FINANCE MINISTRY WANTS PUBLIC SECTOR BANKS TO TAKE THE MERGERS & ACQUISITIONS ROUTE

The Finance Ministry has once again come into open advocating for the Mergers and Acquisitions in Public Sector Banks. This time also they talked about the size of the balance sheet conveniently forgetting the naked truth that these small Indian Banks are not bankrupted in the recent worldwide economic crisis.What happened to the so called bigger banks in other part of the world is known to everybody.
Anyway, without going into the debate, we are providing a link here where Mr. Ashok Chawla, Finance Secretary has reiterated the need for Public Sector Banks to look for mergers and acquisitions in the next 5 - 10 years.

BANKS CAN'T CHANGE SCHEMES UNILATERALLY, SAYS CONSUMER PANEL

As per the report of Economic Times, National Consumer Commission has ruled that banks cannot unilaterally change its schemes as it might amount to "deficiency of service". As the ruling of the Commission would have an affect on bankers, a link to the news item is published below.

CONCESSIONS FOR SELECT RETAIL LOAN PRODUCTS OF CENTRAL BANK OF INDIA

To capitalise the market under Retail Loan Segment during the festive season, Central Bank of India has decided to offer concessions on loans sanctioned under select Retail Lending Schemes during Festive Season 2009. The concessions will be operative with immediate effect and will be continuing upto 31.01.2010.
As per the decision, Processing Charges have been waived on the following Retail Lending Schemes,

HYUNDAI TIES UP WITH CENTRAL BANK OF INDIA FOR CAR LOANS

According to the press release issued by Hyundai Motor India, the country's second largest car maker, it has signed a memorandum of understanding with Central Bank of India for providing car loans to customers.
Under the MOU, Hyundai customers can avail car loans from Central Bank of India at two percent below the BPLR of the Bank with repayment upto 36 months and at one percent below BPLR in case of repayments between 36 to 84 months.

BANKS TOLD TO COME CLEAN ON RETAIL LOAN CHARGES, PRICING

Many of us are not aware of a Board called Banking Codes and Standards Board of India (BCSBI), a joint initiative of Reserve Bank of India and Indian Banks' Association. BCSBI has been registered as a Society under the Societies Registration Act, 1860 as an independent and autonomous body. It is an independent banking industry watch dog to ensure that the consumer of banking services get what they are promised by the banks.
On 22.09.09 BCSBI has undertaken revision in banking codes on retail loan charges, pricing etc. which are to be implemented by its member banks.

AIBOC CIRCULAR NO. 74 DATED 25TH SEPTEMBER 2009

AIBOC has issued circular on wage revision talks held with IBA on 24.09.2009. We are publishing the same here to enable our readers to know about the latest developments on wage revision.

TALKS HELD WITH IBA ON 24-09-09

Bipartite talks were held yesterday with the IBA in Mumbai. IBA was represented by Mr. M. V. Nair, Chairman and other members of the Negotiating Committee. From UFBU side representatives of all our unions participated in the talks.

2.       All issues like quantum of wage increase, option to join pension scheme by employees in PF, extending the option to retirees, Compassionate Appointment/Financial Compensation Scheme, etc were discussed in the meeting. IBA took up their issues like outsourcing, streamlining the special pay posts for workmen, etc. Issues like accounting the cost of pension, introducing new pension scheme for future recruitees etc., were also taken up by them. Discussions were held to take the issues forward with amicable solutions. While some progress has been made on few issues still there are certain hurdles and difficulties in reaching the finality.
3.          Therefore it was decided to discuss on these issues further in next round of meeting and endeavor to resolve the issues at the earliest to reach broad understanding to expedite the final settlement.

4. Comrades; the discussions have now entered a crucial stage and hence we need to be extremely careful while taking all efforts to finalise the settlement.  We shall keep informed of the developments in due course.

SALARY STRUCTURE OF BANK EMPLOYEES VS GOVT. EMPLOYEES

There is a myth in the minds of the Public that bank employees are highly paid. Whenever we participate in strike, there used to be a huge hue and cry from them. 

