation and the approach of the management would be reviewed in next meeting of General Secretaries of the Federation to be held at appropriate time to decide further course of action.

We still hope that the management would take urgent corrective measures to save the industrial relations from deterioration in the interest of the Bank”

Friends, let us direct all our anger, anguish, frustration against management’s autocracy, obduracy, obstinacy and unilateralism.

“REMEMBRING PIONEERS OF TRADE UNION MOVEMENT
OBSERVING MAY 1ST - LABOUR DAY AS ‘DEMANDS DAY’

Labour Day is an annual holiday in many parts of the world to celebrate the achievements of workers and has its origins in the labour union movement, specifically the eight-hour day movement, which advocated eight hours for work, eight hours for recreation, and eight hours for rest. For many countries, Labour Day is synonymous with, or linked with, International Workers' Day, which occurs on 1 May. For other countries, Labour Day is celebrated on a different date, often one with special significance for the labour movement in that country.

In the late nineteenth century, the working class was in constant struggle to gain the 8-hour work day. As early as the 1860's, working people agitated to shorten the workday without a cut in pay, but it wasn't until the late 1880's that organized Labour was able to garner enough strength to declare the 8-hour workday. At its national convention in Chicago, held in 1884, the Federation of Organized Trades and Labour Unions (which later became the American Federation of LABOUR), proclaimed that "eight hours shall constitute a legal day's Labour from and after May 1, 1886." This proclamation was without consent of employers, yet demanded by many of the working class.

An estimated quarter million workers in the Chicago area became directly involved in the crusade to implement the eight hour work day. On May 1, 1886, more than 3,00,000 workers in 13,000 businesses across the United States walked off their jobs on the first May Day celebration in history. In Chicago, the epicenter for the 8-hour day agitators, nearly one lac workers observed a peaceful strike. Two days later on May 3, 1886, violence broke out at the McCormick Reaper Works between police and strikers. During a speech near the McCormick plant, some two hundred demonstrators joined the steelworkers on the picket line. Beatings by the police enraged the strikers who resorted to rock throwing, and police responded to with gunfire. At least two strikers were killed and an unknown number were wounded. Full of rage, a public meeting was called by some of the leaders for the following day in Haymarket Square to discuss the police brutality. Due to bad weather and short notice, only about 3000 of people showed up from the day before, which included families with children and the mayor of Chicago himself. During the meeting, a bomb thrown by some unknown person enraged the police and it fired into the crowd. The exact number of civilians killed or wounded was never determined, but an estimated seven or eight civilians died, and up to forty were wounded. Later evidence indicated that it was the police, not the workers, who perpetrated the violence. Eight leaders were arrested and convicted of murder, despite the fact that only three of them were present at Haymarket and those three were in full view of all when the bombing occurred. In a gross mockery of justice, in their trial, the jury comprising of business leaders, eight organizers were convicted. The conviction was evidently not for their actions as all were innocent, but for their political and social beliefs. On November 11, 1887, after many failed appeals, one of them, in protest, took his own life and four of them were hung to death while the remaining three were pardoned six years later by the Governor. Today we see tens of thousands of activists embracing the ideals of the Haymarket Martyrs and those who established May Day as an International Workers' Day. Ironically, May Day is an official holiday in 66 countries and unofficially celebrated in many more, but rarely is it recognized in the country where it began.

In 1889, the first congress of the Second International, meeting in Paris for the centennial of the French Revolution and the Exposition Universelle, called for international demonstrations on the 1890 anniversary of the Chicago protests. On May 1, 1890, in accordance with the decision to commemorate these Haymarket martyrs, mass demonstrations and strikes were held throughout Europe and America. The workers put forward the demands for an 8 hour working day, better health conditions, and further demands set forth by the International Association of Workers. The red flag was created as the symbol that would always remind us of the blood that the working-class has bled, and continues to bleed, under the oppressive reign of capitalism. May Day was formally recognized as an annual event at the International's second congress in 1891. From that day onwards (starting from 1891 in Russia, by 1920 in China and from 1923 in India) workers throughout the world began to celebrate the first of May as a day of international proletarian solidarity, fighting for the right of freedom to celebrate their past and build their future without the oppression and exploitation of the capitalist state.

In many countries, the working classes sought to make May Day an official holiday, and their efforts largely succeeded. May Day has long been a focal point for demonstrations by various socialist, communist and labour groups. May Day has been an important official holiday in countries such as the People's Republic of China, North Korea, Cuba and the former Soviet Union. May Day celebrations typically feature elaborate popular and military parades in these countries.  

It is really very unfortunate that though our country is one of the founder member of International Labour Organisation (ILO), but it has not ratified many of the conventions and treaties prescribed by it, which are essential for a healthy work environment, leave apart 8 hours working. The first May Day celebration in India was organised in Madras (Since named Chennai) by the Labour Kisan Party of Hindustan on 1st May 1923. This was also the first time the red flag was used in India. The party leader Singaravelu Chettiar made arrangements to celebrate May Day in two places in 1923. One meeting was held at the beach opposite to the Madras High Court; the other one at the Triplicane beach. A resolution was passed stating that the government should declare May Day as a holiday. It was emphasized that workers of the world must unite to achieve independence.  On this day, banks and other public organizations in Assam, Bihar, Goa, Karnataka, Kerala, Manipur, Pondicherry, Tamil Nadu, Tripura, West Bengal and Orissa observe a holiday.

It should be our endeavour to carry forward the torch of this movement which despite witnessing so many sacrifices and being more than a century old has not seen the light of the day.  We should consolidate our movement also to get the recognition to the contribution of labour class by demanding a public holiday in all parts of the country for 1st May, the International Labour Day.

Let us observe this 1st May, 2014, as a ‘Demand Day’ also for some of our very relevant demands. In the 10th Triennial Conference of our Confederation held at Thiruvananthapuram, from 8th to 10th March, 2014, we had passed various resolutions like regulated working hours, 5 days a week, trade union rights to all officers irrespective of scales, implementation of ILO conventions 87 & 98 for wider definition of workers and coverage under I.D. act, apart from some other related ones. Let us all resolve to leave no stone unturned in realizing these demands.