Recently Sri K. Anandkumar, Vice-President, AIBOC has written an excellent article on the salary structure of Bank Employees vis-a-vis Government Employees. We reproduce the same here for the benefit of our readers.
SALARY STRUCTURE OF BANK EMPLOYEES   VS GOVERNMENT EMPLOYEES
A myth has slowly gained ground that bank employees are paid inordinately high wages. While arriving at this opinion, there has been no attempt to compare the wages of bank employees with other comparable professions, chiefly those employed in government. A closer scrutiny would suggest that bank employees are, in fact, poorly paid, and not part of a high-wage island.

In a perfect market, every factor of production gets its due share. But in reality, markets are unfair and imperfect. The stakes are loaded heavily against the working class; that explains the growing disparity between the capital-owning/top managerial class and the labour class, despite breathtaking GDP growth rates.

The disparity exists not just vis-À-vis labour and the managerial class, but also across categories of the labour class. The latter exists because “relativity” has not been maintained.

There are two forms of relativity that need to be considered — internal relativity, which looks into whether the salary levels within the organisation correspond to the organisational hierarchy; and external relativity, which deals with the relationship between the wages paid and the market wages.

GOVT EMPLOYEES FAVOURED
Prior to 1979, Group ‘A’ Officers of Central Government were earning less than bank officers. In 1979, the Pillai Committee was constituted to study the salary structures of bank officers and Group ‘A’ Officers of the Central Government and bring equity among various banks.

The Committee observed that the functions and responsibilities of bank officers in the new set-up were comparable to those of Group ‘A’ Officers in the Central Government and suggested pay parity between them.
The Pillai Committee recommendations were implemented in banks with effect from July 1, 1979, and the pay scale of the lowest rung of officers in banks were equated with pay scales of the lowest rung of Group ‘A’ Officers of Central Government at Rs 700.

The parity which was established by implementing the Pillai Committee Recommendations was distorted by subsequent Pay Commission revisions. In the Sixth Pay Commission, the wages of Group ‘A’ Officers zoomed past the bank officers’ wages. External relativity was given a quiet burial.
It is quite appropriate to compare the salary of bank officers with Group ‘A’ Officers of the Central Government to ascertain whether bank officers constitute a high-wage island.

The basic pay according to the Fifth Pay Commission for Group ‘A’ Officers was Rs 8,000 and the corresponding pay for bank officers was Rs 7,100. But in the Sixth Pay Commission the basic pay for Group ‘A’ Officers of the Central Government went up to Rs 21,000 (basic pay Rs 15,600 + grade pay Rs 5,400) whereas the pre-revised basic pay of bank officers was only Rs 10,000.
Between the Fifth and the Sixth Pay Commissions, the basic pay of Group ‘A’ Government officers went up by 162.5 per cent.

The gross salary of government officers was Rs 31,312, whereas the bank officer’s salary was only Rs 16,110. It can be seen that a bank officer draws a gross salary which is just 51.45 per cent of the gross salary of Group ‘A’ officers at the lowest rung.
Even house rent allowance was paid at 30 per cent of basic pay for government officers, whereas bank officers were getting a maximum of 8.5 per cent in metros. The pre-revised salary of the bank clerk was Rs 6,600 as compared with the Central Government clerk’s salary of Rs 11,000.

Many State Governments have adopted the Sixth Pay Commission Recommendations. A number of public sector undertakings have implemented the Pay Commission recommendations as a benchmark for their salary revision.
The government, public sector and private sector undertakings are paying high salaries to their entire workforce, with the exception of the banking sector. Given these facts, can bank officers and employees be described as belonging to an island of high wages?

MORE WORK, LESS PAY
The business hours for the customers used to be four hours a day and working hours for the staff was seven hours with a 30-minute lunch break. To provide best customer service, the business hours have been increased to six hours, within the stipulated working hours of seven hours a day. After business hours, the bank staff need three to four hours to complete back-office work at the branch level, because of which the working hours for officers are practically extended to about 11 hours a day without any monetary compensation or increase in salary structure, whereas new generation private sector banks duly compensate the extended working hours in their salary packages.

We have completed 40 years of bank nationalisation, and we owe our gratitude to the then Prime Minister Indira Gandhi for taking the bold step. The country’s transformation since then is in no small measure due to the role played by nationalised banks.
We feel proud to work in nationalised banks and be part of the nation-building exercise.
We started with social banking but now have almost attained the standards of global banking. Yet, we are paid less than municipal wages.
The need of the hour is to restore the pay parity with government employees and uphold external relativity as done by the Pillai Committee 30 years ago.

Bank Unions to meet IBA on wage revision on 24.09.2009

It is reported in Economic Times that Mr. C H. Venkatachalam, Convener, UFBU has told that a crucial meeting between the representatives of the United Forum of Bank Unions (UFBU) and Indian Banks Association (I.B.A.) is slated on 24.09.2009 to discuss wage revision and other demands of about 10.5 lakh bank employees and officers in the country. 
Talking to PTI over phone today, UFBU Convener C H Venkatachalam said the offer to discuss the long-pending issues was made by the IBA, the apex body of  bank managements, following the nationwide strike by employees on August 6-7.
After the "success" of the two-day strike, the IBA informed them that they have finalised a package that envisages 17.5 per cent increase in wages and New Pension Scheme (NPS) for new entrants from April 2010, among other things, he said.
Compassionate appointment issue would be discussed separately, Mr. Venkatachalam said.
The UFBU, at a meeting on September 7, discussed the IBA package and decided to pursue it with the association in tomorrow's meeting in Mumbai, he added.

21ST GENERAL COUNCIL MEETING OF ALL INDIA 
PUNJAB NATIONAL BANK OFFICERS’ ASSOCIATION
Inaugural session of the 21st General Council meeting of All India Punjab National Bank Officers’ Association held on 20th September, 2009 at Hotel The Mughal, at 10:45 a.m was a grand success.  The delegates and observers received the guests and invitees with raising of full throated slogans in the Conference Hall.  There was a festive mood in the Hall, members greeting the newly elected office bearers of the Association.  The dais was well decorated, displaying the demands pending before the IBA/Management.
2.          Com.G.D.Nadaf, General Secretary, AIBOC, inaugurated the conference by lighting the lamp amidst thunderous applause.  In his inaugural speech, he extensively covered on the developments as regards industry level issues under negotiation with the IBA.  He expressed his happiness that, AIBOC has almost clinched the long pending aspirations of the CPF optees to switch over to the Pension Scheme. The related issues on 2nd Option will be discussed further with the IBA during the next meeting scheduled on 24th September, 2009.  As regards salary revision, constituents of UFBU are not satisfied with the offer of IBA for 17.5% increase.  All Banks are performing well.  The better pay compensation system for Govt. and other Public Sector undertakings has raised the hopes in the Banking Industry. In lieu of 2nd option on pension, employees have to share the burden of cost to the extent of Rs. 1800/- Crores.  Therefore, the present offer on salary revision is far below the expectations of the grass root level membership.  They have already expressed their anguish by making the 6th and 7th August 2009 strike a thunderous success.  The risk, responsibility, transferability and accountability of officers, coupled with unlimited working hours have made the life of the officers miserable.  Hence, we are persuading the Govt/IBA for better pay package and early settlement of the issues, so that the unions could concentrate on ill-advised moves on financial and labour reforms waiting in the wing.  He was very critical of the attitude of the Government on Compassionate Appointment Scheme pending before them for approval, as the family conditions of the deceased employees are pathetic in the absence of Compassionate Appointments in the Banking Industry, said Com. Nadaf.
3.       Shri. M.V.Tanksale and Shri. Nagesh Pydah, Executive Directors of the Punjab National Bank were the Chief Guests.  In their speech, they covered the Bank level issues and appreciated the Association for the positive role played in achieving the business targets.  Com.K.D.Kheda, General Secretary, AIPNBOA in his speech thanked the Management representatives for their co-operation and assured that, the Association will continue to play stellar role for the development of the Bank.  Com.P.R.Mehta, General Secretary of AIPEF in his felicitation speech expressed his concern about the merger and acquisition policy of the Govt. of India. The joint forum of AIPNBOA and AIPEF will take up the bank level issues together.  Com.P.K.Sarkar, President of AINBOF in his address appreciated Com.Kheda for his continuation as General Secretary of AIPNBOF for the last 27 years.  He expressed that apart from pursuing monetary issues, there is a need to fight for the dignity and self-respect of officers.  The punitive disciplinary rules, harsh policy in transfers etc. are discouraging the officers to exercise their powers freely.
4.          Earlier after invocation, Shri. R.P.Sharma, Chairman Reception Committee welcomed the gathering.  S/Shri. Ved Vyas, Deputy General Manager, D.S.Solanki, AGS, B.P.Sharma, G.M (HR), Rohtas Kumar, General Manager, also spoke on the occasion.  A souvenir published on the occasion was released by the Executive Directors.  Under the Social Welfare Programme gifts were handed over to the visually challenged persons.  Com. Ashish Sen, President of the Association delivered the Presidential speech.  The inaugural session concluded with a Vote of Thanks by Com. Pradeep Kumar.
5. Comrades, it was a well planned and largely attended open session, proceedings of which were extensively covered in the print and electronic media.  We compliment the leadership of the AIPNBOA, Com. Ashish Sen, Com.K.D.Kheda and volunteers’ force for another memorable programme. We congratulate the newly elected Office bearers and wish them all success in their endeavours.

PARTICIPATION OF OFFICERS IN THE STRIKE ACTION

Our attention has been drawn to your communication No. CIR/HR & IR/76/Q/2009-10/1224, Dated. 25th August 2009 forwarded to the Chief Executives of all the Banks where in certain guidelines purported to relate to the strike action by the Officers in the Banking Industry are indicated. We are surprised to note that, the communication while acknowledging the legitimate rights of the Officers to pursue their cause through trade union actions, instructs the banks to take certain stringent measures and to caution the Officers who participate in the strike, through an individual communication that the Management would be taking a serious view and in particular the Scale IV and above Officers who are part of the Management and are to be given extra caution conveying the displeasure of the Management of the Bank.

The Service Conditions as well as the working conditions of the Officers are designed on the basis of the bilateral settlements reached between the Confederation and the Indian Banks’ Association.  The Indian Banks’ Association represents the Management collectively while the Confederation, the Officers’ fraternity working in the entire Banking Industry. When the negotiations fail to yield any result, the Officers are left with no alternative except to agitate.  The members of the Confederation are expected to participate in the strike irrespective of their positions in the Bank.  The salary structure of the Officers starting from Scale I to Scale VII are decided through negotiations and there is no question of any discrimination between one category of Officers with the other category officers as regards the right of the Confederation to negotiate on salary structure and all other related matters.  The Confederation is responsible for the entire officers’ community in the banking industry and similarly the Officers irrespective of their position in the bank, are also duty bound to obey the call of the organization in pursuance of our demands collectively. The right to form unions and to strike is a fundamental right of every citizen.  The courts have upheld this position from time to time as per the provisions of the Constitution of India.  The Constitution provides the right to each and every employee to exercise his trade union rights and there is no differentiation between the different grade of Officers while providing this right in the Constitution of India.  We are amused to note your communication stating that the Scale IV and above are part of the top Management and hence they are not supposed to participate in the illegal strike.  We are also surprised that the draft letter which is to be a permanent guidelines for the banks have already stated that the future strikes are also illegal even without our issuing strike notice and also the purpose of the strike etc., This is in contravention of the constitutional guarantees/rights of citizens; as enshrined in Constitution of India.

The strike action is the result of the failure on the part of IBA to resolve some of the long pending issues before them.  The IBA is also equally responsible for the strike action by the employees and officers in the banking industry.  If the IBA/Managements resolve the issues in an amicable manner without any provocation – there could be no opportunity for the unions to resort to strike.  The strike actions in the banking industry are not resorted to by the Confederation for the heck of exercising the trade union rights of our members.  The Confederation therefore would like to express its protest against the communication sent by IBA indicating to the Managements of individual banks to threaten the senior officers for their participation in the strike.  This itself is highly provocative and calls for an organizational agitation by the Confederation and its affiliates.  The IBA is responsible for the harmonious industrial relations in the industry and should refrain from provoking the officers’ fraternity.  The Officers of the banking industry are working under trying conditions and, are under tremendous pressure and tension while taking care of the routine banking business as well as the competitive environment that is prevailing in the market.

Hence, we request you to kindly appreciate and understand the sentiments of the Officers working in the Banking Industry and avoid taking any precipitative action in the interest of cordial industrial relations in the banking industry.  Please arrange to withhold issue of individual letters to officers, as it amounts to unfair labour practice and provocation for Industrial unrest.  It is better if the arbitrary; retrograde and unilateral guidelines issued by IBA are withdrawn forthwith, with a view to ensure harmonious industrial relations atmosphere in the banking industry.

AIBOC CIRCULAR NO. 71 DATED 12TH SEPTEMBER 2009

TO ALL AFFILIATES/MEMBERS:
- FEDERAL BANK OFFICERS’ ASSOCIATION ESCALATES ACTION PROGRAMMES
- ALL INDIA STRIKE ON 16TH SEPTEMBER, 2009
- WITH DRAWAL OF ENTRA CO-OOPERATION FROM 17TH SEPTEMBER, 2009.
Our affiliate in Federal Bank has been on agitation against their Management on the issue of discontinuation of ex-gratia which was enjoyed by all the Employees and Officers in the Bank for a long time. The Association in conjunction with the workmen union held joint protest demonstrations and Dharnas, demanding restoration of ex-gratia. But the Management has exhibited adamancy and indifference to the legitimate demands of the Officers. All the sincere efforts made by the Association, to resolve the issue in an amicable manner in the larger interest of the Bank, were in vain, due to the tough stand taken by the Management. The conciliation proceedings before the Assistant Labour Commissioner held on 09.09.2009 were a futile exercise. The ALC has again fixed a conciliation meeting on 14.09.2009 and the Association does not have any hope of emergence of positive developments.
2. Having been driven to the wall by the Management, the Association is forced to intensify the agitation with one day strike on 16th September, 2009. Preparations are afoot to make the strike action a big success. The joint agitation programme launched by the Federal Bank Officers’ Association and Employees’ Union (UFBU), will completely paralyse the banking operations of the Bank, which will be a body blow to the high handedness of the Management.
3. The second phase of agitation will commence from 17th September, 2009 by withdrawing extra co-operation hitherto rendered by the staff. The agitation will be further intensified by taking up other demands like, Stoppage of outsourcing and contract labour, Rejection of anti-people BCG recommendations, Stoppage of discrimination and justice to GBK staff, Closing of Fedfina operations, and Restoration of Original Pension scheme to the newly recruited officers etc.,
4. Comrades, the demands of our affiliate are quite legitimate and the high handedness of the Management is deplorable. Our affiliate had launched valiant struggles in the past and the Management had bowed before the invincible strength and unity of the Association. We hope the Management will realise the gravity of the situation and respond positively to the legitimate demands of the Officers.
5. We call upon all our affiliates to extend fraternal support to the struggle and action programmes launched by our affiliate in Federal Bank.
6. We wish all success to the strike action of 16th September, 2009 and also the further intensification of their struggle.

We are concerned to note certain developments in regard to the appointment of the Chairman and Managing Director of PNB – wherein the Government is proposing to appoint a Civil Servant to the coveted post, thereby causing a serious dent in the career opportunity of senior executives in the banks apart from the fact that the banking industry is a sensitive one and requires an insider with a thorough professional knowledge and expertise to head a major institution like that of Punjab National Bank. We have to-day sent a communication to the Prime Minister, Government of India, New Delhi. A copy of our communication is enclosed.

Dear Sir,
APPOINTMENT OF CHAIRMAN AND MANAGING DIRECTOR OF PUNJAB NATIONAL BANK – A PROFESSIONAL BANKER TO BE APPOINTED
We are surprised to know that the Government is considering to appointment an Officer from the Government as the Chairman and Managing Director of Punjab National Bank in contravention of the established convention of appointing a senior Executive Director or the CMD of other banks to this prestigious position thereby creating a lot of heart burn amongst the Officers’ fraternity in the banking industry. The banking industry has been witnessing spectacular changes in the business environment and the public sector banks are required to face tremendous competition in the current scenario. The Bank Officers are able to withstand these pressures due to their experience and capability of handling the changing environment in the financial sector and taking on the competition from the Private and Foreign Banks in an effective manner. The Officers in the Banking Industry look for advancement of their career in the industry itself since they can specialize and compete amongst themselves to reach the top slots in the banking industry. The present move of the Government is bound to hurt the sentiments of the senior executives who have been languishing to reach the position of the Chairman and Managing Director since the positions are few and the competent people to fill those positions are in hundreds.
2. The Confederation has been holding a strong view as to the appointment of outsiders to the top positions of the banks since the banking is a delicate matter and needs a thorough professional knowledge of the banking as it is done in the present day context. There is no need to place a Civil Servant to work in this position creating a serious heartburn amongst the senior executives in the Banking Industry. When there are plenty of talents available within the banking industry; appointing a Civil servant or a bureaucrat will only harm the chances of promotions of several senior executives in the Banking Industry. Whenever a senior position in the banks is filled it results in the promotional opportunities down the line thereby providing a chance for several officers to go up in the ladder of their career. In view of the banking industry passing through severe constraints as regards the expansion in number of vacancies at the top level, the scarce opportunity cannot be further reduced to the disadvantage of the several senior executives in the banking industry.
3. The Confederation is seriously concerned about these developments and conveys its strong protest against the move of the Government which is bound to create unnecessary irritations in the industrial relations in the banks. We therefore request you to kindly take note of the sentiments of thousands of Officers working in the banking industry and desist from the proposed move in the interest of the harmonious industrial relationship atmosphere that is prevailing in the banking industry.
4. Please treat the matter as urgent.

UFBU MEETING
A meeting of the UFBU was held on 07.09.2009 at Chennai. Leaders of all the 9 constituent unions were present. The meeting was presided over by Com. K.S. Shetty.
2. The meeting congratulated the bank employees and officers for their magnificent unity and amazing militancy, thus making the 2 days’ strike on 6th and 7th August, 2009 a resounding success.
3. The meeting noted that the unity of the rank and file under the banner of UFBU has ensured the thwarting of all attempts on the part of IBA and Government to retract from offers made. The meeting took for consideration the proposals of the IBA made before the CLC on 07.08.09 and, decided to further negotiate on all components of the offer for improvements with IBA in the next round of Bipartite Talks.
4. Persuasion with the Govt.We are glad that, some of our affiliates/members are meeting the Ministers, Members of Parliament to convince on our legitimate demands under negotiations with the IBA. We are also happy that they could understand our legitimate demands and assured to pursue the issues at appropriate level. We are confident of clinching a better deal through persuasion and pressure tactics.
5. We thank all those members and affiliates who are trying relentlessly by meeting and convincing the Ministers, MPs and others for improvements in the package offered by the IBA.
6. Talks with IBA :The IBA had fixed 12th September, 2009 for the next round of Talks. However, since the date is not convenient for a few constituent unions, we have asked for a revised date for the Talks during the next week or within 10 days. As soon as the meeting is fixed and held, we shall inform you of further developments.

AICBOF E.C. MEETING AT HYDERABAD

Central Bank Officers' Association, Andhra Pradesh Unit has successfully conducted the E.C. Meeting of All India Central Bank Officers' Federation (AICBOF) at Hyderabad on 09.09.09 and 10.09.09 at Hotel Sankalp Grand, Koti.

Members of CBOA, AP Unit have once again demonstrated their dedication towards the organisation. With their unstinted support and cooperation, the unit has created history in hosting the EC meeting with the largest attendance. It has also created history by launching its own Blog with various useful features as the CBOA, AP Unit is the first affiliated unit of AICBOF having its own Blog.

A.I.C.B.O.F. Meritorious Children Scholarship for the years 2007-2008 & 2008-2009
Our Federation is awarding six All India Scholarships at the Federation level to meritorious children in 12th Standard examination of the Boards from all over the country. The important terms and conditions for this scholarship scheme are given below:-
a) Only the children of those officers who are members of the Benevolent Fund Scheme introduced by the units of the Federation will be eligible for this scholarship.
b) The Scholarship scheme is open for the children who pass the Board examination of Standard XII.
c) There shall be total of six scholarships – Two for each faculty of Arts, Science and Commerce.
d) The selected student would be eligible for scholarship of Rs.100/- per month for a period of ten months provided they continue further studies.
The results for 12th Standard (HSC) have already been announced in most of the areas and in some others, are being announced. As such, the officers whose children have appeared in this examination and fulfill the following criteria, can make the application directly to the Federation on the prescribed format which is given overleaf.
1) The student should have passed the 12th Standard examination in the first attempt;
2) The application should reach the office of the Federation on or before 30.09.2009.
3) For eligibility to apply, a student must have secured minimum of 70% aggregate marks in Science and Commerce faculties and 60% in Arts faculty in the Board Examination of 12th Standard.
4) The decision of the Federation for selection of the awardees shall be final.
We request the eligible officers to submit the applications in the prescribed format, duly certified by their respective units General Secretaries, directly to the Federation’s office within the stipulated period.
Due to certain exigencies the applications under this scheme for the year 2007-08 could not be invited. The eligible members may please send the applications for the year 2007-08 on or before 30.09.09. All other terms and conditions of the scheme are same.
